The findings will directly inform the development of a regional framework aimed at addressing the return and reintegration of stranded migrants. The proposed framework will define common standards, guiding principles, and coordinated methodologies to be collectively adopted by EAC Partner States in managing the return and sustainable reintegration of migrants. Its primary objectives include reinforcing regional collaboration, improving policy coherence, and advancing rights-based, safe, orderly, and dignified return and reintegration processes in alignment with relevant international, continental, and regional legal and policy frameworks.

The Consultant will be responsible for executing the following tasks as part of this assignment:

Draft, finalize, and deliver an Inception Report to both the EAC Secretariat and the IOM Regional Office, detailing the proposed methodology, outlining a comprehensive work plan, setting clear timelines, and establishing an effective approach for engaging partner states.
To evaluate the current National, Regional, Continental, and Global legal policies and institutional frameworks that regulate the return and reintegration of stranded migrants in the EAC Partner States, the role involves identifying gaps, overlaps, redundancies, and opportunities for alignment or harmonization, culminating in the preparation of a comprehensive report.
Provide accurate, actionable data and insights to empower national authorities and international organizations in formulating strategic and effective responses.

Perform a comprehensive assessment of the prevailing migration patterns, underlying factors, and obstacles impacting the return and reintegration processes of stranded migrants within the East African Community (EAC) region.
The assignment is structured for a specified duration, with a clearly defined timeline and payment schedule to ensure timely and transparent remuneration.
The consultancy engagement is anticipated to span a maximum of seven months, contingent upon the mutually agreed-upon fee, with the start date aligned to the contract signing. The projected timeline for the consultancy falls between June 2026 and January 2027. An extension for a follow-up consultancy may be considered beyond this period. The outlined dates remain provisional and are subject to adjustment based on the evolving requirements of the initiative.

Countries are responsible for defining the roles and responsibilities of origin, transit, and destination nations, as well as establishing mechanisms for both proactive and reactive regional cooperation concerning return and reintegration efforts—including the development of drafts for a regional framework document on these critical processes.
National consultation meetings will be conducted across all eight Partner States, followed by the production of comprehensive reports summarizing key insights and outcomes.
A comprehensive Study Report draft is being developed to examine the policy frameworks, legal structures, implementation practices, and institutional capacities related to return and reintegration across the Partner States of the East African Community (EAC).
An online Regional Validation Meeting will be conducted to review the draft study, followed by the issuance of the approved validation report.
The final outcome report of the study will synthesize comments and feedback obtained from the regional validation meeting and national consultations, addressing the recommended interventions.

The Consultant will provide support to the designated Organizational Department or Unit, contributing specialized expertise to enhance operational efficiency and strategic objectives. Collaboration with internal stakeholders will be essential to ensure alignment with the department’s goals and deliverables. The role requires adaptability to the dynamic needs of the assigned unit while maintaining a focus on high-impact outcomes.
The Consultant will report directly to the designated department within the EAC Secretariat while collaborating closely with the IOM Regional Office for East, Horn, and Southern Africa. Updates on progress will be submitted periodically, in alignment with the established work plan.
The Consultant will maintain ongoing communication with both the EAC Secretariat and the IOM Regional Office for East, Horn, and Southern Africa through a Joint Technical Team, which will oversee and assist with the consultancy process. This includes coordinating with Partner States and organizing consultative meetings as needed.
Upon submission of the deliverables, the EAC Secretariat and IOM may provide feedback and request revisions. Final approval from the EAC Secretariat and IOM will be necessary prior to acceptance of the deliverables.
The deliverables and reporting must be presented in English, with all information provided electronically in both Word and PDF formats. Submissions should include both electronic and hard copy versions, adhering to the specifications outlined by the EAC Secretariat. The consultant bears sole responsibility for the precision and credibility of the data supplied, as well as the validity of any referenced sources. Should translations into additional languages be necessary, IOM will handle the translation of the outputs accordingly.
The consultant is strictly prohibited from exercising any managerial, supervisory, or representative duties.
All materials and information furnished to the consultant remain strictly confidential and must not be utilized for unintended purposes or disclosed to external parties without prior written authorization from both IOM and the EAC Secretariat.
The scope of listed activities may be adjusted, subject to agreement by IOM in collaboration with the EAC Secretariat, to align with evolving project needs. Upon IOM’s request, the consultant may be tasked with providing supplementary consultancy services that correspond to their professional qualifications and expertise, as outlined in the attached EAC Terms of Reference.
