Kenya’s dedication to attaining Universal Health Coverage (UHC) stems from the constitutional guarantee of “the right to the highest attainable standard of health,” further reinforced through ongoing national health strategies and reforms designed to guarantee fair, high-quality, and cost-effective healthcare access for every citizen.

UHC’s central goal is to guarantee that every individual in Kenya receives vital, high-quality healthcare, irrespective of socioeconomic background, ensuring equitable access for all. At the heart of this mission lies Primary Health Care (PHC), which functions as the foundational element of the strategy, establishing the initial point of engagement between people and the health system while serving as a vital conduit for delivering essential services throughout all stages of life.

The Kenya Primary Health Care Strategic Framework 2019–2024 and the Primary Care Networks (PCN) Guidelines 2021 have played a pivotal role in driving this initiative forward, facilitating the restructuring of service delivery mechanisms, enhancing community and primary-level health systems, and optimizing referral pathways for improved coordination and continuity of care.

The Ministry of Health has implemented a series of health reforms, such as digital health initiatives, health financing mechanisms (including social health insurance and facility improvement financing), and the Primary Health Care (PHC) Act, to advance Universal Health Coverage (UHC). Key milestones include the expansion of fully equipped and digitally empowered community health promoters, improved access to essential services provided by multidisciplinary PHC teams, broader adoption of integrated service delivery models, and strengthened coordination across all levels of Kenya Essential Package of Health (KEPT) care within the broader health sector reforms.

To deliver expert technical support consultancy services, ensuring seamless resolution of client issues and optimization of system performance through proactive troubleshooting and strategic guidance.

The consultancy aims to deliver timely and strategic support to the Ministry of Health of Kenya’s Directorate of Primary Health Care in conducting an end-term review of the Kenya Primary Health Care Strategic Framework (KPHCSF 2019–2024). Its objective is to assess progress toward the strategic directions and objectives defined in the framework. Core responsibilities encompass designing a robust methodology for the end-term review, conducting a desk analysis of existing policies, strategies, guidelines, and plans, performing field assessments and stakeholder consultations, analyzing key pillars, synthesizing lessons learned, and preparing the final end-term review report.

The MOH seeks to conduct a thorough evaluation of milestones, targets, and key performance indicators defined within the strategic framework, utilizing both primary and secondary data sources while engaging a wide range of stakeholders. This engagement will involve an appointed steering committee, a technical working group, and broader consultations at both national and county levels. The review will capture achievements and lessons learned throughout the implementation phase, aligning with the evolving health landscape at national and county levels amid ongoing public sector and health reforms. To achieve this, the MOH requires an experienced, highly dedicated senior consultant with proven expertise in reviewing the implementation of government policies and strategies, particularly in Primary Health Care (PHC) and Universal Health Coverage (UHC) within Kenya or comparable settings.

Duties and responsibilities include overseeing core operational tasks, ensuring adherence to established protocols, and managing daily workflows to maintain productivity and efficiency. This role entails collaborating with cross-functional teams to achieve departmental objectives, addressing challenges proactively, and implementing solutions to enhance performance. Additionally, the position requires meticulous attention to detail, strong organizational skills, and the ability to prioritize competing demands in a fast-paced environment.

Support the establishment and execution of a robust and credible methodology for conducting the end-term review (ETR) of the Kenya PHC Strategic Framework 2019–2024 and its accompanying PCN guideline 2023. This will involve preparing an inception report that outlines the proposed approach to the ETR, ensuring alignment with efficient data collection, thorough evaluation of progress, inclusive fieldwork engagement with Ministry of Health leadership and county stakeholders, a consultative process, and timely submission of the final ETR report.

Design data collection instruments that effectively combine primary methods—such as focus group discussions (FGDs), key informant interviews (Kids), and survey questionnaires—with secondary data sources, including Kenya Health Information System (THIS), electronic Community Health Information System (Echos), Logistics Management Information System (LUIS), and geographic information system (GIS) mapping of public community networks (PCNs), to address specified ETR (Evidence to Action) research questions.

Prepare a comprehensive ETR ethics submission package, including both the research protocol and associated tools, in accordance with established ethical standards and regulatory requirements.

Lead training of data collectors and participate in field data collection and quality assurance of ETR datasets.

Spearhead data management initiatives, which encompass dataset curation, alongside conducting in-depth data analysis, and take the lead in drafting the ETR Report in collaboration with essential stakeholders.

Prepare customized summary presentations for designated audiences, and synthesize critical lessons and recommendations for review by key stakeholders, delivering these when feasible.

Revise the ETR report according to stakeholder feedback and finalize it for submission, ensuring the final version and all supporting data are presented in the format approved by both the Ministry of Health (MOH) and partner organizations.

Facilitate collaboration with the Ministry of Health (MOH), partner organizations, the County Governments (COG), and county authorities to guarantee effective and substantive involvement in the ETR process.

Execute any supplementary duties assigned by the Director of Primary Health Care or their authorized representatives.

Key Qualifications

An advanced university degree in a field such as public health, biostatistics, public policy, epidemiology, or a closely related discipline is necessary.

A minimum of ten years of progressive, hands-on experience in the evaluation and assessment of national public health programs, health policies, and strategic plans within Kenya or a comparable setting is required.

A proven track record in assessing Primary Health Care (PHC) strategies, policies, or plans is highly advantageous.

Established a strong history of successful partnerships with the Ministry of Health in Kenya.

Skilled in compiling, reviewing, and evaluating detailed reports with precision.

Membership or affiliation with an evaluation society or involvement in health systems and policy research networks is advantageous for applicants.

Experience and proficiency in statistical methods, mixed methods, or qualitative research methodologies, along with competence in managing and processing data via online or digital platforms, are required.

Skilled in engaging stakeholders and implementing participatory methodologies to drive collaborative outcomes.

Effective communicator adept at conveying technical concepts in a clear, articulate manner.

Proficiency in both spoken and written English and Kiswahili is essential. Additionally, monthly progress reports must include a well-defined plan for the upcoming month.
