We invite applications from accomplished Humanitarian Needs Assessment Specialists to enhance the caliber, uniformity, and efficacy of needs evaluations throughout our humanitarian initiatives.
In this fast-paced position, you will assist Country Offices in developing and executing rigorous, principled humanitarian needs assessments in real time, positioning Plan International to design impactful programs, secure essential funding, and address the urgent needs of the most vulnerable children, with a particular focus on girls.
This position entails extensive international travel and immediate deployments to emergency humanitarian situations, frequently required on short notice.
Oversee a comprehensive range of duties encompassing essential tasks and strategic initiatives, ensuring alignment with organizational objectives and operational excellence. Execute critical functions by applying specialized knowledge and expertise to drive performance, innovation, and sustainable growth. Collaborate with cross-functional teams to streamline processes, enhance productivity, and achieve key performance indicators while upholding industry standards and compliance requirements. Actively identify and implement improvements to optimize workflows, mitigate risks, and foster a culture of continuous improvement across all projects and responsibilities.
You will:
Create user-friendly tools, guidance, and methodologies to support efficient and cross-sectoral needs assessments.
Integrate gender, child protection, disability inclusion, and age considerations into all evaluations in strict accordance with Sphere and Core Humanitarian Standard guidelines.
Provide guidance to Country Offices to ensure the production of thoroughly evaluated assessment reports that meet donor expectations, align with cluster standards, and satisfy peer agency requirements.
Design and conduct comprehensive needs assessment training initiatives to enhance organizational capacity.
Collaborate closely with the MERL and Digital teams to foster the adoption of digital data collection tools and ensure alignment with monitoring and evaluation frameworks.
To support assessment design and implementation efforts, you will be deployed to Country Offices for periods of up to four months at a time.
Represent Plan International in various inter-agency coordination forums, specifically those affiliated with Age-related networks.
Support fundraising, advocacy, and influencing teams by transforming assessment data into engaging insights and deliverables.
Enhance coordination with donor stipulations, particularly ensuring timely ECHO submissions throughout HIP cycles.
Prepare a comprehensive worldwide analysis of evaluation findings and evolving humanitarian patterns on an annual basis.
Ensure that safeguarding, child protection, and gender equality principles are consistently integrated into all operational activities and decision-making processes.

You possess substantial experience as a humanitarian practitioner, excelling in dynamic and multifaceted settings while demonstrating adaptability and resilience. Your background combines specialized technical skills with a commitment to collaboration and the strengthening of local capacities.

Demonstrates advanced proficiency in conducting gender analysis and effectively incorporating protection and inclusion principles into evaluation processes.
Proven track record in designing, developing, and successfully delivering training programs.
Proficiency in understanding donor expectations and adherence to humanitarian standards, including but not limited to Sphere, CHS, CPMS, and KNEE, is essential.
Proven expertise in utilizing digital tools for data collection and analysis is required.
Analytical prowess, exceptional coordination abilities, and a talent for crafting comprehensive reports are essential for this role.
Capable of rapid deployment and performing effectively in demanding and unpredictable conditions with minimal advance notice.
Desirable:
Demonstrated involvement in preparing funding proposals or donor submissions is required.
Skilled in crafting advocacy or influencing messaging grounded in assessment findings is essential.
Collaborative experience with external partners is required.
Proficiency in English is essential, while additional fluency in French, Spanish, or Arabic would be advantageous.
