Purpose

The Regional Protection Field Officer plays a pivotal role in the strategic planning, execution, and assessment of protection initiatives—including Detention Management, Civilian Population Protection, and Family Links Protection—across Djibouti, Kenya, and Tanzania.

Reporting to the Regional Protection Coordinator, the Protection Field Officer will serve as the primary legal authority for all protection-related initiatives and operations within the department.

Responsibilities include overseeing key operational functions and ensuring adherence to established standards and procedures. The role involves managing day-to-day activities, coordinating team efforts, and maintaining compliance with relevant regulations. Additionally, the position requires monitoring performance metrics, identifying areas for improvement, and implementing strategic initiatives to enhance efficiency and productivity. Strong leadership, analytical skills, and a results-driven mindset are essential for success in this capacity.

Monitor and contribute to the compilation and evaluation of data concerning the Protection of Civilian Populations (PCP), ensuring adherence to relevant legal standards such as International Humanitarian Law (IHL) and International Human Rights Law (IHRL).

Facilitate the identification and engagement of essential stakeholders participating in Patient-Centered Practice (PCP) initiatives.

Support the organization and implementation of dissemination and training initiatives aimed at military and police personnel concerning International Humanitarian Law (ILL), International Human Rights Law (IRL), as well as the CRC’s mandate and operational activities.

Conduct legal research and analysis to underpin the development and execution of Protection and Family Links (PFL) initiatives, particularly concerning migration-related matters and cases involving missing persons.

Support the evaluation of Kenya’s correctional system by analyzing the legal and regulatory frameworks that oversee detention practices.

Conduct comprehensive evaluations of judicial safeguards and criminal justice procedures while curating and updating a current repository of legal and detention-related reference materials.

Translate official documents, training materials, and written correspondence between English and Kiswahili, while also offering interpretation services during training sessions, meetings, and detention facility visits.

Act as the primary liaison on data protection issues, fostering and sustaining collaborations with pertinent authorities, Movement partners, and humanitarian organizations.

Assist in the preparation and evaluation of Data Sharing Agreements, working alongside the CRC Data Protection Office to ensure compliance and accuracy.

Leverage your legal and protection expertise to support the execution of the Delegation’s Humanitarian Diplomacy Engagement Plan.

Represent and champion CRC protection initiatives to a diverse range of national and international stakeholders, encompassing government officials, UN bodies, and non-governmental organizations.

Foster and sustain productive collaborations with pertinent authorities and key protection stakeholders to advance humanitarian goals.

Seeking candidates with a proven track record of relevant work experience in the field, demonstrating a minimum of two years of hands-on involvement in a professional capacity. Ideal applicants will have successfully fulfilled similar roles, showcasing the ability to meet job demands with competence and efficiency.

A recognized university must confer a Bachelor of Laws (LLB) degree.

Minimum of three to five years of professional experience in a comparable role within a fast-paced setting is required.

A minimum of two years of professional experience in International Human Rights Law or International Humanitarian Law is required.

Proficiency in collaboration with international organizations is considered advantageous.

Capable of establishing and maintaining a robust network of influential relationships.

Proven ability to negotiate effectively and communicate clearly and persuasively.
