The Partnership for African Social and Governance Research (PA SGR) is an autonomous, non-aligned, pan-African not-for-profit organization founded in Nairobi, Kenya, in 2011. Operating across more than 12 African countries, PA SGR is dedicated to advancing research excellence in governance and public policy to improve the wellbeing of people across the continent.
Through collaborations with individual scholars, academic institutions, research think tanks, civil society organizations, private sector entities, and policymakers—both regionally and globally—PA SGR promotes the generation and dissemination of policy-relevant research. The organization also develops and delivers specialized professional development programs for researchers and policymakers and fosters the creation of joint higher education initiatives.
PA SGR’s vision is to cultivate a dynamic African social science community that addresses the continent’s critical public policy challenges. Its three core programs unite universities, research institutions, government bodies, policymakers, scholars, and academics to:
– Strengthen and sustain partnerships at national, regional, and international levels to advance research, higher education, and professional training;
– Cultivate vibrant communities of policy and research;
– Institutionalize a culture of rigorous research within African universities and research organizations; and
– Coordinate a collaborative Master of Research and Public Policy program with African universities.
PA SGR operates as a 501(c)(3) not-for-profit organization.

2014–2018 Strategic Plan
The 2014–2018 Strategic Plan builds on PA SGR’s solid foundation after four years of operation, outlining a clear roadmap to realize its vision of a vibrant African social science community engaged in addressing the continent’s public policy priorities.
Developed through collective input from PA SGR staff at all levels and its Board of Directors—including an external review in 2013 and ongoing program assessments by staff and partners—the Plan reflects a shared commitment to growth.
PA SGR is cultivating a community of practice and intellectual exchange, emphasizing high-quality research and innovative training, with its secretariat serving as a central facilitator. Moving forward, it will prioritize strategic, sustainable partnerships by deepening existing collaborations and establishing new ones.
Key priorities include: targeted outreach and engagement with research and policy stakeholders; rigorous quality assurance across all initiatives; and ensuring long-term institutional and financial sustainability.
PA SGR measures its impact not by participation numbers, but by the tangible translation of research findings into social and public policies that effectively address Africa’s evolving development needs.
