Under the guidance of the Data Analytics Team Lead, the Program Policy Officer (Data Analyst) – NOA will undertake the following key deliverables:

Enhancing targeting accuracy and bolstering decision-making capabilities through precise analysis and strategic insights.

Develop and implement a data-driven framework to improve the identification and prioritization of vulnerable individuals for assistance.

Design, implement, and sustain analytical tools that monitor, identify, and document individuals slated for assistance but subsequently excluded from the monthly distribution cycle.

Strengthen anomaly detection and assurance capabilities to proactively identify deviations and ensure system integrity.

Lead data-driven assurance initiatives by detecting and highlighting discrepancies within corporate systems, namely SCOPE, COMET, and WINGS, while maintaining precise reconciliation of transfer and program data.

Establish and sustain in-kind reconciliation processes across multiple platforms, including COMET, SCOPE, and LESS.

Support Area Offices by overseeing anomalies in Payment Lists through the Redemption and Enrollments Dashboard, maintaining strict adherence to corporate policies and procedures.

Responsibilities include supervising deduplication procedures to promptly suspend biometric duplicates and maintain accurate reporting standards for senior management. Additionally, refine and reinforce existing business rules to eliminate the risk of new duplicate entries across all delivery systems.

Ensure the efficient and precise execution of delivery cycles to maintain punctual and accurate fulfillment of orders, thereby enhancing overall operational performance and customer satisfaction.

Develop and maintain a dynamic visualization tool to provide near real-time insights into delivery cycle progress, encompassing completed cycles, critical milestones, and the current status of delivery operations across respective Area Offices.

Develop and maintain dynamic dashboards and analytical tools designed to track program performance and beneficiary trends, enabling the transformation of intricate datasets into comprehensible, actionable insights for program teams and regional offices.

Operational enhancement through reporting and automation is required to drive informed decision-making and process efficiencies.

Working closely with the Program, Supply Chain, and Cooperating Partner Management units, you will be responsible for preparing monthly reports—including transfer and programmatic reconciliation reports—which require approval from the Country Director, Deputy Country Directors, Head of Programs, and Head of Supply Chain.

Collaborate with Activity Units to ascertain reporting requirements, then design and implement automated reports, dashboards, and data visualization tools that succinctly convey insights and facilitate informed, data-driven decision-making.

Capacity building initiatives and enhanced data literacy programs are being implemented at CO and AOS to strengthen organizational capabilities and inform decision-making processes.

Engage collaboratively with the Chief Operating Officer (CO) and Administrative Officer (AO) teams to assess their data requirements and ensure alignment with organizational objectives.

Develop analytical products integral to operational decision-making processes, ensuring comprehensive data analysis and insights to drive strategic business outcomes.

Provide training and support to CO and AO staff regarding data extraction, utilization, and interpretation to enhance their capabilities and promote independent, data-driven decision-making.

Ensure strict adherence to WFP’s data governance, privacy, and security policies, protecting confidential information and upholding the highest ethical standards in data utilization.

To foster ongoing professional development, actively pursue learning opportunities to stay current with advancements in data analytics tools, systems, and methodologies, thereby driving innovation and enhancing delivery solutions.

Deliver prompt and precise assistance for ad hoc data analysis and extraction requests from IDM & Delivery, Delivery, Program, and other divisions, in addition to fulfilling any other IDM & Delivery- or data analytics-related tasks as directed to align with operational priorities.

An advanced university degree in data science, computer science, information systems, mathematics, statistics, or a related scientific or analytical field is required. Alternatively, candidates with a first university degree may qualify if they possess additional years of pertinent professional experience and/or have completed relevant training or coursework.

With experience in the field, candidates should possess a strong background in relevant industry practices and methodologies, enabling them to effectively contribute to team objectives and deliver measurable results. Proficiency in key technical skills, problem-solving abilities, and a commitment to continuous learning are essential to thrive in this dynamic environment. Prior hands-on experience in similar roles or projects is highly valued, as it demonstrates adaptability and a proven track record of success. Additionally, familiarity with industry standards, tools, and emerging trends ensures candidates can stay ahead in a competitive landscape.

With a minimum of one (1) year of relevant experience, candidates must hold an advanced university degree, or alternatively, possess a first university degree along with at least three (3) years of hands-on experience in data analytics, reconciliation, identity management, operational dashboards, or closely related disciplines.

Fluency in both written and spoken English and Spanish is essential for this role.

Proficient in both English and Somali, with strong fluency in written and verbal communication.

Required knowledge and skills include proficiency in relevant software applications, strong analytical abilities, and excellent communication skills. Candidates must demonstrate a solid understanding of industry regulations and compliance standards. Additionally, experience in project management and the capacity to work collaboratively within a team environment are essential. Familiarity with data analysis techniques and the ability to interpret complex information are also necessary. Prior experience in a similar role is preferred, along with a commitment to continuous learning and professional development.

Required is expertise in SQL, Power BI/Tableau, and data modelling.

Proven expertise in data cleaning, validation processes, and anomaly detection techniques is essential.

Proficiency in SCOPE datasets and humanitarian program workflows is strongly preferred.
