The consultancy aims to lead the qualitative data collection for the AIM Plus FY26 Baseline across all designated Area Programs, guaranteeing that data are gathered with precision, integrity, and efficiency before being submitted to the WVK National Office DEAL team for analysis. Additionally, the role involves training and supervising volunteers to conduct STAR assessments in schools, evaluate WASH facilities in both educational and healthcare settings, and assess the role of faith leaders in promoting child well-being.

Scope of Work

The consultant will be responsible for executing the following duties:

The candidate will conduct comprehensive pre-field preparation to ensure all necessary arrangements are made before deployment. This includes organizing logistics, coordinating with stakeholders, and verifying compliance with established protocols. The individual must meticulously review project requirements and confirm that all equipment, documentation, and resources are readily available. Attention to detail and proactive problem-solving are essential to mitigate potential delays or complications during field operations.

Please examine the AIM Plus Basic Information Sheet, qualitative assessment instruments, and sector-specific focus group discussion (FGD) and key informant interview (KIT) guides issued by the NOD MEAL team.

Acquire proficiency in the established Global Centre qualitative protocols as well as WOK-customized guides, which encompass those pertaining to Child Sponsorship, CBO, WASH, Health, Education initiatives such as STAR Tangerine and IDEA, and Faith & Development indicators.

Note:

School WASH, health facility, and faith leaders’ Community-Based (CWB) assessments will employ World Vision-designed Kobe tools, while reading proficiency evaluations will utilize the STAR Tangerine assessment tool.

Prior to commencing fieldwork, you are required to participate in an orientation session conducted by the NOD MEAL team.

Ensure adherence to all ethical standards, encompassing ACOSTA compliance as well as the development and implementation of informed consent and assent protocols.

The role involves meticulously documenting and submitting data in accordance with established guidelines to ensure accuracy and compliance with organizational standards. Candidates must demonstrate proficiency in data entry, attention to detail, and adherence to submission deadlines. Responsibilities include verifying information, maintaining records, and promptly forwarding data to designated systems or teams as required. Familiarity with relevant software tools and regulatory frameworks may also be necessary to fulfill the position effectively.

The consultant is tasked with gathering, documenting, and delivering raw qualitative data to the WVK NOD MEAL team, which will then perform the analysis. The following protocols govern data recording and submission.

All FGDs and Kids require prior audio recording with the explicit consent and/or assent of all participants recorded.

The consultant is responsible for accurately transcribing all focus group discussions (FGDs) and key informant interviews (Kids) in their entirety. Each transcription must be finalized within 48 hours following the conclusion of a session.

Each session transcript should provide explicit details, including the group interviewed (e.g., Children FGD Age 7 to 12, Adult FGD Female Caregivers, or KIT Health Facility In-charge), the name of the assigned AP, the date and location of the session, the names of both the facilitator and note-taker, and the total number of participants present.

Responses should be documented separately for each question, with each reply or recurring theme explicitly linked to its corresponding discussion prompt. The transcript must adhere to the structured format of the FGD/KIT guide, ensuring responses are presented in sequential order by question.

The consultant is responsible for conducting structured assessments, which include administering the STAR Tangerine reading proficiency tool to 50 Grade 3 students per AP, ensuring all individual responses per question are recorded. Additionally, they must complete WV-designed Kobe tools for school WASH assessments across 20 schools per AP, health facility assessments for all designated facilities, and faith leaders’ CWB assessments. Each Kobe submission must include details such as the school, facility, or respondent, AP, date, and assessor. The consultant is required to submit Kobe data to the NOD MEAL team in the format specified during orientation.

Audio files and corresponding transcripts should be stored securely and transmitted to the NOD MEAL team through WOK-approved secure digital platforms. It is mandatory to retain audio files and submit them in conjunction with the transcripts.

Field notes enriching audio recordings with non-verbal cues, group dynamics, and contextual observations are required for every Focus Group Discussion (FGD) and Key Informant Interview (KIT).

