JOB PURPOSE:

The M&E Associate plays a pivotal role in executing the Country Office M&E Strategy and M&E Action Plan at the field level. This position involves coordinating all monitoring and evaluation activities within the field office, including overseeing and managing data collection processes, ensuring monitoring insights are reviewed by the field office and partners and escalated for necessary action, and facilitating the submission of data for further analysis and dissemination through appropriate channels to guide operational decision-making and strategic adjustments. Additionally, the Associate is responsible for compiling and distributing monthly monitoring reports in a timely manner. Frequent engagement with WFP participants and partners is a key aspect of this role. Reporting directly to the Head of Field Office and receiving technical guidance from the Head of M&E, the M&E Associate will fulfill the following responsibilities:

Facilitating a comprehensive range of duties that encompasses, but is not limited to, the following essential functions, the selected candidate will be tasked with overseeing and executing key operational and strategic responsibilities to ensure organizational success and alignment with overarching objectives.

The development and execution of the Country Office’s Monitoring and Evaluation (M&E) Strategy and corresponding M&E Action Plan will be undertaken.

Ensure the Field Office complies with corporate Monitoring and Evaluation (M&E) standards across all monitoring activities, encompassing standard operating procedures (SOPs), the Corporate Results Framework (CRF), additional corporate monitoring directives, as well as data protection and privacy policies. Foster continuous coordination with the CO M&E team to stay informed of the latest guidelines, updates, and assistance.

Collaborate closely with the head of the field office and technical units to consistently detect indicators of requirements.

Cultivate and sustain strong collaborative relationships with WFP’s stakeholders, including participants, local communities, partners, and third-party or outsourced monitoring entities as necessary.

Ensure the integration of gender, equity, disability, protection, human rights, and related inclusion considerations into all monitoring and evaluation activities at the field office level as deemed suitable.

Responsible for gathering and compiling accurate data through various methods such as surveys, interviews, or digital sources, ensuring integrity and completeness of information. Maintains organized records and files, performs data entry, and verifies information for accuracy. Collaborates with team members to identify data needs and resolve discrepancies. Follows established protocols and data protection regulations to safeguard sensitive information. Supports analytical processes by providing timely and reliable datasets for reporting and decision-making.

Develop monthly monitoring plans in alignment with the CO’s directives to ensure adherence to the office’s established minimum monitoring standards.

In collaboration with relevant stakeholders, furnish details regarding activity sites to the Commanding Officer to facilitate the development of sampling plans.

Create representative samples for each office utilizing the corporate risk-based sampling methodology.

Lead the collection and oversight of process and outcome monitoring data, encompassing distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance assessments, and both quantitative surveys and qualitative research methodologies—such as Key Informant Interviews and Focus Group Discussions—utilizing questionnaires and question guides provided by the CO.

Assist in establishing remote monitoring systems appropriate to the requirements of field offices.

Assist in developing questionnaires, interview guides, and data analysis strategies tailored to FO-specific information requirements.

Oversee all field-level monitoring and evaluation data collection initiatives in collaboration with local partners and stakeholders.

Monitor monthly monitoring visits and coverage, prioritizing sites for increased frequency. Provide actual visit reports to the Country Office on a monthly basis.

Adhere rigorously to established ethical standards while conducting monitoring procedures to maintain compliance and integrity throughout all operational activities.

Support the coordination and execution of technical assistance missions for the CO M&E team, evaluation teams, and other monitoring and evaluation (M&E)-related initiatives.

Data analysis, reporting, and evidence utilization form the core responsibilities of this role. The position requires proficiency in interpreting complex datasets, generating actionable insights, and effectively communicating findings through structured reports. Candidates must demonstrate expertise in relevant analytical tools and methodologies while ensuring accuracy and clarity in their deliverables. Strong communication skills are essential to translate data-driven insights into strategic recommendations for stakeholders.

Verify, cleanse, and analyze monitoring data to meet the informational requirements of various stakeholders at the field office level, followed by accurate interpretation and visualization of findings.

Verify that datasets are properly submitted to the centralized databases administered by the CO.

Prepare back-to-office reports following field missions and utilize an escalation framework to document issues, designate responsible focal points for resolution, and monitor the progress of corrective actions.

Facilitate collaborative sessions with WFP and partner personnel to evaluate monitoring outcomes and establish agreed-upon follow-up measures.

Provide participants with prompt updates regarding the actions implemented in response to monitoring outcomes.

Conducts thorough reviews and assessments to ensure accuracy, compliance, and efficiency in all evaluated areas.

Assist, as needed, with data collection activities pertaining to reviews, research, and evaluations.

Oversee and administer operations to ensure efficient execution of tasks and adherence to organizational standards. Provide strategic direction and maintain accountability for team performance, fostering a productive and compliant work environment.

Oversee field office operations by directing and coordinating the activities of enumerators and TPMs.

The incumbent will provide assistance to the line manager in developing and monitoring comprehensive budgets specifically allocated for evidence generation initiatives conducted at the field level.

Prepare and deliver up-to-date information to facilitate the development and management of carbon monoxide monitoring strategies and associated budgets, as specified by the Chief Operating Officer.

Supervise data collection efforts conducted by WFP staff or external partners to guarantee adherence to established standards. Perform routine assessments of data integrity at various phases within the monitoring process, verifying that collected information and generated reports are delivered promptly, in full, and meet stringent quality benchmarks.

Assist in enhancing monitoring capabilities among enumerators, Transportation Management Professionals, partners, and government stakeholders by offering structured learning initiatives, professional development programs, and collaborative knowledge exchange platforms.

Leveraging an in-depth understanding of the county’s context and community requirements, recommend enhancements to field monitoring processes and procedures to ensure the efficient and effective execution of WFP programs.

The following qualifications, skills, and experiences are essential for consideration for this position:

Applicants must hold a degree in a relevant field such as Social Sciences, Monitoring & Evaluation (M&E), Project Management, Community Development, Development Studies, or Statistics.

Seeking candidates with at least five years of steadily increasing professional experience, including a minimum of one year dedicated to information systems management, project monitoring and evaluation, data collection and analysis, and report preparation.

Proficiency in both qualitative and quantitative methodologies, analysis, reporting, and dissemination of findings, along with the implementation of recommendations and follow-up actions, is required.

Precision and meticulousness are critical requirements for this role.

Proficient in English writing and capable of effectively conveying information through both oral and written communication.

Must demonstrate strong proficiency in maintaining meticulous records, executing intricate tasks with precision, and managing substantial workloads efficiently while meeting strict deadlines.

Able to operate autonomously with minimal oversight while maintaining high levels of productivity and accountability.

Courtesy, tact, and strong interpersonal skills are essential for collaborating successfully with individuals from diverse national and cultural backgrounds.

Experiences deemed valuable for assuming this position include the following:
