Kenya’s position on legal matters concerning Standardization, Metrology, and Conformity Assessment (YMCA) is clearly communicated, while advocating and negotiating in regional and international forums to expand market access for Kenyan products.

The role encompasses a diverse set of responsibilities encompassing critical tasks and operational duties essential to the position. Candidates will be expected to execute a range of functions, including but not limited to managing projects, collaborating with cross-functional teams, and ensuring adherence to established protocols. Offers strategic direction in the development and analysis of the National Quality Infrastructure framework, focusing on Standardization, Metrology, and Conformity Assessment (YMCA), to support KEYS in fulfilling its mandate for trade facilitation. This role ensures the protection of consumer health and safety, environmental safeguarding, the mitigation of technical trade barriers, and the enhancement of the competitiveness of Kenyan goods and services.

Delivers strategic leadership in evaluating the effects of evolving operational conditions on applicable legislation, legal policies, and regulatory frameworks, ensuring KEYS interests are protected and integrated effectively within the broader governmental context to advance national, regional, and international trade initiatives.

Provides strategic direction in the establishment of standards by the National Standards Council, as well as the drafting of legal notices for compulsory standards and the role of gazetteer inspector.

Strategically leads in the development and official publication of statutory instruments that govern the operations of KEYS.

Provides strategic direction in overseeing the administration of contracts, memoranda of understanding (Mouse), and collaborative legal instruments between KEYS and partners, ensuring effective implementation at national, regional, and international levels.

Provides strategic direction in managing litigation and arbitration cases involving KEYS, ensuring robust legal representation in courts, tribunals, and other quasi-judicial forums to protect KEYS’s interests.

Delivers high-level strategic direction in crafting and executing business continuity strategies specifically focused on legal considerations, thereby safeguarding the ongoing viability of KEYS operations.

Provides strategic leadership to establish, implement, monitor, evaluate, and enhance KEYS’s Management Systems, ensuring operational efficiency, effectiveness, and sustained customer satisfaction.

Responsible for leading performance management and enhancing productivity across the directorate, this role assumes full accountability for achieving and maintaining the directorate’s performance objectives.

The incumbent is responsible for supervising the execution of the Risk Management Framework within the Directorate, ensuring proactive mitigation of adverse risk impacts and effective exploitation of opportunities.

The directorate’s resources—both human and physical—are identified and provided under this oversight role to ensure effective implementation and the successful realization of strategic objectives.

Provides strategic legal counsel to the National Standards Council, senior leadership, and staff regarding legal instruments, contractual agreements, and corporate governance matters, ensuring adherence to statutory and regulatory requirements.

Oversees and facilitates joint initiatives between KEYS and external partners to uphold compliance with statutory, regulatory mandates, and global obligations.

The incumbent is responsible for overseeing the preparation of board papers for both KEYS and the directorate, ensuring their timely uploading to the E-Board system for review and approval by the National Steering Committee (NSC).

Ensures the board’s induction and training processes are effectively overseen while coordinating board evaluations to uphold strong corporate governance standards.