TERMS OF REFERENCE: AIM PLUS FY26 QUALITATIVE DATA COLLECTION

All submitted data must adhere to WVK’s data protection protocols by ensuring identification, specifically excluding participant names.

The consultant is not responsible for conducting qualitative data analysis. Instead, thematic analysis and synthesis of all submitted transcripts and data will be carried out by the NOD MEAL team.

World Vision Kenya will extend the following resources to the consultant:

Reviewed and authorized qualitative tools, including focus group discussion guides, key informant interview guides, and assessment instruments, before field deployment to ensure their alignment with project objectives and methodological rigor.

The NOD MEAL team will conduct an orientation and provide a briefing on the AIM Plus methodology, its associated tools, and the ethical requirements to be followed.

Introductory correspondence and facilitation of community engagement are managed in collaboration with AP Managers and Cluster DEAL officers.

Access to AP-level participant lists and sampling frames, including RC lists, caregiver rosters, and school/facility directories, is required.

Logistical support coordination, encompassing field scheduling and interactions with accounts payable-level contacts, must include transport and accommodation expenses in the consultant’s financial proposal.

A robust, encrypted platform designed for the secure submission of both transcripts and audio files is required.

Serves as the primary point of contact for DEAL regarding daily field coordination and quality feedback.

Ethical considerations and the implementation of robust safeguarding measures are integral components of this role, requiring a steadfast commitment to integrity, transparency, and accountability in all aspects of professional practice. The position mandates adherence to stringent ethical standards, including compliance with relevant laws, regulations, and organizational policies, to ensure the protection and welfare of all stakeholders. Responsibilities encompass identifying potential risks, implementing preventative strategies, and fostering a culture of safety and respect within the organization. Candidates must demonstrate a thorough understanding of ethical dilemmas, possess strong decision-making skills, and exhibit unwavering dedication to upholding the highest standards of conduct.

The consultant is required to possess a valid ACOSTA research permit before commencing fieldwork or, alternatively, to operate under WVK’s institutional permit as specified.

Informed consent must be secured from all adult participants prior to their involvement. For participants under the age of 18, written consent from a legal guardian is required, along with the child’s assent, which should be obtained using developmentally appropriate language before any focus group discussions or interviews commence.

All child-focused group discussions must be carried out in environments specifically designed to ensure child safety, led with age-appropriate techniques, and conducted without any form of pressure or suggestive questioning.

All consultants and field assistants assigned to this project are required to review, sign, and strictly comply with WVK’s Child Protection and Safeguarding Protocol prior to initiating any fieldwork activities.

The principle of Do No Harm governs all activities, and any safeguarding concerns arising during data collection must be promptly escalated to the designated WVK Safeguarding Focal Person.

All personally identifiable information must be processed strictly in accordance with WVK’s established data protection policies. Under no circumstances should participant names be included in transcripts or any data submitted for review.

Audio recordings and photographs, if applicable, necessitate formal, additional consent or assent prior to collection and must not be disseminated publicly or shared with external parties without prior approval from the organization.

A strong background in relevant fields and extensive hands-on experience are essential for this role. Candidates should possess a proven track record in areas directly related to the position’s core functions, along with the ability to apply specialized knowledge effectively. Familiarity with industry-specific tools, methodologies, and best practices is required, as is the capacity to navigate complex challenges with confidence. Additionally, prior experience in similar environments or projects will be highly advantageous, ensuring a smooth transition into the responsibilities outlined.

The Individual Consultant must meet the following essential qualifications:

Candidates must possess a relevant degree—such as a Bachelor’s or advanced qualification in education, instructional design, or a related field—to qualify for this position. The consultant is expected to have a proven ability to gather qualitative data from various geographic locations concurrently. In their technical proposal, they must present a feasible strategy to comprehensively address all Area Programs within a 30-day work period.

Proficient verbal and written communication abilities in both English and Kiswahili are essential. Strong command of additional local languages prevalent in designated AP regions is also highly advantageous.

Strong facilitation skills are essential, evidenced by a proven ability to collaborate effectively with diverse stakeholders such as children, caregivers, community leaders, and service providers.
