At the heart of this initiative lies Primary Health Care (PHC), which forms the foundation of our strategy by serving as the initial point of contact for individuals within the healthcare system and acting as a pivotal mechanism for delivering essential services throughout all stages of life.

The Kenya Primary Health Care Strategic Framework (2019–2024) and the Primary Care Networks (PCN) Guidelines (2021) have played a pivotal role in advancing this initiative by facilitating the restructuring of service delivery, reinforcing community and primary-level health systems, and enhancing referral linkages.

The Ministry of Health has implemented a range of health reforms, such as digital health initiatives, health financing mechanisms (including social health insurance and facility improvement financing), and the Primary Health Care (PHC) Act, among others, to advance progress toward universal health coverage (UHC). Key accomplishments encompass the expansion of well-equipped and digitally integrated community health promoters, improved access to essential services through multidisciplinary PHC teams, the broadening of integrated service delivery models, and strengthened coordination across all levels of the Kenya Essential Package for Health (KEPT) care framework as part of broader sector-wide reforms.

The objective of this technical support consultancy role is to deliver expert assistance in resolving complex technical issues, ensuring optimal system functionality and minimizing downtime for clients. The position requires a deep understanding of IT infrastructure, troubleshooting methodologies, and customer service best practices. Key responsibilities include diagnosing hardware and software problems, providing timely and effective solutions, and maintaining detailed records of support interactions for future reference. Additionally, the role involves collaborating with cross-functional teams to identify trends in recurring issues and recommend preventive measures to enhance overall system reliability. Strong communication skills, problem-solving abilities, and a proactive approach are essential for success in this position.

The objective of the technical support consultancy is to deliver timely and strategic assistance to the Ministry of Health of Kenya’s Directorate of Primary Health Care, enabling the conduct of an end-term review of the Kenya Primary Health Care Strategic Framework (KPHCSF 2019-2024). This review seeks to assess progress in achieving the framework’s defined strategic directions and objectives. Critical components of the assignment involve establishing a robust methodology for the end-term review, conducting a desk review of pertinent policies, strategies, guidelines, and plans, performing field assessments and stakeholder consultations, analyzing key pillars, synthesizing lessons learned, and producing a draft end-term review report.

The Ministry of Health (MOH) seeks to conduct a thorough evaluation of milestones, targets, and key performance indicators as defined in the strategic framework, integrating both primary and secondary data sources with extensive stakeholder involvement. This engagement will be facilitated through a designated steering committee, a technical working group, and broader consultations at national and county levels. The assessment must capture progress and key learnings from the implementation phase while addressing the evolving health landscape, shaped by ongoing reforms in the public sector and health sector at both national and county tiers. A senior consultant with proven expertise and unwavering commitment is essential for this role, possessing substantial experience in reviewing the implementation of government policies and strategies, particularly in primary health care (PHC) and universal health coverage (UHC) within Kenya or comparable settings.

Oversee and execute fundamental duties and responsibilities essential to the role, ensuring alignment with organizational objectives and operational standards. Perform a range of tasks encompassing both routine and specialized functions, contributing to the efficiency and effectiveness of departmental workflows. Address and resolve challenges as they arise, maintaining productivity while upholding quality benchmarks. Collaborate with cross-functional teams to streamline processes, enhance performance, and achieve key performance indicators. Maintain accurate documentation, adhere to compliance protocols, and support continuous improvement initiatives within the team or organization.

To facilitate the development and execution of a robust methodology for conducting a credible end-term review (ETR) of the Kenya PHC Strategic Framework 2019–2024 and its accompanying PCN guideline 2024, the role involves preparing an inception report that outlines the proposed ETR approach, with particular emphasis on efficient data collection, a thorough assessment of key achievements, participatory fieldwork engagement with Ministry of Health (MOH) leadership and county-level stakeholders, a consultative process, and the timely submission of the final ETR report.

Develop comprehensive data collection instruments, strategically blending primary research methods—including focus group discussions (FGDs), key informant interviews (Kids), and survey questionnaires—with secondary data extraction from sources such as THIS, Echos, LUIS, and GIS mapping of PCNs, to effectively address Correlated inquiries.

Prepare a comprehensive ETR ethics submission package that includes the research protocol and all necessary supporting documents.

Conduct training sessions for data collectors and actively engage in field data collection while ensuring the quality and integrity of ETR datasets.

Oversee data management initiatives, encompassing dataset curation, alongside conducting thorough data analysis and compiling the ETR Report in collaboration with essential stakeholders.

Prepare and, where feasible, present tailored summary briefings to designated audiences, synthesizing critical insights and actionable recommendations for review by key decision-makers.

Revise the ETR report in alignment with stakeholder input, then finalize and submit the updated ETR report along with the associated underlying data in a mutually agreed format with the MOH and collaborating partners.

Engage the Ministry of Health, collaborators, the Council of Governors, and county representatives to guarantee their optimal and purposeful involvement in the ETR process.

Perform any supplementary duties as directed by the Director of Primary Health Care, the designated authority, or those acting under their delegated power.

Key Qualifications

Possesses a Bachelor’s degree in Computer Science, Engineering, or a closely related field. Demonstrates at least five years of hands-on experience in software development, with proficiency in multiple programming languages such as Java, Python, or C++. Familiarity with cloud platforms (e.g., AWS, Azure) and DevOps practices is essential. Exhibits strong problem-solving skills and the ability to work collaboratively in a fast-paced environment. Strong communication skills are required to convey technical concepts to non-technical stakeholders. Knowledge of agile methodologies and version control systems (e.g., Git) is a must.

A master’s degree or higher in public health, biostatistics, public policy, epidemiology, or a closely related discipline is mandatory.

Applicants must possess at least a decade of continuous, practical experience in analyzing and assessing national public health initiatives, policies, and strategic frameworks, specifically within Kenya or comparable settings.

Proficiency in assessing Primary Health Care (PHC) strategies, policies, or plans is highly advantageous.

Delivers a consistent history of successful partnerships with the Ministry of Health in Kenya.

Experienced in the preparation, drafting, and review of evaluation and assessment reports.

Membership verification or professional affiliation with an evaluation society, or participation in health systems and policy research networks, may provide a competitive advantage in the selection process.

Proficiency in statistical techniques, mixed-methods research, or qualitative methodologies is required, along with the ability to manage and process data efficiently through online or digital platforms.

Demonstrated expertise in fostering productive stakeholder relationships and employing participatory methodologies to drive collaborative outcomes.

Demonstrates exceptional communication skills, adept at articulating complex technical details in a clear and concise manner.

Proficiency in both spoken and written English and Kiswahili is essential. The role involves submitting monthly progress reports, each accompanied by a well-defined plan for the subsequent month.
