This position serves as the initial and preparatory level within the cadre. Officers at this rank will perform their duties under the direct guidance and oversight of a more experienced officer.
Headquarters for the County is situated in a central location that serves as the operational core for county-wide activities and administration. This central facility oversees a broad range of functions, ensuring efficient management and coordination of county services. Staff at Headquarters work collaboratively to implement policies, manage resources, and support various departments in delivering essential services to residents. The location plays a pivotal role in maintaining seamless communication and operational effectiveness across all county operations.
This position encompasses a broad spectrum of administrative and operational responsibilities, including the execution of general office duties, the enforcement of county legislation, and the safeguarding of government property, assets, facilities, and inventory. The role also involves coordinating infrastructure and facility maintenance, managing transportation logistics, and overseeing office accommodation planning. Additionally, the incumbent will be responsible for managing the procurement, development, and updating of office equipment and furniture, as well as facilitating meetings, conferences, and other official events. Supervision of routine building and furniture maintenance also falls within the scope of this role.
Field Administration involves coordinating and managing on-site operations, ensuring adherence to company policies and regulatory standards, and maintaining accurate records of field activities. This role requires strong organizational skills, attention to detail, and the ability to work independently in remote locations. Key responsibilities include overseeing field teams, conducting site inspections, and resolving operational challenges to support seamless project execution. Proficiency in relevant software and tools, along with effective communication and problem-solving abilities, is essential for success in this position.
The incumbent will report to and operate under the direction of a senior officer. Responsibilities at this level include developing and maintaining strategic networks and partnerships with key stakeholders; addressing public inquiries and resolving concerns; tracking and assessing the progress of community initiatives; coordinating local resource mobilization efforts; encouraging active citizen engagement in development programs; ensuring adherence to occupational health and safety standards; fostering ethical conduct and principles of transparent governance; compiling and analyzing data related to developmental activities; and collaborating with stakeholders to facilitate public participation forums.
Requires the ability to perform assigned tasks efficiently and accurately, adhering to established procedures and deadlines. Must demonstrate strong attention to detail, organizational skills, and the capacity to manage multiple priorities simultaneously. An officer must meet specific criteria to attain this grade, including the following qualifications:
A recognized institution must confer a Bachelor’s degree in Public Administration, Business Administration/Management, Community Development, or any related Social Science discipline.
A recognized certification in computer applications is required for this position.
