Oversee and execute a comprehensive range of responsibilities encompassing critical operational, administrative, and strategic functions to ensure organizational efficiency and alignment with established goals.
This position serves as the initial grade and introductory phase within this professional framework. An incumbent at this level will perform duties under the direct oversight and mentorship of a more experienced officer.
Headquarters for the county is situated in a designated central location, serving as the principal administrative hub for county operations.
At this level, the position involves executing a broad range of administrative responsibilities, including coordinating the enforcement of county regulations, securing county government property, assets, facilities, and inventory, and overseeing the upkeep of infrastructure and facilities. Additionally, the role requires managing transport operations, planning and coordinating office accommodations, as well as supervising the procurement, development, and updating of office equipment and furniture. The position also entails organizing and facilitating meetings, conferences, and other special events, while ensuring the general maintenance of buildings and furniture remains in optimal condition.
Field Administration involves coordinating and executing field operations to ensure efficiency, compliance, and alignment with organizational objectives. This includes managing field teams, overseeing compliance with policies and regulations, and maintaining accurate documentation. The role requires strong organizational skills, attention to detail, and the ability to work independently while collaborating with cross-functional teams. Proficiency in field management software and tools is essential, along with a thorough understanding of relevant industry standards and best practices.
The incumbent will report to and operate under the direction of a senior officer, executing a range of duties and responsibilities that include cultivating relationships and collaborative networks with key stakeholders, addressing public inquiries and concerns, and supervising the progress of community initiatives. Additionally, the officer will be responsible for tracking and assessing the impact of these projects, supporting resource mobilization efforts at the local level, and encouraging community engagement in development programs. Ensuring compliance with occupational health and safety standards, upholding ethical governance practices, and compiling analytical reports on developmental activities will also form part of the role. Furthermore, the officer will coordinate with relevant stakeholders to facilitate public participation forums aimed at fostering civic involvement in development processes.
• Bachelor’s degree in Computer Science, Engineering, or a related field required; advanced degrees preferred.
• Minimum of 5 years of experience in software development, with at least 3 years in a leadership or mentorship role.
• Expertise in full-stack development, including proficiency in languages such as Java, Python, or JavaScript, and frameworks like React, Angular, or Node.js.
• Strong knowledge of cloud platforms (AWS, Azure, GCP) and DevOps practices (CI/CD, containerization with Docker/Kubernetes).
• Experience designing scalable architectures and optimizing system performance.
• Excellent communication skills to collaborate with cross-functional teams and stakeholders.
• Ability to mentor junior developers and drive technical decision-making.
• Familiarity with Agile methodologies and tools like Jira or Confluence.
• Commitment to quality assurance, writing clean, maintainable code, and conducting thorough code reviews.
To qualify for this position, candidates must meet the following requirements:
A recognized institution must award a bachelor’s degree in one of the following fields: Public Administration, Business Administration or Management, Community Development, or another Social Science discipline.
A diploma or certification in computer applications is required for this role.
