Position Overview and Objective

CHAI Kenya is seeking a technical expert to assist the WEAPON project team in executing medical liquid oxygen systems, with a focus on overseeing the construction of concrete plinths and the installation and commissioning of cryogenic bulk liquid oxygen storage tanks across selected Kenyan healthcare facilities at different implementation stages.

The ideal candidate will demonstrate strong self-motivation, exceptional communication abilities, and technical expertise in cryogenic medical liquid oxygen systems. They must operate effectively with minimal supervision, adapt to changing circumstances, and exhibit unwavering dedication to achieving measurable outcomes. The Technical Assistant will perform a range of duties, including but not limited to the following responsibilities:

Technical planning and design review encompasses a systematic evaluation of engineering specifications, system architectures, and design proposals to ensure alignment with project objectives, industry standards, and regulatory compliance. This process involves assessing feasibility, identifying potential risks, and optimizing performance metrics while collaborating with cross-functional teams to integrate feedback and refine designs. Responsibilities include conducting thorough analyses, documenting findings, and presenting recommendations to stakeholders to facilitate informed decision-making and drive innovation in product development.

Analyze and interpret site layouts as well as engineering drawings pertaining to cryogenic LOX installations.

Collaborate with the installation contractor and the facility to establish and confirm delivery and installation schedules.

Conduct thorough evaluations of risk assessments related to installation procedures to verify adherence to regulatory and safety standards.

Ensure full compliance with the CGA CP 36 standard, which outlines best practices for the storage of cryogenic liquids at user sites.

Concrete Plinth Construction Supervision entails overseeing and directing the entire process of building concrete plinths, ensuring adherence to structural specifications and safety protocols. This role involves coordinating with construction teams, verifying material quality, and conducting regular inspections to confirm compliance with engineering blueprints. Responsibilities include managing timelines, assigning tasks, and resolving any on-site challenges that may arise during the construction phase. The supervisor must possess strong leadership skills, a thorough understanding of concrete work techniques, and the ability to enforce quality control measures. Additionally, they are tasked with maintaining accurate records, communicating progress updates to stakeholders, and ensuring all work is conducted in compliance with relevant building codes and regulations.

Deliver technical supervision and enforce rigorous quality assurance measures throughout the construction of concrete plinths designated for LOX tank installations.

Ensure civil works comply with the approved structural drawings and meet the load-bearing specifications for the weights of cryogenic tanks.

Ensure full adherence to all specified soil conditions, anchoring protocols, drainage standards, and grading specifications.

Track and record construction progress, pinpoint any deviations from plans or specifications, and promptly escalate identified issues to the appropriate stakeholders for resolution.

Responsibilities include the installation of cryogenic liquid oxygen (LOX) storage tanks, ensuring strict adherence to all safety protocols and industry standards throughout the process.

Oversee and deliver expert technical direction throughout the installation and deployment of cryogenic liquid oxygen storage tanks.

Responsibilities include overseeing the installation of medical oxygen cryogenic tanks, vaporizers, and control panels in healthcare facilities, ensuring proper lifting, positioning, anchoring, and interconnection with existing pipelines.

Verify that safety relief valves, pressure gauges, level indicators, and isolation valves operate correctly and reliably.

Oversee the installation of medical oxygen pipelines in healthcare facilities, ensuring full compliance with the specifications outlined in Health Technical Memorandum 01-UK.

Collaborate with biomedical and engineering personnel at the facility throughout the installation process to ensure seamless integration and operational readiness.

The process encompasses the comprehensive commissioning of systems and the subsequent handover, ensuring all operational criteria are met prior to final acceptance. This involves verifying system performance, conducting functional tests, and validating compliance with specified standards and contractual obligations. The role requires meticulous attention to detail to confirm that all components operate as intended, documentation is complete, and stakeholders are fully informed before formal transfer of responsibility occurs.

Facilitate the commissioning process by performing essential tasks such as the initial fill, leak testing, pressure testing, and functional verification of the LOX system.

Assess system performance in alignment with established benchmarks, including flow rates, delivery pressures, and purity levels.

Provide comprehensive on-site instruction to facility personnel regarding the secure operation, vigilant monitoring, and proper emergency response protocols for cryogenic liquid oxygen (LOX) systems.

Develop comprehensive handover documentation, comprising operations and maintenance manuals, in a formal format.

Verify that all safety and hazard signage is properly installed and maintained.

Prepare and submit handover documents including operations and maintenance manuals

Compile comprehensive installation documentation for every site and facility, ensuring meticulous maintenance of records that include a detailed register of asset serial numbers.

Applicants must meet the following criteria: a bachelor’s degree in a relevant field, at least three years of professional experience in a comparable role, and proficiency in industry-standard software tools. Strong analytical and problem-solving abilities are essential, along with excellent communication skills for interacting with stakeholders. Knowledge of project management methodologies, such as Agile or Scrum, is advantageous. Additionally, candidates should demonstrate a proven track record of delivering results within tight deadlines.

Applicants must hold a bachelor’s degree in a relevant field, such as business administration, psychology, or education, from an accredited institution. A master’s degree in a specialized area is preferred, along with relevant certifications that validate expertise. Additionally, candidates should possess a minimum of five years of progressive professional experience in a related role, demonstrating a track record of leadership and problem-solving in academic or administrative settings.

A minimum of a bachelor’s degree in Civil or Mechanical Engineering is required for this position, though applicants holding a degree in Structural or Construction Engineering may also be eligible.

A postgraduate degree, industry-recognized certification, or proven expertise in Mechanical Engineering, Piping Engineering, or Industrial Gas Systems would significantly strengthen your application.

Professional registration with the Engineers Board of Kenya (ELK) or eligibility for such registration is a mandatory prerequisite for this position.

A minimum of five years of hands-on experience in civil and structural construction projects is required, encompassing reinforced concrete foundations, equipment plinths, and industrial site preparation.

Proven expertise in installing cryogenic liquid oxygen (LOX) storage tanks, encompassing site preparation, precise tank placement, secure anchoring, and seamless integration with vaporizer and pipeline systems.

Accomplished professionals must demonstrate expertise in constructing and installing medical gas pipeline systems (MGPS) in healthcare settings, encompassing copper piping, zone valve boxes, area alarm panels, and terminal unit outlets.

Possesses practical expertise in pressure testing, leak detection, and commissioning protocols for cryogenic liquid oxygen (LOX) systems and medical gas pipeline networks.

Proficient in performing structural load calculations and adhering to foundation design specifications for large cryogenic vessels.

Proficient knowledge of pertinent standards and regulations such as NFPA 55, ISO 10083, HTM 02-01 (Medical Gas Pipeline Systems), BS EN 13458, alongside applicable Kenyan and East African Community (EAC) standards is required.

Proven expertise is required in quality assurance and quality control (QA/QC) processes specifically tailored to civil and mechanical construction projects at site level.

Proficient in analyzing, interpreting, and evaluating civil, structural, and mechanical engineering drawings and as-built documentation.

Demonstrates proficiency in managing workloads autonomously across various locations while operating within healthcare settings with constrained resources.
