The DREAM Senior Grants and Compliance Officer will facilitate the seamless administration and tracking of both the DREAM Grant and Sub-grants, a program supported by the Mastercard Foundation. This position will deliver operational and technical guidance to the DREAM Senior Manager, Pan Africa, in managing the complete lifecycle of the DREAM Award while ensuring strict compliance with contractual, legal, donor, and financial requirements. Responsibilities encompass grant reporting, budget oversight, subgrantee management, and leading audit preparations to uphold transparency and accountability.

RIO Sub-Award Management and Administration involves overseeing and executing the administrative and financial processes associated with sub-awards under the RIO framework. This role is responsible for ensuring compliance with sponsor regulations, managing sub-recipient agreements, and monitoring sub-recipient performance to meet project objectives. The position requires a keen attention to detail, strong organizational skills, and proficiency in grant management systems and financial reporting. Additionally, the role demands effective communication with sub-recipients, internal stakeholders, and external sponsors to facilitate smooth operations and adherence to contractual obligations.

Direct the entire sub-grant process, overseeing each phase from the issuance of Requests for Applications (RFA’s) through to pre- and post-award evaluations, agreement formulation, and the final close-out procedures.

Process sub-grantee cash disbursements while verifying that financial requests comply with the terms outlined in approved sub-agreements and budgets.

Ensures adherence to regulatory standards and mitigates financial and operational risks associated with donor activities through the implementation of robust compliance frameworks and proactive risk assessment strategies.

Ensure strict compliance of all sub-award documentation and activity implementation with established donor regulations.

Identify, document, and evaluate compliance risks in collaboration with stakeholders to devise and execute effective mitigation strategies.

Evaluate sub-grantees’ financial and narrative reports to ensure they are accurate and compliant with established frameworks.

Integrate audit recommendations, compliance reviews, lessons learned, and best practices into current and upcoming grants management processes while disseminating critical insights to enhance institutional learning.

Capacity Building & RLO Support:

Design and deliver tailored training programs for partners focused on financial management, reporting, and compliance.

Perform periodic on-site evaluations and unannounced inspections to assess the effectiveness of sub-grantee operations and the robustness of internal control systems.

Perform organizational capacity assessments (OAS) for prospective sub-grantees before disbursing funding to evaluate their operational readiness and eligibility.

Ensure meticulous audit readiness and maintain comprehensive record-keeping standards to uphold compliance and operational integrity.

Maintain robust grant management information systems while ensuring precise documentation of contractual materials, reports, and communications.

To enhance internal control frameworks and maintain consistent audit preparedness, oversee the implementation and refinement of systems that ensure compliance with regulatory standards. Facilitate seamless collaboration between internal stakeholders and external audit teams, providing guidance and resources to sub-grantees to support their audit readiness initiatives.

Oversee and maintain accurate records of project progress, ensuring all milestones and deliverables are documented and tracked systematically. Implement and utilize tracking systems to monitor workflows, identify potential bottlenecks, and provide timely updates to stakeholders.

Design and oversee a unified reporting framework to track donor deliverables and program milestones efficiently.

The role involves overseeing, guiding, and enhancing the skills of junior grants staff while educating program teams on grants management best practices and ensuring adherence to compliance policies and procedures.

Collaborate closely with finance teams to evaluate and refine proposed grant budgets, maintain precise expense tracking, and oversee expenditures in alignment with approved allocations to mitigate the risk of cost overruns.

Seeking a candidate with a Bachelor’s degree in Accounting, Finance, or a related field, complemented by a minimum of three years of progressive accounting experience. Proficiency in GAAP, tax regulations, and proficiency with ERP systems and advanced Excel are essential. Exceptional analytical skills, meticulous attention to detail, and the ability to work independently in a fast-paced environment are required. Strong communication and interpersonal abilities are also necessary to collaborate effectively with cross-functional teams.

A Bachelor’s degree in Accounting, Finance, or Business Administration is required, with a Master’s degree considered advantageous.

A professional accounting qualification, such as CPA(K) or ARCA, is mandatory, with active membership in good standing with IC PAK viewed favorably.

A minimum of five to seven years of progressive experience in grant management or compliance, preferably within the context of an international non-governmental organization, is required.

Essential is prior experience collaborating with prominent institutional donors.
