Purpose

The Regional Protection Field Officer plays a key role in the strategic planning, execution, and evaluation of protection initiatives—such as Detention Monitoring, Civilian Population Protection, and/or Family Links Protection—across Djibouti, Kenya, and Tanzania.

Under the guidance of the Regional Protection Coordinator, the Protection Field Officer will serve as the primary legal authority for all protection-related objectives and initiatives within the department.

Oversee designated functional areas and ensure they achieve operational objectives through strategic planning and execution. Develop and implement policies, procedures, and performance metrics to enhance efficiency and compliance. Collaborate with cross-functional teams to align activities with organizational goals. Monitor progress, evaluate outcomes, and provide actionable feedback to drive continuous improvement. Maintain a strong focus on quality assurance, risk management, and regulatory adherence. Lead initiatives to optimize resource allocation and foster innovation within the team.

Monitor and advance the compilation and examination of data concerning the Protection of Civilian Populations (PCP), ensuring adherence to relevant legal standards, such as International Humanitarian Law (ILL) and International Human Rights Law (IRL).

Facilitate the identification and engagement of essential stakeholders participating in Patient-Centered Primary Care (PCP) initiatives.

You will support the organization of dissemination and training initiatives aimed at military and police personnel, focusing on International Humanitarian Law (ILL), International Human Rights Law (IRL), and the CRC’s mandate and operational activities.

Deliver legal assessments to facilitate the execution of Protection and Family Links initiatives, with a focus on matters pertaining to migration and missing individuals.

Provide input into evaluations of Kenya’s prison system, with particular emphasis on the legal and regulatory frameworks that oversee detention practices.

Conduct thorough evaluations of judicial safeguards and criminal justice procedures while curating a current collection of legal and detention-related reference materials.

Translate official documents, training materials, and written correspondence between English and Kiswahili while offering interpretation services during training sessions, meetings, and detention facility visits.

Act as the primary liaison for data protection initiatives, fostering and sustaining key relationships with regulatory bodies, Movement partners, and humanitarian agencies.

Assist in the preparation and verification of Data Sharing Agreements in coordination with the CRC Data Protection Office.

Provide specialized legal and protection-related guidance to support the execution of the Delegation’s Humanitarian Diplomacy Engagement Plan.

Represent and advocate for CRC’s protection initiatives among national and international stakeholders, encompassing government officials, UN entities, and nongovernmental organizations.

Cultivate and sustain productive partnerships with pertinent authorities and protection stakeholders to advance humanitarian goals.

Professional experience is a prerequisite for this role.

A recognized university must confer a Bachelor of Laws (LLB) degree.

A minimum of three to five years of professional experience within a comparable industry, preferably in a fast-paced setting, is required.

A minimum of two years of professional experience in International Human Rights Law, International Humanitarian Law, or a related field is required.

International experience with international organizations is considered a valuable asset.

Capable of cultivating and maintaining a robust network of essential professional relationships.

Possesses strong negotiation and communication abilities to facilitate effective interactions and achieve desired outcomes.
