Omentum, a premier provider of sophisticated engineering, technical, and professional services to the US government, allied nations, and critical infrastructure sectors worldwide, is currently recruiting a ICAP Mapping Technician to contribute to a specialized US Navy initiative situated on Diego Garcia.

Oversee and execute a wide array of tasks essential to the role, including managing daily operations, coordinating with cross-functional teams, and ensuring adherence to organizational standards. Analyze workflows to identify inefficiencies and implement strategic improvements to enhance productivity. Prepare comprehensive reports that detail performance metrics, project statuses, and key insights for senior leadership. Collaborate closely with department heads to align goals, resolve challenges, and foster a culture of accountability. Maintain meticulous documentation of processes, decisions, and outcomes to support audit readiness and compliance requirements. Additionally, mentor and guide junior staff, providing constructive feedback and facilitating professional development opportunities.

Revise and preserve utility maps, schematics, and single-line diagrams to accurately represent current conditions or modifications derived from As-Built drawings, completing the updates within a 10-business-day timeframe following receipt of notification or identification of changes.

Verify that all updated maps incorporate revision dates while adhering to government-mandated requirements and established documentation protocols.

Ensure utility maps are consistently formatted in alignment with government-provided standards while maintaining the uninterrupted delivery of all required outputs.

Utilize NAV FAC ArcGIS software to generate, refine, and maintain utility system maps in GIS format, ensuring all data complies with the Data Collection Guide (DCG) and serves as the authoritative source for utility mapping.

Convert AutoCAD drawings from GIS datasets into export utility system formats, ensuring they are correctly formatted and fully usable.

Deliver and oversee functionality through the most current NAV FAC NDM release, ensuring seamless integration and optimal performance of assigned features.

Ensure GIS data quality adheres to the specifications set by the NAV FAC and NSF DG Utilities Department, while efficiently coordinating all necessary requirements.

Updated utility system maps, schematic drawings, and one-line diagrams are provided upon request, with prompt turnaround to meet operational demands.

Submit utility system maps, schematics, technical drawings, and all pertinent documentation to the Technical Library, adhering to the requirements outlined in Section F.

Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to synchronize mapping requirements, guaranteeing precision and adherence to established project standards.

Conduct routine quality assurance and control checks on GIS data and utility maps to verify their precision, dependability, and adherence to governmental regulations.

Minimum qualifications include a bachelor’s degree in a relevant field, along with at least three years of professional experience in a similar role. Candidates must possess strong analytical and problem-solving skills, with proficiency in industry-standard software tools. Excellent communication and teamwork abilities are essential, as the position requires collaboration across multiple departments. A commitment to continuous learning and adaptability to evolving technologies and methodologies is also required.

We seek candidates with 1 to 3 years of hands-on experience in GIS mapping, utility mapping, or comparable technical drafting roles.

A high school diploma or its equivalent is required.

Proficiency in NAV FAC ArcGIS software, AutoCAD, and associated GIS mapping tools is required.

Experienced in revising maps, schematics, and diagrams to accurately incorporate As-Built modifications and current site conditions.

Possesses comprehensive knowledge of GIS data management principles and protocols, with a focus on compliance with Data Collection Guide (DCG) specifications.

Proficiency in interpreting utility system maps and schematics, supported by hands-on experience in the field, is required.

Detail-oriented professional with robust analytical and organizational capabilities to uphold precision in GIS mapping and documentation.

Demonstrated expertise in using Microsoft Office Suite, along with strong competency in other data management software applications, is essential for this role.

Exceptional interpersonal and communication abilities are required, with a high level of proficiency in English for both oral and written correspondence.

A valid passport is required, along with the ability to undertake international travel.

Successfully meet and maintain all contract-mandated medical standards throughout the entire deployment period.

Preferred Qualifications include Bachelor’s or Master’s degree in Computer Science, Engineering, or a related technical field, along with a minimum of 3 years of hands-on experience in software development or systems architecture. Proficiency in programming languages such as Python, Java, or C++ is required, alongside expertise in cloud platforms like AWS or Azure. Candidates should demonstrate strong problem-solving abilities, a collaborative mindset, and the capacity to lead cross-functional teams while adhering to agile methodologies. Familiarity with DevOps practices, CI/CD pipelines, and containerization technologies (e.g., Docker, Kubernetes) is highly desirable. Additionally, experience with data engineering, machine learning frameworks, or cybersecurity principles will be considered a significant advantage.

Preferred candidates will have prior experience operating in an austere OCO NUS (Outside the Continental United States) environment alongside a diverse, multinational workforce.

Applicants must possess a valid driver’s license issued in their country of residence, along with an up-to-date passport.

Acquiring the necessary country visa is mandatory, in accordance with the guidelines specified by the U.S. Department of State Foreign Clearance Guide.

Intermediate to advanced competency is required with NAV FAC GIS, AutoCAD, and NDM software applications, as well as the ability to perform map exports.

Individuals should possess prior experience collaborating with a Utilities Department to coordinate GIS and mapping requirements, or have worked within a military or government setting.

Proficient in adhering to NAV FAC standards for utility mapping and the preparation of diagram submissions.

Required are exceptional problem-solving capabilities and the capacity to operate autonomously within fast-paced, high-pressure settings.
