Headquarters for the county is based in the primary administrative center, where key operational and governance activities are coordinated and managed. This central location serves as the operational hub for countywide initiatives, policy implementation, and interdepartmental collaboration. All critical functions, from public services to administrative oversight, are directed from this strategic position to ensure efficiency and accountability across county operations.

At this level, responsibilities include executing a wide range of administrative functions, enforcing county regulations, and safeguarding government property, assets, facilities, and inventory. Additionally, the role involves coordinating infrastructure and facility maintenance, managing transportation logistics, and overseeing office accommodation arrangements. Responsibilities further extend to developing and updating office equipment and furniture, coordinating meetings, conferences, and special events, and supervising the general upkeep of buildings and furnishings.

Field Administration involves coordinating and overseeing field operations to ensure efficient execution of projects and adherence to organizational policies. Responsibilities include managing field teams, monitoring progress, and resolving on-site issues.
