The Monitoring and Evaluation (M&E) Associate plays a critical role in executing the Country Office’s M&E Strategy and Action Plan at the field level. This position involves coordinating all M&E activities within the field office, including overseeing and managing data collection processes, ensuring monitoring insights are reviewed with the field office and partners and escalated for action, submitting data for further analysis, and disseminating findings through appropriate channels to guide operational decisions and strategic adjustments. Additionally, the Associate is responsible for preparing and distributing monthly monitoring reports in a timely manner. Frequent interaction with WFP participants and partners is a key aspect of this role. Reporting directly to the Head of Field Office and receiving technical oversight from the Head of M&E, the Associate will fulfill the following responsibilities:

The development and execution of the Country Office Monitoring and Evaluation (M&E) Strategy and corresponding M&E Action Plan are integral components of this role.
The Field Office is accountable for aligning its monitoring activities with corporate Monitoring and Evaluation (M&E) standards, encompassing standard operating procedures (SOPs), the Corporate Results Framework (CRF), additional corporate monitoring guidance, as well as data protection and privacy policies. Consistent collaboration with the CO M&E team is maintained to obtain the most recent guidelines, updates, and support.
In collaboration with the head of the field office and technical units, continually assess and pinpoint evidence of emerging needs.
Cultivate and sustain strong, collaborative relationships with WFP participants, local communities, partners, and, where relevant, third-party or outsourced monitoring entities.
Mainstreaming gender, equity, disability, protection, human rights, and other inclusion considerations into all monitoring and evaluation activities at the field office level is essential, as applicable.
Tasked with acquiring and compiling accurate data, the role involves sourcing information from diverse channels, including databases, surveys, and external reports. Responsibilities include verifying data integrity, maintaining organized records, and ensuring compliance with established protocols. Proficiency in data management software, attention to detail, and strong analytical skills are essential. The position may also require periodic reporting and collaboration with cross-functional teams to refine data collection strategies.
Develop monthly monitoring plans in alignment with the CO’s guidance to ensure adherence to the minimum monitoring standards established for each office.
Working collaboratively with partners, supply details regarding activity sites to the CO to facilitate the development of sampling plans.
Formulate representative samples for each office utilizing the organization’s risk-based sampling methodology.
Lead the collection of process and outcome monitoring data, encompassing distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance assessments, and both quantitative and qualitative methodologies such as Key Informant Interviews and Focus Group Discussions, utilizing questionnaires and question guides provided by the CO.
Facilitate the establishment of remote monitoring systems tailored to the specific needs of the field office.
Support the development of questionnaires, discussion guides, and data analysis frameworks tailored to specific information requirements of the field office.
Collaborate with local partners and stakeholders to oversee all monitoring and evaluation data collection activities conducted at the field level.
Monitor monitoring visits and coverage, ensuring priority sites receive more frequent attention. Submit monthly reports on actual monitoring visits to the country office.
Uphold adherence to established ethical standards throughout all monitoring processes and activities.
Provide support in the coordination of technical assistance missions originating from the CO M&E team, evaluation teams, or other missions associated with Monitoring and Evaluation.
Data analysis, reporting, and the application of evidence are integral components of this role. Ensure that datasets are properly submitted to the centralized databases maintained by the CO.
Prepare back-to-office reports following field missions and implement an escalation protocol to document issues, designate responsible focal points for corrective actions, and monitor the progress of those actions.
Convene collaborative sessions with WFP and partner personnel to evaluate monitoring outcomes and establish agreed-upon action plans.
Provide participants with prompt updates regarding the actions implemented in response to monitoring insights.
Conducts thorough reviews and assessments to ensure accuracy, compliance, and performance standards are met across all evaluated materials and processes.
Provide appropriate assistance in data collection activities associated with reviews, research, and evaluations as needed.

Oversee enumerators and TPM personnel at the field office level.
Assist the line manager in developing and monitoring comprehensive budgets specifically for evidence generation initiatives at the field level.
Deliver accurate information promptly to assist in the development and management of CO monitoring plans and budgets as specified by the CO.
Ensure that data collection carried out by WFP personnel or external partners is properly supervised. Perform routine data quality assessments throughout the monitoring process to confirm that monitoring data and reports are delivered promptly, fully, and to the highest standards.
Assist in enhancing monitoring capabilities for enumerators, TPMs, partners, and government stakeholders by offering structured learning initiatives and facilitating knowledge exchange.
Drawing upon an in-depth understanding of the county’s context and the specific needs of the community, develop and recommend enhancements to field monitoring processes and procedures to ensure the efficient and effective execution of WFP programs.
Candidates must meet the following essential qualifications, competencies, and professional experiences to be considered for this position:
A relevant academic qualification, such as a degree in Social Sciences, Monitoring and Evaluation (M&E), Project Management, community development, Development Studies, or statistics, is required.
A minimum of five years of progressively responsible professional experience is required, with at least one year dedicated to information systems management, project monitoring and evaluation, data collection, analysis, and report writing.
Proficiency in both qualitative and quantitative methodologies, data analysis, report compilation, and the effective dissemination of findings, followed by implementation of recommendations, is required.
Attention to detail and precision are critical requirements for this role.
