JOB PURPOSE:

The M&E Associate plays a critical role in executing the Country Office’s M&E Strategy and M&E Action Plan at the field level. This position oversees all monitoring and evaluation activities within the field office, including the coordination, execution, and management of data collection processes. The M&E Associate ensures that monitoring insights are reviewed collaboratively with the field office and partners, escalated for corrective action when necessary, and submitted for advanced analysis. Findings are then disseminated through appropriate channels to guide operational decisions and strategic adjustments. Additionally, the M&E Associate is responsible for preparing and distributing monthly monitoring reports in a timely manner. Frequent engagement with WFP participants and partners is a key component of this role. Reporting directly to the Head of Field Office and receiving technical guidance from the Head of M&E, the M&E Associate will fulfill the following responsibilities:

Implementation of the Country Office’s Monitoring and Evaluation (M&E) Strategy and corresponding M&E Action Plan is required. This involves executing structured approaches to track, assess, and enhance program performance, ensuring alignment with organizational objectives and donor requirements. Responsibilities include designing data collection frameworks, establishing performance indicators, and conducting regular evaluations to measure impact. Additionally, the role involves coordinating with stakeholders, training staff on M&E tools, and reporting findings to inform strategic decision-making. Strong analytical skills, proficiency in M&E software, and experience in developing actionable insights are essential for success in this position.

Ensure the Field Office complies with corporate Monitoring and Evaluation (M&E) standards, including adherence to standard operating procedures (SOPs), the Corporate Results Framework (CRF), and other corporate monitoring guidance, as well as data protection and privacy policies. Maintain regular and close communication with the CO M&E team to stay informed about the latest guidelines, updates, and available support.

Consistently assess and document emerging needs by collaborating with the head of the field office and various technical units.

Foster and sustain productive collaborations with participants, local communities, partners, and external or outsourced monitoring entities of the World Food Program, as applicable.

Ensure that gender equality, equity, disability inclusion, protection, human rights, and related inclusion considerations are systematically integrated into all Monitoring and Evaluation (M&E) activities at the Field Office (FO) level, as deemed appropriate.

We are seeking a detail-oriented professional to oversee data collection tasks, ensuring accuracy and completeness. The ideal candidate will gather, compile, and verify information from various sources while maintaining strict adherence to established protocols. Proficiency in data entry software and a strong understanding of quality control measures are essential. Additionally, the role requires the ability to interpret data trends and produce clear, organized reports. Strong analytical skills and meticulous attention to detail are critical to success in this position.

Develop monthly monitoring plans under the direction of the Country Office (CO), ensuring adherence to established minimum monitoring standards for the relevant office.

In collaboration with relevant stakeholders, furnish the Commanding Officer with details regarding activity sites to facilitate the development of sampling strategies.

Create samples for the respective office in accordance with the corporate risk-based sampling framework.

Lead the collection of process and outcome monitoring data, encompassing distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance assessments, and both quantitative and qualitative methodologies—such as Key Informant Interviews and Focus Group Discussions—through structured questionnaires and question guides provided by the CO.

Facilitate the establishment of remote monitoring systems as applicable at the field office level.

Assist in developing questionnaires, question guides, and data analysis plans tailored to FO-specific information requirements.

Collaborate with local partners and stakeholders to oversee the execution of all monitoring and evaluation (M&E) data collection activities in the field.

Monitor critically important sites with increased frequency to ensure thorough oversight, maintaining precise records of all monitoring activities and coverage. Prepare and submit comprehensive, accurate reports detailing actual monitoring visits to the Country Office each month.

Ensure strict adherence to ethical guidelines throughout all monitoring activities to maintain integrity and compliance.

Provide support in the coordination of technical assistance missions involving the CO M&E team, evaluation teams, or other Age-related initiatives.

Data analysis, reporting, and evidence-based decision-making are integral components of this role. You will be responsible for collecting, processing, and interpreting complex datasets to derive meaningful insights. Additionally, you will prepare comprehensive reports to communicate findings effectively to stakeholders, ensuring clarity and actionable recommendations. Utilizing evidence is key, as your analyses will directly inform strategic decisions and drive organizational improvements.

Verify, cleanse, and analyze monitoring data to ensure accuracy before interpreting and transforming it into meaningful visualizations tailored to the information requirements of various stakeholders at the field office level.

To facilitate the submission of datasets to centralized databases administered by the CO, meticulous attention to detail and adherence to established protocols are required.

Prepare and submit comprehensive back-to-office reports following field missions, employing a structured escalation framework to document issues, designate accountable focal points for resolution, and monitor the implementation of corrective actions.

Organize and facilitate meetings with WFP personnel and partner staff to evaluate monitoring results and establish agreed-upon follow-up measures.

Provide participants with up-to-date information regarding the measures implemented in response to monitoring results.

Conducts thorough reviews and assessments to ensure accuracy, compliance, and performance standards are met. Evaluates processes, data, and outcomes to identify areas for improvement and optimization. Analyzes feedback, metrics, and benchmarks to support informed decision-making and strategic planning.

Support data collection activities as needed for reviews, research, and evaluations.

Experienced professionals will be responsible for directing, supervising, and ensuring the efficient execution of operations. This role involves maintaining accountability for performance standards, guiding teams toward achieving organizational objectives, and implementing strategic initiatives to enhance productivity. Strong leadership and decision-making abilities are essential to foster a productive work environment and drive continuous improvement.

Oversee enumerators and TPM personnel within the field office to ensure operational efficiency and adherence to project standards.

Assist the line manager with the development and monitoring of comprehensive budgets for evidence generation initiatives at the field level.

Deliver accurate, up-to-date information promptly to assist with the development and management of carbon monoxide monitoring plans and associated budgets, as stipulated by the CO.

Supervise data collection activities carried out by WFP personnel or external partners to maintain accuracy and accountability. Perform systematic evaluations of data integrity at key intervals throughout the monitoring process, guaranteeing that all data and reporting outputs are submitted on schedule, fully comprehensive, and adhere to the highest quality standards.

Assist in strengthening monitoring capabilities among enumerators, TPMs, partners, and government stakeholders by delivering training and development initiatives and facilitating knowledge exchange sessions.

Based on a comprehensive understanding of the county’s context and community requirements, propose enhancements to field monitoring processes and procedures to ensure the efficient and effective execution of WFP programs.
