The Opportunity
We are in search of a seasoned Humanitarian Needs Assessment Specialist with a proven track record to enhance the quality, consistency, and effectiveness of needs assessments throughout our humanitarian initiatives.
This fast-paced position will assist Country Offices in developing and executing rigorous, ethical humanitarian needs assessments in real time, positioning Plan International to create impactful programs, secure essential funding, and address the needs of the most vulnerable children—particularly girls.
Positions in this role require extensive worldwide travel and frequent deployments to humanitarian emergencies, frequently on short notice.
Oversee and execute strategic initiatives aimed at optimizing operational efficiency, ensuring alignment with organizational goals. Develop and implement innovative processes to enhance productivity and maintain high standards of quality across all departments. Lead cross-functional teams to foster collaboration and drive continuous improvement through data-driven decision-making. Serve as a liaison between senior management and staff, facilitating transparent communication and ensuring adherence to company policies and procedures. Monitor performance metrics to identify trends, address inefficiencies, and implement corrective actions as needed. Provide mentorship and professional development opportunities to cultivate a high-performing workforce. Ensure compliance with industry regulations and internal controls while promoting a culture of accountability and excellence.
You will:
Design and refine accessible tools, resources, and frameworks to facilitate efficient, cross-sectoral needs assessments.
Integrate gender, child protection, disability inclusion, and age considerations into all assessments, adhering rigorously to Sphere and Core Humanitarian Standard guidelines.
Assist Country Offices in producing high-standard assessment reports tailored to meet the expectations of donors, clusters, and peer agencies.
Deliver tailored needs assessment training programs designed to enhance organizational capacity and capability.
Collaborate effectively with the MERL and Digital teams to drive the adoption of digital data collection tools and ensure alignment with monitoring and evaluation frameworks.
For deployment to field offices, you will travel for periods of up to four months to provide hands-on assistance with assessment design and execution.
Plan International is expected to be represented in inter-agency coordination forums, specifically within Age-related networks.
Support fundraising, advocacy, and influencing teams by transforming assessment data into engaging insights and strategic deliverables.
Enhance coordination with donor stipulations, particularly ECHO submissions throughout HIP cycles.
Compile a comprehensive annual global analysis of assessments along with evolving humanitarian trends.
To integrate safeguarding, child protection, and gender equality policies comprehensively across all activities and initiatives.

Possesses extensive experience in gender analysis and effectively incorporating protection and inclusion considerations into assessments.
Experienced in designing and executing training programs with measurable outcomes.
Possesses comprehensive knowledge of donor expectations alongside established humanitarian standards, including Sphere, CHS, CPMS, and KNEE.
Proficiency in leveraging digital platforms for gathering and interpreting data is required.
Demonstrates exceptional analytical capabilities, strong coordination proficiency, and the ability to produce well-structured reports.
Must be prepared to mobilize promptly and perform effectively in demanding circumstances.
Desirable:
Proven track record in assisting with the preparation of funding proposals or donor submissions.
Proficiency in crafting persuasive messaging to advocate for or influence key stakeholders based on insights derived from comprehensive assessments is essential.
Collaboration with external partners and organizations is required.
Proficiency in English is essential, with fluency in French, Spanish, or Arabic considered a strong advantage.
