POSITION OVERVIEW

The Team Leader will function as the principal technical authority and overall supervisor of the MEAL delivery team, ensuring the integrity and excellence of all MEAL deliverables from initiation to final Edline evaluation. This role entails comprehensive responsibility for the quality, timeliness, and methodological rigor of the assigned products. Collaboration with the designated MEAL focal point on the client team will be essential to synchronize work planning, methodological approaches, and reporting standards. Additionally, the Team Leader will act as the primary representative of the MEAL team in high-level engagements with donors and program stakeholders.

Oversee and execute critical duties including strategic planning, team leadership, and project management to ensure organizational objectives are met. Develop and implement policies, processes, and systems to enhance operational efficiency and compliance with industry standards. Collaborate with cross-functional teams to align initiatives with company goals and foster innovation. Monitor performance metrics, analyze data, and provide actionable insights to drive continuous improvement. Manage stakeholder relationships, including clients, vendors, and senior leadership, to maintain strong partnerships and deliver exceptional results. Ensure adherence to legal, regulatory, and ethical guidelines while promoting a culture of accountability and excellence.

Lead the development and refinement of all evaluation and assessment methodologies, ensuring the effective operationalization of the program’s Results Framework indicators for Baseline, Midline, and Edline evaluations.

Responsibilities include leading and ensuring the integrity of the entire third-party monitoring process, which encompasses the creation and authorization of verification tools, key informant interview guides, focus group discussion protocols, and data quality assurance procedures.

Ensure the rigor of methodology and contextual relevance in all key assessment outputs by conducting primary data collection, reviewing secondary data sources, and applying triangulation techniques.

Spearhead the design and implementation of social network analysis (SNA) within the Midline and Edline assessment cycles.

Prepare comprehensive Baseline, Midline, and Edline evaluation reports, incorporating detailed case studies for each key assessment across both geographical and thematic dimensions.

Ensure all quarterly third-party monitoring reports undergo rigorous quality assurance reviews and receive final approval, with a focus on verifying that findings are analytically valid, evidence-backed, and free from substantial inaccuracies.

Provide assistance in organizing and jointly facilitating bi-annual Outcome Harvesting sessions alongside program implementing partners, with duties encompassing agenda preparation, creation of digital facilitation tools, and synthesis of findings into concise learning briefs.

Facilitate the joint execution of annual in-person learning events alongside implementing partners and the donor, guiding group discussions on thematic or geographic learning gaps as assigned.

Oversee the technical teams throughout the data collection and analysis processes, including Research Officers, Field Coordinators, and GIS Analysts.

Collaborate with the Communications Officer to transform MEAL activity outcomes into clear, contextually relevant communication materials.

Compile and present structured findings to the program management team, the donor, and the advisory board as deemed necessary through formal presentations.

To ensure comprehensive documentation, oversee the preparation and upkeep of a detailed inception report outlining the team’s methodology for all MEAL components, established timelines, communication frameworks, DESI integration strategy, and risk management protocols.

Seeking a highly motivated individual with a proven track record in the field, possessing a minimum of [X] years of relevant experience. With a minimum of ten years of progressively responsible experience, you have led the design and implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities within the Somali context.

An advanced academic qualification at the postgraduate level, specifically a Master’s degree or its equivalent, in social sciences, development studies, political science, international relations, economics, or a closely aligned field is required.

Proven proficiency in assessment techniques, encompassing quantitative and qualitative methodologies, integrated mixed-methods frameworks, and collaborative participatory strategies.

Proven expertise in performing or managing social network analysis within intricate social or political environments is required. Candidates with prior experience in Social Network Analysis (SNA) within the Somali governance context will be particularly favored.

Demonstrates a strong history of implementing conflict-sensitive and gender, equality, and social inclusion (DESI)-responsive Monitoring, Evaluation, Accountability, and Learning (MEAL) initiatives, supported by a proven ability to tailor tools and methodologies to fragile and politically sensitive operational contexts.

Proven track record in leading and overseeing field-based teams comprising analysts and research officers, particularly in environments with access restrictions.

With a proven track record in preparing evaluation reports, learning briefs, and monitoring outputs, experience is required with bilateral donors, multilateral agencies, or international NGOs (supporting documentation should be provided where applicable).

Experienced in delivering evaluation findings to senior representatives from donor organizations and government agencies.

Proficiency in Outcome Harvesting or comparable emergent and contribution-focused evaluation methodologies specifically applied to governance programming is required.

Proficiency in European Union (Denmark, Norway, or Sweden) development cooperation priorities and evaluation frameworks would be highly advantageous.
