Background

Kenya’s dedication to realizing Universal Health Coverage (UHC) rests on the constitutional guarantee of “the right to the highest attainable standard of health,” as enshrined in law, and is further advanced through a series of national health strategies and reforms designed to guarantee equitable access to high-quality, affordable healthcare for every citizen.

The primary goal of UHC is to guarantee equitable access to comprehensive, high-quality healthcare for all Kenyans, irrespective of their socioeconomic background, ensuring inclusivity. At the heart of this initiative lies Primary Health Care (PHC), which serves as the foundational pillar, acting as the initial point of engagement between individuals and the health system while offering a vital framework for delivering essential services throughout every stage of life.

The Kenya Primary Health Care Strategic Framework spanning 2019 to 2024 and the Primary Care Networks (PCN) Guidelines issued in 2021 have played a pivotal role in advancing this initiative. These frameworks have facilitated the restructuring of service delivery, bolstered community and primary-level health systems, and enhanced referral linkages.

The Ministry of Health has introduced several health reforms—such as digital health initiatives, financing mechanisms like social health insurance and facility improvement financing, and the Primary Health Care (PHC) Act—to advance universal health coverage (UHC). Key accomplishments include the expansion of fully equipped and digitally integrated community health promoters, improved availability of essential services through multidisciplinary PHC teams, broader adoption of integrated service delivery models, and strengthened coordination across all levels of Kenya Essential Package for Health (KEPT) care as part of broader sector-wide reforms.

We strive to deliver expert technical support consultancy services to ensure seamless operations and optimal performance for our clients. Our team provides specialized guidance, troubleshooting assistance, and solutions tailored to address complex technical challenges across diverse IT environments. The ideal candidate will possess a minimum of five years of hands-on experience in technical support, coupled with strong analytical and problem-solving skills. Responsibilities include diagnosing system issues, implementing effective resolutions, and providing clear, actionable recommendations to enhance operational efficiency. Additionally, the role requires excellent communication abilities to articulate technical concepts to non-technical stakeholders and a commitment to continuous learning in evolving technological landscapes.

The technical support consultancy is designed to deliver timely and strategic guidance to the Ministry of Health of Kenya’s Directorate of Primary Health Care, enabling the development of the Kenya Primary Health Care Strategic Framework 2027–2032. This initiative will build upon the recently completed Kenya Primary Health Care Strategic Framework 2019–2024, incorporating insights from its End-Term Review (ETR). The consultancy will assist in defining strategic directions, priorities, and implementation structures for the upcoming 2027–2032 framework. Core responsibilities involve evaluating pertinent policies, strategies, guidelines, and plans, as well as consolidating key lessons from the ETR.

Stakeholder consultations and validation processes are conducted, along with refining priority interventions and the results’ framework, culminating in the drafting of the new Primary Health Care (PHC) Strategic Framework.

The Ministry of Health (MOH) aims to establish a collaborative and data-driven approach for crafting the 2027–2032 framework, leveraging insights from the End-Term Review and integrating both primary and secondary data sources. Engagement will involve a diverse range of stakeholders, facilitated through an appointed steering committee, a technical working group, and structured consultations at both national and county levels. This process will remain adaptable to the dynamic health environment, including current public sector and health reforms at all administrative tiers, while systematically translating documented successes, critical gaps, and key lessons into tangible priorities for the upcoming cycle.

Perform a range of essential duties and execute core responsibilities to ensure operational efficiency and support overall organizational objectives effectively.

Direct the formulation and implementation of the Kenya Primary Health Care Strategic Framework 2027–2032, establishing a comprehensive methodological approach in an inception report that ensures coherence with national health policies while fostering inclusive engagement among stakeholders at both national and county levels.

Conduct comprehensive desk reviews and synthesize evidence to inform the development of evidence-based strategic objectives for Primary Health Care in Kenya. These objectives should align with scalable, innovative, and responsive interventions and programs tailored to address the evolving health needs of the population.

To implement results-based management principles effectively, develop and define clear performance indicators, measurable targets, and robust monitoring systems. This approach will enhance accountability while fostering tangible progress toward achieving Universal Health Coverage and the Sustainable Development Goals.

The strategic framework must be crafted using a human rights-centered methodology, emphasizing inclusivity, fairness, and targeted consideration for marginalized and vulnerable groups—such as rural communities, pastoralist populations, individuals with disabilities, refugees, and the urban poor—while ensuring full alignment with Kenya’s national development strategies and medium-term plans.

Foster collaborative planning efforts and cultivate meaningful engagement with the Ministry of Health, its divisions, directorates, and programs, as well as the Council of Governors, county representatives, development partners, and local communities to cultivate shared accountability and guide key strategic priorities and decisions.

Lead initiatives to develop organizational capacity by conducting thorough problem analysis, establishing clear priorities, and monitoring outcomes. Facilitate training programs, interactive workshops, and knowledge-sharing events to enhance stakeholder comprehension and engagement.

Prepare strategic documents and presentations with a focus on delivering high-quality results, distilling critical insights and actionable recommendations, and refining final outputs based on stakeholder input to maintain alignment and agreement.

Execute additional strategic planning initiatives and program development tasks as delegated by the Director of Primary Health Care or their authorized representative, with a focus on addressing emerging and context-specific priorities effectively.

Collaborate with the Ministry’s Planning unit to develop cost estimates for the strategic framework.

Key qualifications include a minimum of five years of hands-on experience in a pertinent field, coupled with a bachelor’s degree in a relevant discipline, such as business administration, finance, or engineering. Proficiency in industry-standard software and tools, such as Microsoft Office Suite or specialized project management platforms, is essential. Exceptional analytical, problem-solving, and communication skills are required to effectively collaborate with cross-functional teams and stakeholders. Candidates must demonstrate a proven track record of delivering measurable results in previous roles, along with the ability to adapt to evolving industry trends and technologies. Strong organizational and time management capabilities are also necessary to meet deadlines and prioritize tasks efficiently.

A master’s or doctoral degree in public health, medicine, public policy, health economics, or a closely related discipline is necessary for this role.

Ten years or more of progressively responsible, hands-on experience in crafting national health policies and strategic plans—ideally within Kenya or a comparable setting—is essential.

A background rich in evidence synthesis and proven expertise in this area are highly advantageous.

Demonstrated experience in successful partnerships with Kenya’s Ministry of Health.

Proven ability to research, develop, and produce strategic and policy documents with precision and clarity is essential. Strong expertise in crafting comprehensive, well-structured reports that align with organizational objectives and regulatory standards is required.

Skilled in fostering strong relationships with stakeholders through collaborative and inclusive methods.

Articulate communicator adept at conveying technical information with precision and clarity.

Proficiency in both spoken and written English and Kiswahili is mandatory.
