Purpose

The Regional Protection Field Officer plays a key role in developing, executing, and evaluating protection strategies and initiatives—such as Detention Monitoring, Civilian Population Protection, and Family Links Activities—across Djibouti, Kenya, and Tanzania.

Under the guidance of the Regional Protection Coordinator, the Protection Field Officer will serve as the primary legal authority for all protection-related objectives and initiatives within the department.

Accountabilities & functional responsibilities encompass the essential duties and expected outcomes associated with this role. The position requires a dynamic professional capable of managing multiple priorities while ensuring adherence to organizational standards and deadlines. Key responsibilities include strategic planning, operational execution, and performance monitoring to drive efficiency and achieve business objectives. Additionally, the role demands strong analytical skills, effective communication, and collaboration across departments to foster alignment and continuous improvement. Proficiency in relevant tools and methodologies, along with a commitment to professional development, is essential for success in this position.

Monitor and enhance the gathering and evaluation of data concerning the Protection of Civilian Populations (PCP), ensuring adherence to relevant legal standards such as International Humanitarian Law (ILL) and International Human Rights Law (IRL).

Provide assistance in identifying and engaging essential stakeholders participating in PCP initiatives.

Provide support in organizing and executing dissemination and training initiatives targeting military and police personnel on International Humanitarian Law (ILL), International Human Rights Law (IRL), and the principles and operational activities of the International Committee of the Red Cross (CRC).

Conduct legal research and analysis to facilitate the execution of Protection and Family Links (PFL) initiatives, with a specific focus on matters pertaining to migration and individuals reported as missing.

Assist in evaluating Kenya’s correctional system, with emphasis on the legal and regulatory frameworks that oversee incarceration.

Conduct thorough evaluations of judicial safeguards and criminal justice procedures while curating and updating a comprehensive collection of current legal and detention-related reference resources.

Professional rewriting:

Convert official documents, training materials, and correspondence between English and Kiswahili, while offering interpretation services during training sessions, meetings, and detention facility visits.

Act as a central figure in data protection initiatives, cultivating and sustaining key relationships with regulatory bodies, Movement partners, and humanitarian organizations.

Collaborate with the CRC Data Protection Office to draft and review Data Sharing Agreements.

Provide specialized legal and protection guidance to support the execution of the Delegation’s Humanitarian Diplomacy Engagement Plan.

You will serve as a liaison to advocate and advance CRC protection initiatives among a diverse range of national and international stakeholders, such as governmental bodies, United Nations entities, and nongovernmental organizations.

Foster and sustain productive collaborations with pertinent authorities and humanitarian stakeholders to advance organizational humanitarian goals.

Required is substantial professional experience in a relevant field.

A recognized university must award a Bachelor of Laws (LLB) degree.

Minimum requirement is three to five years of professional experience in a comparable field, preferably within a fast-paced organizational setting.

A minimum of two years of professional experience in International Human Rights Law and/or International Humanitarian Law is required.

Proficiency in collaborating with international organizations is considered an advantageous qualification.

Capable of establishing and maintaining a robust network of influential professional relationships.

Effective interpersonal and negotiation abilities are essential, along with strong communication skills.
