Administers programs focused on legal technical assistance and capacity-building initiatives in environmental law governance, aligned with the Montevideo Program and sustainability and circularity objectives. This involves contributing to the development of project proposals and executing resource mobilization efforts to support the implementation of decisions and recommendations from intergovernmental bodies, in partnership with UNEP’s substantive Divisions.
Prepares or collaborates on the drafting of agreements and contracts involving governmental bodies, non-governmental organizations (NGOs), and various public and private stakeholders. Also provides expert advisory services and demonstrates thought leadership in the field.
Responsible for addressing diverse legal and governance matters encompassing environmental law, constitutional law, international law, public law, and administrative law, with a focus on the interpretation and implementation of Multilateral Environmental Agreements (MEA’s) at the national level. Collaborates with senior Legal Officers and other colleagues to assess synergies among MEA’s and evaluate constitutive, legislative, and operational instruments governing United Nations activities and operations, particularly concerning UNEP. Also engages in consultations to address emerging issues, such as circularity across value chains, ensuring alignment with UNEP’s strategic priorities.
Drafts or collaborates on initial versions of background papers, studies, reports, legislative texts, and their corresponding commentaries, as well as educational materials focused on environmental law and international law.
Prepares or supports the development of legal opinions and guidance on diverse international public law and environmental law matters, encompassing the United Nations Charter, resolutions and decisions from the General Assembly and the United Nations Environment Assembly (NEA), as well as the interpretation and implementation of Multilateral Environmental Agreements (MEA’s). Addresses key legal concerns, including privileges and immunities, institutional matters, treaty law and practice, procedural challenges encountered in engagements with United Nations bodies, and constitutional and administrative provisions of the Organization as they pertain to UNEP.
Organizes and, when required, collaborates in the planning of environmental law seminars and symposia, and delivers presentations on a range of pertinent legal topics during these events.
Assists senior colleagues by supporting intergovernmental meetings, negotiations, conferences, committees, expert groups, and other bodies—including the NEA—through the preparation of background materials, issue summaries, delegation viewpoints, and meeting reports.
Offers expert legal counsel regarding administrative issues while delivering comprehensive research and analysis support.
Conducts in-depth legal research and analysis, preparing comprehensive studies, comparative analyses, briefs, reports, and correspondence in environmental law and governance, with a focus on circularity across value chains.
Conducts thorough examinations of legal documents, instruments, or related materials, meticulously identifying key issues, patterns, and discrepancies.
The incumbent is responsible for gathering and interpreting data to uncover trends and patterns, delivering actionable insights through comprehensive visual representations such as graphs, charts, tables, and detailed reports, all produced via advanced data visualization techniques to support strategic planning, informed decision-making, and effective presentation and reporting.
Offers mentorship and support to less experienced colleagues, fostering their professional growth and development.
Assumes additional responsibilities or tasks as directed, ensuring all assigned duties are executed efficiently and in alignment with organizational objectives.
Education
A Master’s degree or equivalent advanced university qualification in international environmental law, or a related discipline with a focus on environmental law coursework, is mandatory.
A first-level university degree, supplemented by relevant professional experience, may be considered equivalent to an advanced university degree.
Completion of both degree and nondegree programs in data analytics, business analytics, or data science is preferred.
