The Deputy Director for Programs, Global Surge (DDP) spearheads leadership, strategic decision-making, and cross-functional coordination on programmatic matters, encompassing the crafting of high-quality proposals and the meticulous oversight of IRC’s program implementation. This role demands the ability to inspire and guide a multidisciplinary team while adeptly managing programs, fostering partnerships, and overseeing budgets with precision.
This role is accountable to the Country Director and contributes as a key participant within the Country Management Team. The DDP oversees Technical Coordinators, the Senior Program Coordinator for protection sectors, and the Senior Coordinator for Grants & Accountability. Collaboration will extend to the Deputy Regional Director and other regional support team members, as well as Technical Advisors who provide assistance to the country program.
Oversee the primary duties of the role, including the execution of key tasks essential to the position. Ensure all operational activities are completed efficiently and in accordance with established policies and procedures. Develop and implement strategies to enhance productivity, optimize workflows, and achieve departmental objectives. In collaboration with the Chief Development Officer, spearhead the formulation and execution of the International Rescue Committee’s Strategy Action Plan (SAP).
Ensure that programming efforts are consistently aligned with SAP priorities and IRC’s Outcome Strategies, encompassing comprehensive program planning, strategic project design, and effective communications with staff.
We are seeking a skilled professional to oversee program development initiatives and spearhead fundraising efforts. The ideal candidate will be responsible for designing, implementing, and evaluating innovative programs that align with organizational goals while cultivating donor relationships to secure sustainable funding. In collaboration with the Grants Lead and Country Director, develop and execute the Country Business Development Plan, integrating donor mapping and strategic communication strategies.
The Grants Lead and MEAL Lead will be supported in developing high-quality, needs-based project proposals that strictly adhere to regulatory requirements and align with the SAP parameters.
Ensure program teams adhere to established internal timelines for delivering their contributions to concept notes, proposals, and donor reports. Verify that all program inputs are formatted correctly and meet the specified quality standards.
Ensure that gender equality is integrated into the design and implementation of all IRC programs.
Program Implementation
Our responsibility includes conducting a thorough, periodic review and revision of the Systems Stakeholder Analysis, leveraging these insights to guide the selection of partners.
Ensure a comprehensive grasp of the advancement and execution status of IRC programs at all times.
Drive project cycle meetings with a focus on data-driven insights, extending oversight to spending monitoring as necessary. Implement corrective actions when required to guarantee projects are delivered punctually and meet established targets, while ensuring prompt follow-up on all agreed-upon actions.
Assist Technical Coordinators in maintaining project delivery aligned with structured work plans and approved monitoring frameworks derived from project proposals.
The program teams must collaboratively develop, implement, and adjust, as necessary, comprehensive Procurement and Staffing Plans in partnership with Field Management Teams and Operations functions.
Deliver precise and current guidance on emerging developments and opportunities in program implementation, including actionable recommendations for necessary adjustments.
Support the MEAL lead to deliver on MEAL strategy priorities
Leverage information gathered from MEAL processes and client feedback mechanisms to guide every phase of the project life cycle.
To guarantee that program teams deliver timely and high-quality reports to the grants team in accordance with IRC and donor requirements.
Monitor program delivery by conducting routine field visits and review sessions. Verify that senior program staff consistently visit project sites to oversee implementation progress.
Ensure collaborative development and implementation of emergency preparedness strategies in partnership with other functional leads to facilitate prompt and effective emergency response when required.

Proven expertise in program design, MEAL (Monitoring, Evaluation, Accountability, and Learning), and project cycle management is required. Additionally, the ideal candidate will possess strong capabilities in budget development, implementation oversight, and the creation and tracking of work plans and other essential program management instruments.
Proven ability to effectively coordinate initiatives, cultivate strong networks, and foster relationships with critical stakeholders such as government entities, donors, international non-governmental organizations, national and local agencies, as well as UN bodies.
Fluent English proficiency is essential, along with exceptional verbal and written communication abilities. Knowledge of French, Spanish, and/or Arabic, while not mandatory, would be highly advantageous.
