The Senior Grants and Compliance Officer at DREAM will facilitate the seamless administration and oversight of the DREAM Grant and its associated Sub-grants, a program supported by the Mastercard Foundation. This position offers operational and technical assistance to the DREAM Senior Manager, Pan Africa, in managing the complete lifecycle of the DREAM Award while ensuring strict compliance with contractual, legal, donor, and financial mandates. Responsibilities encompass grant reporting, budget tracking, subgrantee supervision, and leading audit preparations to uphold transparency and accountability.

RIO Sub-Award Management & Administration encompasses the oversight and coordination of sub-award agreements stemming from prime awards, ensuring compliance with regulatory standards, sponsor requirements, and institutional policies throughout the award lifecycle. This role involves the meticulous administration of sub-award budgets, reporting obligations, and financial reconciliations, as well as the facilitation of communication between the prime awardee, sub-recipients, and relevant stakeholders. Key responsibilities include negotiating terms, monitoring performance, and ensuring timely and accurate disbursement of funds while maintaining rigorous documentation and audit readiness. Proficiency in federal regulations, such as Uniform Guidance (2 CFR 200), and experience with sponsored research administration are essential, along with strong analytical, organizational, and interpersonal skills to navigate complex compliance landscapes and foster collaborative partnerships.

Direct oversight of the entire sub-grant lifecycle is required, encompassing the development and issuance of Requests for Applications (RFA’s), conducting thorough pre- and post-award evaluations, drafting formal agreements, and executing comprehensive close-out procedures.

Process sub-grantee cash disbursements while verifying that financial requests comply with the terms outlined in approved sub-agreements and budgets.

Ensure adherence to regulatory standards and mitigate potential risks through comprehensive donor compliance and risk management protocols, safeguarding organizational integrity and donor trust.

Ensure strict compliance of all sub-award documentation and activity execution with donor-established regulations and guidelines.

Capacity Building & RLO Support:

Develop and deliver tailored training initiatives for partners, focusing on financial management, reporting protocols, and regulatory compliance.

Perform routine site inspections and random audits to assess the effectiveness of sub-grantee performance and internal control measures.

Perform organizational capacity assessments (OAS) to evaluate the suitability of prospective sub-grantees before disbursing funding.

Audit Readiness and Record Keeping: Ensure all financial records, transactions, and supporting documentation are meticulously organized, accurate, and readily accessible to facilitate seamless audits. Maintain strict adherence to regulatory standards and internal policies to uphold compliance. Prepare and review audit schedules, coordinate with auditors, and promptly address any findings or discrepancies. Additionally, implement robust record-keeping systems to track changes, approvals, and historical data for transparency and accountability.

Oversee robust grant management information systems while ensuring meticulous organization and accurate documentation of all contractual materials, reports, and correspondence.

Demonstrates leadership in guiding teams while collaborating effectively across diverse departments to ensure cohesive project execution and alignment with organizational objectives.

Experienced professionals will provide leadership, mentorship, and skill development to junior grants staff, alongside delivering comprehensive training to program teams on grants management, compliance policies, and established procedures.

A professional accounting qualification, such as CPA(K) or ARCA, is required, with a preference for active membership in good standing with IC PAK.

A minimum of five to seven years of hands-on experience in grant management or compliance, preferably within an international nongovernmental organization, is required.

Proficiency in donor relations, particularly with significant institutional contributors, is a fundamental requirement for this role.

Proven expertise in administering sub-grants throughout the entire process, encompassing Requests for Applications (RFA’s), conducting thorough due diligence, performing comprehensive risk evaluations, and maintaining diligent oversight of sub-recipients.

Financial Expertise: Demonstrates strong skills in creating, tracking, and reporting budgets, with direct experience in managing staff salary distribution and implementing cost-sharing strategies effectively.

Proficient in proactively identifying compliance risks, executing thorough audits, and guaranteeing strict alignment with both internal policies and donor mandates.
