About the role

The NOURISH coordination team seeks a Senior MEAL Advisor to spearhead investment and country-level MEAL frameworks, with a focus on designing the Performance Measurement Framework (PMF), overseeing MEAL planning initiatives, and shaping the learning agenda and strategy for the investment.

The position will collaborate with technical assistance partners to enhance government monitoring and data systems within countries, establishing a robust foundation for results-based decision-making and fostering long-term sustainability. Initially, the focus will be on driving success at the country level, with a commitment to enduring impact, and will subsequently extend to ensuring accountability for broader investment outcomes.

The Senior MEAL Advisor will collaborate with the Information Management & Reporting Officer, the Senior Consortium and Project Director, and Technical Assistance Partners (Taps) to enhance the functionality of routine information systems and ensure rigorous tracking of investment-level Key Performance Indicators (KPIs). This includes evaluating the quality and reliability of indicators, tools, and measurement methodologies integrated into national systems. The KPIs will serve as a benchmark to guide partners in optimizing the use and refinement of routine government data and monitoring frameworks. This will be accomplished through sustained support to Taps, who are engaged in close collaboration with country governments. A key focus will be strengthening government-led monitoring and data systems to ensure long-term sustainability and better decision-making at both national and subnational levels.

The Senior MEAL Advisor will spearhead leadership, offer specialized technical guidance, and facilitate coordination to fortify maternal nutrition data systems in Technical Assistance Partner countries within the scope of this initiative. The position is centered on advancing standardization, elevating data quality, enhancing interoperability, and ensuring the practical application of data to strengthen accountability for maternal nutrition interventions, including MMS and IFA.

Oversee and execute a range of critical duties and responsibilities integral to the role, ensuring alignment with organizational objectives and operational standards. Deliver key performance outcomes through meticulous planning, execution, and monitoring of assigned tasks. Collaborate effectively with cross-functional teams to enhance productivity, streamline processes, and achieve departmental goals. MEAL planning encompasses the development and implementation of performance measurement frameworks and architectures to systematically monitor, evaluate, and analyze program effectiveness. These frameworks establish standardized indicators, data collection methodologies, and reporting procedures to assess progress against strategic objectives. The MEAL architecture ensures the integration of monitoring systems, evaluation methodologies, and learning processes to support evidence-based decision-making and continuous improvement in program delivery.

Lead the creation and continuous improvement of the investment-level Monitoring, Evaluation, Accountability, and Learning (MEAL) strategy, ensuring full alignment with the grant’s theory of change, the Capacity, Contribution, and Impact (C2I) framework, and donor specifications. This encompasses supervising country-level MEAL plans and Performance Measurement Frameworks (PMF), embedding Key Performance Indicators (KPIs) into national systems where feasible, and delivering expert guidance on results-based management.

Devising a comprehensive Investment-Level Learning Strategy and guiding the formulation of Learning Agendas for the Taps are essential responsibilities of this role.

To spearhead the creation and implementation of the investment-level learning strategy, identify key learning questions, and ensure rigorous evidence is systematically collected, analyzed, and leveraged to inform decision-making. Additionally, align country-specific learning agendas with the broader strategic framework and foster cross-country collaboration to encourage peer-driven reflection, innovation, and the adoption of proven best practices.

The creation of standardized indicators, tools, and measurement methods is a key responsibility for this role. This involves designing and refining frameworks to ensure consistency in data collection and analysis across projects. The incumbent will collaborate with cross-functional teams to develop methodologies that meet organizational objectives and industry best practices. Additionally, they will validate and document these tools to guarantee their reliability and applicability in diverse operational contexts.

Lead the facilitation of cross-country workshops aimed at harmonizing Performance Management Frameworks, evaluating data landscapes, and designing monitoring strategies. Offer expert technical support to Technical Assistance Providers (Taps) regarding standardized reporting protocols, indicator clarifications, and data integrity measures. Implement robust reporting governance structures encompassing annual workflows, strategic work plans, and centralized SharePoint repositories for documentation and collaboration.

Enhancing data quality, maximizing utility, and bolstering visibility stand as key objectives.

Technical expertise will be provided to governments and Technical Assistance Providers (Taps) regarding Data Quality Improvement (DCI) processes, encompassing established protocols for periodic data review, quality assessment tools, and robust supervision and verification methodologies. Additionally, a grant-level dashboard and analytics framework will be developed to monitor and evaluate progress against Key Performance Indicators (KPIs), while offering targeted support to country partners to enhance their utilization of visualizations and dashboards for data-driven decision-making and adaptive management.

The promotion of robust systems, enduring sustainability, and harmonized approaches constitutes the core focus of this role. Essential competencies include proven expertise in strategic planning, resource allocation, and cross-functional collaboration to foster long-term viability and alignment with organizational objectives. Responsibilities encompass the development of frameworks that enhance operational efficiency, the implementation of measures to ensure financial and programmatic sustainability, and the alignment of diverse stakeholders towards unified goals. As a technical advisor, provide strategic guidance to Taps to enhance the connection between data logistics and health information systems, including community and facility-level information exchanges. Deliver specialized assistance and practical tools to incorporate MMS, IFA, and calcium indicators into DHIS2, HIS, LUIS, Echos, and facility registers, as well as reporting mechanisms. Facilitate periodic learning and evaluation sessions with Taps to evaluate advancements, address data quality challenges, exchange best practices across countries, and propose improvements to the system.

Risk, Compliance & Safeguarding (Data & Content) professionals ensure adherence to regulatory standards and organizational policies while safeguarding sensitive information. They assess data handling practices, monitor compliance with privacy laws, and implement robust safeguards to mitigate risks. Responsibilities include conducting audits, developing policies, and providing training to mitigate potential threats. Additionally, they collaborate with cross-functional teams to enforce security protocols and maintain data integrity. Candidates must possess expertise in regulatory frameworks, strong analytical skills, and a commitment to upholding ethical practices.
