Acting as the central liaison between PMU leads and PhD senior leadership, the role facilitates the seamless exchange of insights, risk assessments, and key strategic decisions throughout the organization.

This role involves identifying potential partners, negotiating mutually beneficial agreements, and fostering long-term collaborations that align with our strategic objectives. Key responsibilities include conducting market research, assessing partnership viability, and managing relationship development to enhance revenue streams and market presence. Ideal candidates should possess a proven track record in business development, strong negotiation skills, and the ability to cultivate high-level stakeholder relationships.

Collaborate closely with PhD’s senior leadership team, including the CEO, Chief Strategy Officer, and Chief Economist, to craft and refine a comprehensive strategy for PhD’s government advisory initiatives.

Own the entire lifecycle of new government advisory programs, starting with identifying opportunities and cultivating key relationships, progressing through proposal submission, staffing, and culminating in program launch.

Develop and oversee connections with:

Government partners are engaged to stimulate interest in government advisory initiatives, such as Digital Agriculture Roadmaps (DAR) and Plus.

Multilateral development finance institutions, including the World Bank, African Development Bank (AFDB), Asian Development Bank (ADB), and International Fund for Agricultural Development (IFA), are expected to integrate digital agriculture into their extensive funding programs.

Experienced partners within the PhD ecosystem will play a key role in uncovering opportunities to provide strategic guidance to governments and funders, facilitating the growth of public digital agriculture initiatives.

Externally, you will serve as a representative of PhD at various events, while also crafting compelling written materials and presentations. These efforts will aim to strengthen the evidence base and bolster the business case for PhD’s government advisory model.

Establish government advisory as a sustainable, repeatable service offering at PhD by designing and implementing the necessary internal systems, playbooks, and processes. This includes creating structured onboarding frameworks for new Plus, ensuring effective knowledge management across different regions, and defining clear quality standards for advisory outputs.

Collaborate closely with PhD’s senior leadership team—including the CEO, Chief Strategy Officer, and Chief Economist—as well as staff members assigned to monitoring and evaluation (M&E) initiatives to design and implement a comprehensive monitoring, evaluation, and learning (MEL) framework. This framework will evaluate the effectiveness of PhD’s government advisory programs, assessing both their direct contributions to improved service delivery for farmers and their indirect effects through policy support and coordination efforts.

What We’re Looking For:

The successful candidate must possess the following attributes:

A bachelor’s degree in economics, agricultural economics, public policy, business (MBA), computer science, data science, or an equivalent field is required.

Demonstrates a strong background in dynamic, entrepreneurial settings, requiring a minimum of two years of hands-on experience overseeing projects, programs, or operational units.

Demonstrates a proven ability to cultivate and maintain strategic partnerships with senior government officials, multilateral organizations, or other key stakeholders across low- and middle-income countries.

Experts in quantitative analysis who can effectively leverage data to derive strategic insights are needed for this role.

A comprehensive grasp of monitoring, evaluation, and learning (MEL) methodologies within international development settings is required, coupled with hands-on expertise in crafting key performance indicator (KPI) and MEL frameworks.

Strong proficiency in written, presentation, and spoken English is essential, enabling you to convert evidence-based insights into persuasive narratives tailored for government stakeholders and donor organizations.

Ability to seamlessly integrate strategy, business development, and execution—whether engaging in executive-level advisory discussions or designing and implementing internal frameworks.

Excellent attention to detail

Demonstrated resilience, initiative, and the capacity to operate independently with minimal oversight, driving results effectively even amid ambiguous conditions and stringent deadlines.

Seasoned in leading and collaborating with cross-functional, globally dispersed teams.

Open to traveling extensively, with up to 50% of the role requiring international assignments across India, Ethiopia, and various countries in Africa and Asia.

Seeking candidates with a Bachelor’s degree in a related field and a minimum of three years of relevant professional experience. Proficiency in industry-specific software and tools is essential, along with strong analytical and problem-solving skills. Excellent communication abilities, both written and verbal, are required to collaborate effectively within a team environment. Prior experience in project management or leadership roles is highly advantageous. Candidates must demonstrate a commitment to continuous learning and staying updated with industry trends and best practices.

A master’s degree in economics, agricultural economics, public policy, business (MBA), computer science, data science, or a related discipline is required.

Prior experience in one or more of the following areas: experimental research, including randomized evaluations and primary data collection in developing countries; the technology or startup sector; agricultural development programs; or management consulting

Having prior professional experience in India, Ethiopia, or other developing nations is essential.
