The Chief Procurement Officer/Procurement Officer will oversee and integrate all operations related to the University’s Procurement, Accounts Payable, and University Services functions. In alignment with the Public Procurement and Assets Disposal Act (2015), the PAD Regulations (2020), and any other relevant legal provisions, they will implement and enforce the University’s procurement policies, procedures, and strategic objectives.
Applicants must fulfill the following academic and professional qualifications and requirements:
A master’s degree in Procurement and Supply Chain Management or a related discipline is required.
A minimum of ten years of hands-on experience in procurement and supply chain management is required, with at least five of those years spent in senior-level positions.
Certified Procurement and Supply Professional (PSP) equivalent qualification is required.
A certified member in good standing of the Kenya Institute of Supplies Management
A certified professional in procurement and supply chain management, possessing the necessary qualifications and credentials to oversee purchasing, vendor relations, and logistical operations.
Proficient in utilizing computers and relevant software applications with a high degree of competence.
Responsible for overseeing daily operations, ensuring all tasks are completed efficiently and accurately. Accountable for managing team performance, providing guidance, and fostering a collaborative work environment. Tasks include coordinating schedules, delegating responsibilities, and monitoring progress toward established goals. Additionally, responsible for maintaining compliance with company policies and industry regulations.
Responsible for overseeing the Procurement and Supplies Department, ensuring efficient management of purchasing activities, supplier relations, and inventory control to meet organizational needs.
Formulate and execute the procurement strategy for the University.
The departmental annual budget is developed and managed, ensuring that all financial resources are allocated efficiently and responsibly.
Procurement requests are received and processed in strict accordance with the established procurement plan.
Coordinate tendering activities in strict adherence to the Public Procurement and Asset Disposal Act of 2015, alongside its 2020 Regulations, ensuring full compliance throughout the entire procurement lifecycle.
Responsible for the ongoing maintenance and regular updates to the supplier database, ensuring its accuracy and completeness.
Draft notifications of tender awards and execute contract documentation.
Provide strategic guidance to the University on procurement-related issues, ensuring alignment with institutional policies and best practices.
Provide guidance on all procurement-related matters as needed.
