This role entails providing assistance in drafting project proposals and facilitating resource mobilization to ensure the effective implementation of decisions and recommendations from intergovernmental bodies, in coordination with UNEP’s substantive divisions.
Drafts or supports the drafting of agreements and contracts in collaboration with government bodies, non-governmental organizations (NGOs), and other public and private stakeholders. Delivers expert advisory services and demonstrates thought leadership.
Handles various environmental law and governance issues, constitutional, international, public, and administrative law matters, including the interpretation and application of Multilateral Environmental Agreements (MEA’s) at the national level, as well as their synergies. Addresses constitutive, legislative, and other instruments governing United Nations activities and operations in relation to UNEP, in consultation with senior Legal Officers and other relevant colleagues. Also tackles emerging issues, such as circularity across value chains, in collaboration with other UNEP staff members.
Drafts or co-drafts comprehensive background papers, studies, reports, legislative drafts, and accompanying commentaries within the domains of environmental law and international law. Additionally, develops educational materials tailored to these specialized legal fields as required.
Prepares or aids in drafting legal opinions and counsel on diverse international public law and environmental law matters, encompassing the United Nations Charter, resolutions from the General Assembly and the United Nations Environment Assembly (NEA), as well as the interpretation and implementation of multilateral environmental agreements (MEA’s). This includes addressing complex issues such as privileges and immunities, institutional matters, treaty law and negotiation practices, procedural challenges encountered in engagements with United Nations bodies, and the constitutional and administrative legal framework governing the Organization, particularly in relation to UNEP.
Develops and coordinates environmental law seminars and symposia, or provides support in their planning and execution, and delivers presentations on diverse legal topics during these events.
Assists or collaborates with senior staff in managing intergovernmental meetings, negotiations, conferences, committees, expert groups, and other entities—such as the NEA—by preparing foundational documents, compiling delegation perspectives and issue summaries, and drafting meeting reports.
Offers counsel on matters pertaining to administrative law, furnishing guidance and insights based on thorough research and analytical evaluation.
