Omentum, a premier provider of sophisticated engineering, technical, and professional services to the US government, allied nations, and vital infrastructure sectors worldwide, is currently recruiting a ICAP Mapping Technician to contribute to a specialized US Navy initiative situated on the island of Diego Garcia.

Our position involves overseeing key operational tasks, collaborating with cross-functional teams, and ensuring adherence to established procedures. The role requires meticulous attention to detail for executing assigned duties, maintaining accurate records, and supporting internal processes. Additionally, you will assist in monitoring performance metrics, identifying opportunities for improvement, and contributing to strategic initiatives aligned with organizational goals. Strong analytical abilities, effective communication skills, and a commitment to excellence are essential for success in this role.

Revise and preserve utility maps, schematics, and one-line diagrams to align with current conditions or modifications derived from As-Built drawings, completing the task within a 10-day calendar period following receipt of notification or identification of changes.

Ensure that all updated maps incorporate revision dates, adhering to governmental regulations and established documentation protocols.

Ensure that utility maps are consistently maintained in the government-prescribed format to uphold the continuity and accuracy of all deliverables.

Leverage NAV FAC ArcGIS software to produce, refine, and maintain utility system maps in GIS format, guaranteeing data compliance with the Data Collection Guide (DCG) and establishing the dataset as the authoritative source for utility mapping.

Extract utility system AutoCAD drawings from GIS datasets, maintaining precise formatting and operational integrity.

Maintain and oversee features utilizing the most current NAV FAC NDM release.

Ensure that GIS data quality meets the established standards of the NAV FAC and NSF DG Utilities Department by coordinating requirements proficiently.

Promptly deliver revised utility system maps, schematic illustrations, and single-line diagrams in response to requests, ensuring swift execution to uphold operational efficiency.

Submit utility system maps, schematics, drawings, and any pertinent documentation to the Technical Library, ensuring adherence to Section F requirements.

Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to validate mapping requirements, ensuring they meet specified accuracy standards and align with established project guidelines.

Conduct thorough quality assurance and control reviews of GIS data and utility maps to verify accuracy, dependability, and adherence to regulatory standards.

Minimum qualifications include a bachelor’s degree in computer science, engineering, or a related field, along with at least three years of hands-on experience in software development or a comparable technical role. Proficiency in programming languages such as Python, Java, or C++ is required, along with familiarity with software development methodologies like Agile or Scrum. Strong analytical skills and the ability to troubleshoot complex technical issues are essential. Excellent communication skills are necessary to convey technical concepts to both team members and stakeholders. Candidates must demonstrate a commitment to continuous learning and staying updated with emerging technologies. The position may require occasional travel for team meetings, client consultations, or industry conferences.

Seeking candidates with one to three years of hands-on experience in GIS mapping, utility mapping, or comparable technical drafting roles.

A minimum of a high school diploma or its equivalent is required.

Demonstrated expertise in NAV FAC ArcGIS software, AutoCAD, and associated GIS mapping applications is required.

Proven ability to modify maps, schematics, and diagrams in accordance with As-Built changes and current site conditions.

Possesses a comprehensive grasp of GIS data management principles and protocols, with a commitment to meeting Data Collection Guide (DCG) compliance standards.

Proven expertise in interpreting and developing utility system maps and schematics.

Highly detail-oriented with robust analytical and organizational capabilities, ensuring precision in GIS mapping and documentation.

Proficient in utilizing Microsoft Office Suite and additional data management software solutions.

Must possess a valid passport and be prepared to travel internationally as required.

The position requires a passport that remains valid for a minimum of one year from the date of hire.

A work visa, if mandated by the U.S. Department of State Foreign Clearance Guide, is required for this position.

Intermediate to advanced proficiency with NAV FAC GIS, AutoCAD, and NDM software, including the ability to generate map exports, is required.

Individuals should possess prior experience in aligning GIS and mapping specifications with the requirements of a Utilities Department, or alternatively, have worked within a military or governmental setting.

Proficiency in adhering to NAV FAC standards for utility mapping and the submission of diagrams is required.
