Purpose

The Regional Protection Field Officer plays a key role in designing, executing, and evaluating protection strategies and initiatives—such as Detention Management, Civilian Population Protection, and/or Family Links Protection—across Djibouti, Kenya, and Tanzania.

Reporting directly to the Regional Protection Coordinator, the Protection Field Officer will serve as the primary legal advisor, ensuring alignment of all protection objectives and activities within the department.

Our role encompasses a comprehensive set of accountabilities and operational responsibilities, designed to drive performance, foster innovation, and deliver measurable results. Key functions include strategic planning, project execution, and cross-functional collaboration to achieve organizational objectives. You will be accountable for managing critical initiatives, ensuring adherence to best practices, and maintaining high standards of efficiency and quality. Additionally, this position requires a proactive approach to problem-solving, strong leadership capabilities, and the ability to align team efforts with overarching business goals.

Monitor and enhance the compilation and assessment of data concerning the Protection of Civilian Populations (PCP), ensuring adherence to relevant legal standards such as International Humanitarian Law (ILL) and International Human Rights Law (IRL).

Facilitate the identification and engagement of essential stakeholders participating in Primary Care Provider (PCP) initiatives.

Provide support in organizing and executing dissemination and training initiatives targeting military and police personnel on International Humanitarian Law (ILL), International Human Rights Law (IRL), and the International Committee of the Red Cross’s (CRC) mandate and operational strategies.

Conduct legal research and analysis to facilitate the execution of Protection and Family Links (PFL) initiatives, addressing matters concerning migration and individuals reported as missing.

Assist in evaluating Kenya’s correctional system, with particular emphasis on the legal and regulatory frameworks that oversee detention practices.

Conduct thorough assessments of judicial safeguards and criminal justice operations while curating and updating a comprehensive collection of current legal and detention-related reference resources.

Professional translation of official documents, training materials, and correspondence between English and Kiswahili is required, alongside providing interpretation services for trainings, meetings, and visits to detention facilities.

Act as the primary liaison for data protection initiatives, cultivating and sustaining key relationships with regulatory bodies, Movement affiliates, and humanitarian agencies.

Collaborate with the CRC Data Protection Office to draft and review Data Sharing Agreements.

Provide legal and protection-related expertise to support the execution of the Delegation’s Humanitarian Diplomacy Engagement Plan.

Represent and advance the CRC’s protection activities by engaging with national and international stakeholders, such as government officials, United Nations agencies, and non-governmental organizations.

Cultivate and sustain productive partnerships with pertinent authorities and key protection stakeholders to advance humanitarian goals effectively.

Required professional experience is a prerequisite for this role.

A recognized university must confer a Bachelor of Laws (LLB) degree.

Minimum requirement of three to five years of professional experience in a comparable role within a fast-paced setting.

Candidates must possess at least two years of professional experience in either International Human Rights Law or International Humanitarian Law.

International experience with global organizations is considered a valuable asset.

Capable of establishing and maintaining a strategic network of influential relationships.

Effective negotiation and interpersonal communication abilities are essential for this role.
