The monthly salary range is structured as follows: KSS. 34,420 x 1,300, escalating to Kshs. 35,720 x 1,380, Kshs. 37,100 x 1,390, Kshs. 38,490 x 1,460, Kshs. 39,950 x 1,470, Kshs. 41,420 x 1,470, Kshs. 42,890 x 1,520, Kshs. 44,410 x 1,710, and culminating at KSS. 46,120 per month.

Performs a range of duties and responsibilities encompassing key operational and strategic functions. This role involves overseeing and executing tasks critical to achieving organizational objectives, ensuring efficiency and effectiveness in all assigned projects. Responsibilities include managing workflows, coordinating cross-functional teams, and implementing processes to enhance productivity and performance. The position requires adherence to established policies and procedures while maintaining a high standard of quality and accountability. Additionally, the role demands strong problem-solving abilities, adaptability to changing priorities, and a commitment to continuous improvement in all operational areas.

As the initial and developmental position within this program, this role will provide foundational experience for an Officer. Under the mentorship and oversight of a senior officer, the individual will begin their professional journey, gaining essential skills and insights to advance within the cadre.

County headquarters oversees a wide range of administrative, operational, and strategic functions to ensure efficient governance and service delivery. Key responsibilities include managing county resources, implementing policies, coordinating interdepartmental activities, and maintaining public infrastructure. The role requires a strong background in public administration or a related field, along with demonstrated leadership capabilities and a commitment to community development. Proficiency in fiscal management, regulatory compliance, and stakeholder engagement is essential, as is the ability to navigate complex governmental processes and foster collaborative partnerships. Ideal candidates will possess excellent communication skills, problem-solving acumen, and a deep understanding of local governance structures.

At this role, the incumbent will be tasked with overseeing a broad spectrum of administrative functions, including the coordination of county law enforcement initiatives, the safeguarding of government assets, facilities, and inventory, and the facilitation of infrastructure and facility maintenance. Additionally, the position requires responsibility for transport management, office accommodation planning, and the procurement and upgrading of office equipment and furniture. The role also involves supervising the organization of meetings, conferences, and special events, as well as ensuring the general upkeep and maintenance of buildings and furnishings.

Field Administration: Overseeing and managing field operations to ensure compliance with organizational policies and regulatory standards, coordinating with cross-functional teams to align field activities with strategic objectives, and maintaining accurate records of field activities, reports, and communications. This role requires strong organizational skills, attention to detail, and the ability to work independently while collaborating effectively with remote teams. Responsibilities include conducting site visits, verifying data accuracy, and ensuring timely submission of field reports.

The officer will report to and receive direction from a senior officer. Key responsibilities include building and maintaining relationships with relevant stakeholders, addressing public inquiries and concerns, and tracking and assessing community initiatives. Additionally, the role involves coordinating resource mobilization at the local level, encouraging community involvement in development efforts, and ensuring compliance with occupational health and safety standards. The officer will also uphold ethical practices and principles of good governance, compile and analyze data on developmental activities, and collaborate with stakeholders to organize public participation forums.

Requirements:

An officer must fulfill specific criteria to attain this grade, including:

A bachelor’s degree in Public Administration, Business Administration/Management, Community Development, or another relevant Social Science field from an accredited institution is required.

A diploma or certification in computer applications is required for this position.
