The Monitoring and Evaluation (M&E) Associate plays a pivotal role in executing the Country Office’s M&E Strategy and Action Plan at the field level. This position involves coordinating all M&E activities within the field office, including overseeing and managing data collection processes, facilitating discussions on monitoring findings with the field office and partners, and escalating key insights for corrective action. The Associate ensures data is submitted for further analysis, disseminated through appropriate channels, and utilized to inform operational decision-making and strategic adjustments. Additionally, they are responsible for preparing and distributing monthly monitoring reports in a timely manner. Maintain regular communication with the CO M&E team to stay informed of the latest guidelines, updates, and assistance.
Collaborate regularly with the head of the field office and technical units to consistently detect and document evidence of emerging needs.
Build and sustain strong, collaborative relationships with WFP participants, local communities, strategic partners, and external or third-party monitoring entities as required.

Create representative samples for each office by leveraging the corporate risk-based sampling methodology.
Responsibilities include overseeing the collection of process and outcome monitoring data, such as distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance assessments, and surveys, alongside qualitative methodologies like Key Informant Interviews and Focus Group Discussions. This role requires utilizing questionnaires and question guides developed by the CO to gather and analyze critical data.
Facilitate the establishment of remote monitoring systems whenever applicable at the field office level.
Assist in developing questionnaires, question guides, and data analysis plans tailored to FO-specific information requirements.
Collaborate with local partners and stakeholders to oversee the execution of all monitoring and evaluation data collection activities at the field level.
Monitor the progress of site visits and assess coverage levels, prioritizing sites that require additional attention. Submit detailed reports on completed monitoring visits to the Country Office on a monthly basis.
Adhere rigorously to established ethical standards throughout all monitoring processes to maintain compliance and integrity.
Support the coordination of technical assistance missions for teams such as CO M&E, evaluation teams, or other monitoring and evaluation (M&E) initiatives as required.

Verify, cleanse, analyze, interpret, and visualize monitoring data to meet the information requirements of diverse audiences at the field office level.
Ensure that datasets are properly submitted to the centralized databases maintained by the CO.

Organize and facilitate discussions with WFP and partner personnel to evaluate monitoring outcomes and establish actionable next steps.

Oversee field office operations by directing and coordinating the work of enumerators and TPMs (Team Project Managers) to ensure efficient data collection and project execution.
Assist the line manager with the development and monitoring of comprehensive budgets specifically allocated for evidence generation initiatives at the field level.
Deliver accurate and up-to-date information promptly to assist in the development and execution of carbon monoxide monitoring strategies and financial allocations as directed by the CO.
Supervise data collection processes carried out by WFP personnel or contracted partners to ensure compliance with established standards. Perform routine assessments of data integrity at various phases throughout the monitoring cycle, guaranteeing that all monitoring data and reports meet strict criteria for timeliness, completeness, and accuracy.
Enhance monitoring capabilities among enumerators, TPMs, partners, and government stakeholders by delivering targeted learning initiatives and facilitating knowledge exchange.
Leveraging an in-depth understanding of the county’s specific context and the needs of the community, identify opportunities to enhance field monitoring processes and procedures, ensuring the efficient and effective delivery of WFP programs.
Candidates must possess the following essential qualifications, competencies, and professional experiences to qualify for the position:
A bachelor’s degree in Social Sciences, Monitoring & Evaluation (M&E), Project Management, community development, Development Studies, or statistics is required.
Seeking candidates with a minimum of five years of progressively responsible professional experience, including at least one year in information systems management, project monitoring and evaluation, data collection, analysis, and report writing.
Proficiency in both qualitative and quantitative methodologies, including their analysis, reporting, and dissemination, as well as the follow-up of findings and recommendations, is essential.
Precision and meticulousness are critical requirements for this role.
Proficient in written and verbal English communication, with a strong command of the language for both oral presentations and written correspondence.
