Collaborate closely with PhD’s senior leadership team, comprising the CEO, Chief Strategy Officer, and Chief Economist, to establish and refine the strategic direction for PhD’s government advisory initiatives.

Oversee the entire lifecycle of new government advisory programs, beginning with identifying opportunities and cultivating stakeholder relationships, progressing through proposal submission, resource allocation, and culminating in program implementation.

Foster and oversee strategic relationships with key stakeholders, including clients, partners, and internal teams, to enhance collaboration and drive mutual success.

Government partners are engaged to stimulate demand for various government advisory programs, such as Digital Agriculture Roadmaps (DAR) and Project Management Units (Plus).

Multilateral development finance institutions, including the World Bank, African Development Bank (AFDB), Asian Development Bank (ADB), and International Fund for Agricultural Development (IFA), are expected to integrate digital agriculture into their large-scale funding programs.

Experienced partners within the PhD ecosystem will play a key role in identifying avenues to provide strategic guidance to governments and funders, with a focus on scaling public digital agriculture initiatives.

Represent PhD at external engagements, crafting compelling written content and presentations to strengthen the evidence base and advocate for PhD’s government advisory framework.

To design and implement the internal systems, playbooks, and processes necessary to integrate government advisory as a scalable, replicable service offering within PhD—encompassing structured onboarding frameworks for new Plus, robust knowledge management across geographic regions, and stringent quality standards for advisory outputs.

Collaborate closely with PhD’s senior leadership team—namely the CEO, Chief Strategy Officer, and Chief Economist—as well as designated staff assigned to monitoring and evaluation (M&E) initiatives, to design and implement a comprehensive monitoring, evaluation, and learning (MEL) framework. This framework will be utilized to evaluate the effectiveness and outcomes of PhD’s government advisory programs, measuring both their direct contributions to enhanced agricultural service delivery for farmers and their indirect influence through policy development, support, and inter-agency coordination.

What We’re Looking For:

The successful applicant will possess the following qualifications:

A bachelor’s degree in economics, agricultural economics, public policy, business (with an MBA), computer science, data science, or a closely aligned discipline is required.

Candidates should possess substantial experience in dynamic, entrepreneurial settings, having successfully managed projects, programs, or business units for a minimum of two years.

Demonstrated success in cultivating strategic partnerships with senior-level representatives from governments, multilateral organizations, or other influential stakeholders in low- and middle-income nations.

Expertise in quantitative analysis and proficiency in leveraging data to derive strategic insights are essential.

A solid grasp of monitoring, evaluation, and learning (MEL) within the realm of international development is essential, along with a proven track record in crafting key performance indicators (KPIs) and developing MEL frameworks.

English fluency is essential, along with exceptional writing, presentation, and verbal communication skills. Candidates must demonstrate the capacity to transform evidence-based findings into persuasive narratives tailored to government officials and donor stakeholders.

Proficient in bridging strategy, business development, and execution, adept at navigating high-level advisory discussions while simultaneously developing and implementing internal systems.

Our role requires the capacity to undertake travel commitments amounting to up to 50% of the time, encompassing destinations in India, Ethiopia, and broader regions across Africa and Asia.
