Purpose
The Regional Protection Field Officer plays a key role in developing, executing, and evaluating protection initiatives—including Detention, Civilian Population Protection, and Family Links—in Djibouti, Kenya, and Tanzania.
As the legal focal point for all protection objectives and activities within the department, the Protection Field Officer will operate under the guidance of the Regional Protection Coordinator.
The role encompasses key accountabilities and functional responsibilities essential to the position. The incumbent will be tasked with overseeing critical operations, ensuring adherence to established protocols and standards. Additionally, they will collaborate with cross-functional teams to drive project execution, monitor performance metrics, and implement process improvements. Responsibilities also include maintaining compliance with regulatory requirements, managing stakeholder relationships, and providing strategic guidance to enhance operational efficiency. The ideal candidate must demonstrate strong analytical skills, leadership capabilities, and a proven track record in delivering measurable results within a fast-paced environment.
Monitor and ensure the ongoing compilation and evaluation of data concerning the Protection of Civilian Populations (PCP), while fostering adherence to relevant legal standards such as International Humanitarian Law (ILL) and International Human Rights Law (IRL).
Facilitate the identification and engagement of essential stakeholders participating in PCP initiatives.
Support the organization and execution of dissemination and training initiatives for military and police personnel regarding International Humanitarian Law (ILL), International Human Rights Law (IRL), and the International Committee of the Red Cross (CRC) mandate and operational frameworks.
Perform legal analysis to facilitate the implementation of Protection and Family Links (PFL) initiatives, with a focus on matters pertaining to migration and missing persons.
Collaborate in evaluating Kenya’s correctional system, with an emphasis on the legal and regulatory structures overseeing imprisonment.
Analyze judicial safeguards and criminal justice procedures while curating and updating a comprehensive collection of legal and detention-related reference materials.
Translate official documents, training materials, and written communications between English and Kiswahili, while also offering on-site interpretation services for training sessions, meetings, and detention facility visits.
Act as a central liaison for data protection initiatives, fostering and sustaining key relationships with regulatory bodies, Movement affiliates, and humanitarian agencies.
Collaborate with the CRC Data Protection Office to draft and review Data Sharing Agreements.
Assist in executing the Delegation’s Humanitarian Diplomacy Engagement Plan by offering specialized legal and protection-related insights.
Engage with national and international stakeholders such as government authorities, UN agencies, and NGOs to effectively represent and advance the protection activities of the CRC.
Foster and sustain productive collaborations with pertinent authorities and key protection stakeholders to advance humanitarian goals.
Required Experience:
A minimum of three years of relevant professional experience is necessary for consideration. Candidates should possess a proven track record of success in a comparable role, demonstrating expertise through hands-on work in the field. Familiarity with industry best practices and the ability to apply them effectively in a dynamic environment are essential. Prior experience in a leadership or mentorship capacity is highly valued, as is a deep understanding of the core responsibilities and challenges associated with this position.
A recognized university must award a Bachelor of Laws (LLB) degree.
Minimum of three to five years of professional experience in a comparable role within a fast-paced setting is required.
A minimum of two years of professional experience in International Human Rights Law, International Humanitarian Law, or a closely related discipline is required.
Proficiency in collaborating with international organizations represents a valuable asset for this role.
Capable of cultivating and maintaining strong relationships with essential stakeholders and industry professionals.
Exceptional proficiency in negotiation and communication is essential.
