Job Purpose

The Director-General will serve as the chief executive officer of the Authority, reporting to the Board and overseeing the day-to-day administration and operations of the organization.

Oversee and execute a comprehensive range of duties and responsibilities integral to the role, including the management of daily operations, coordination of team activities, and the execution of strategic initiatives. Facilitate collaboration across departments to ensure alignment with organizational goals, while maintaining rigorous adherence to established policies and procedures. Monitor performance metrics to identify opportunities for improvement, and implement corrective actions as needed to enhance efficiency and productivity. Serve as a key liaison between senior leadership and staff, providing clear communication and fostering a culture of accountability and continuous development. Additionally, ensure compliance with industry regulations and legal requirements, while supporting professional growth through mentorship and training programs.

As part of this role, the successful candidate will be responsible for facilitating the Authority’s fulfillment of its mandate, as outlined in the VET Act CAP 210A.

Acts as the intermediary between the Board and management, ensuring consistent updates to the Board regarding all critical technical, financial, strategic, administrative, and other significant matters concerning the Authority.

Craft and present to the Board strategic plans, operational initiatives, and yearly financial allocations for the Authority’s approval.

As an ex officio member and secretary to the Board, the incumbent will implement and convey the Board’s strategies, decisions, and policies, ensuring clear communication and adherence to governance directives.

Devise, execute, and maintain robust financial management policies to drive operational efficiency and compliance.

Prepare and finalize the annual budget while implementing and maintaining effective internal control systems.

Design and implement robust internal control systems and frameworks to ensure operational integrity, compliance with regulatory standards, and mitigation of financial and operational risks.

Cultivate an organizational culture that prioritizes adherence to ethical standards and robust corporate governance principles.

Serve as the designated spokesperson for the Authority, representing its official communications and public statements.

Cultivate a positive and supportive workplace atmosphere that effectively draws in, retains, and inspires high-performing and exceptional employees.

Guarantee adherence to constitutional provisions, organizational policies, legal statutes, regulatory requirements, and established procedures.

Additional responsibilities may be assigned by the Board as needed, in alignment with the Constitution and applicable legal regulations.

Applicants must meet the following criteria for consideration: a minimum of five years of relevant professional experience in the specified field, along with a bachelor’s degree in a related discipline from an accredited institution. Proficiency in industry-standard software and tools is required, and candidates should demonstrate strong analytical and problem-solving skills. Excellent written and verbal communication abilities are essential, and experience with project management or team leadership is highly desirable. Additionally, applicants must be able to travel occasionally for business purposes and possess a valid driver’s license. Fluency in a second language may be advantageous but is not mandatory.

Directed teams or organizations for at least three consecutive years in a role equivalent to Director within either the Public or Private Sector.

A bachelor’s degree in Education with a specialization in a Technical and Vocational Education and Training (VET) discipline is required.

A recognized bachelor’s degree in one of the following fields is required: Engineering (including Computer, Electrical, Telecommunications, Mechanical, Automotive, Electronics, Construction Plant, Civil, Agricultural, Industrial Technology, Production Technology, Instrumentation and Control); Human Resource Management; Entrepreneurship; Agriculture; Livestock Production; Animal Health; Applied and Health Sciences; Agricultural Economics; Computer Science; Information Communication Technology; Library and Information Science; Commerce; Communication; Tourism; Hospitality Management; Hotel Management; Food Technology; Home Economics; Business Administration; Business Management; Sociology; Economics; Secretarial Studies; Supply Chain Management; Psychological Counseling; or Guidance and Counseling. Alternatively, an equivalent qualification from a recognized institution is acceptable. Additionally, a Post-Graduate Diploma in Education or a Diploma in Technical Education from a recognized institution is required.

A relevant postgraduate qualification in one of the following fields is required: Education; Engineering (Electrical, Mechanical, Automotive, Electronics, Telecommunications, Computer Science, Civil, Construction Plant, Agricultural, Industrial Technology, Production Technology, Instrumentation and Control); Information Systems; Information Technology; Library and Information Science; Information and Information Science; Commerce; Management; Disaster Management; Agriculture; Livestock Production; Animal Health; Applied and Health Sciences; Agricultural Economics; Project Management; Entrepreneurship; Communication; Human Resource Management; Food Technology; Sociology; Economics; Business Administration; Business Management; Tourism; Supply Chain Management; or Guidance and Counseling. Alternatively, equivalent qualifications from a recognized institution may be considered.

Requires a minimum of fifteen years of professional experience within public or private institutions, with at least five of those years dedicated to senior management roles.

Possesses specialized knowledge and experience in Technical and Vocational Education-related subjects.

A doctoral degree in a pertinent discipline would be highly beneficial.

A leadership development program spanning a minimum of four weeks, completed at an accredited institution, would be considered a valuable asset.

Membership in an appropriate professional organization, when applicable, is required.

Fluency in English and Kiswahili is required, and candidates must hold Kenyan citizenship.

Uphold and comply with the provisions set forth in Chapter Six of the Constitution.

Exhibits exceptional professional proficiency and strong administrative aptitude essential for executing responsibilities with precision and efficiency at this role.
