The DREAM Senior Grants and Compliance Officer will facilitate the seamless administration and oversight of both the DREAM Grant and Sub-grants, a program funded by the Mastercard Foundation. This position offers operational and technical guidance to the DREAM Senior Manager, Pan Africa, as they manage the entire lifecycle of the DREAM Award while ensuring strict compliance with contractual, legal, donor, and financial requirements. Responsibilities encompass grant reporting, budget tracking, subgrantee supervision, and leading audit preparations to uphold transparency and accountability.

RIO Sub-Award Management & Administration encompasses the oversight and coordination of sub-award processes, ensuring compliance with federal regulations, institutional policies, and sponsor requirements. This role involves administering sub-awards, managing financial reporting, and maintaining accurate documentation to support audit trails and regulatory adherence. Responsibilities include reviewing and approving sub-award agreements, monitoring sub-recipient performance, and resolving discrepancies in financial or programmatic reporting. The position requires a thorough understanding of grant administration, strong organizational skills, and meticulous attention to detail to facilitate smooth operations and mitigate risks associated with sub-award activities.

Lead and oversee the entire sub-grant process, encompassing the Request for Applications (RFA’s), pre- and post-award evaluations, agreement preparation, and the final close-out stages.

Processes cash disbursements for sub-grantees while verifying that all financial requests comply with the terms outlined in approved sub-agreements and corresponding budgets.

Ensure adherence to regulatory standards and mitigate potential risks through comprehensive donor compliance and risk management strategies.

Strict adherence to donor regulations is required for all sub-award documentation and activity implementation.

Tasked with recognizing, recording, and evaluating compliance risks, you will collaborate with stakeholders to design and execute mitigation strategies.

Evaluate sub-grantees’ financial and narrative reports to ensure they are accurate and fully compliant with established frameworks.

Integrate lessons learned, audit recommendations, compliance reviews, and best practices into ongoing and future grants management processes while disseminating key insights to foster institutional learning.

Capacity Building & RLO Support:

Craft and deliver tailored training initiatives for partners focused on financial management, reporting, and compliance.

Perform routine site visits and unannounced inspections to assess the effectiveness of sub-grantee performance and internal control systems.

Perform organizational capacity assessments (OAS) for prospective sub-grantees prior to disbursing funding.

Efficiently manage audit preparations and meticulous maintenance of records to ensure compliance and accuracy.

Maintain robust grant management information systems and oversee the precise organization and filing of all contractual documents, reports, and correspondence.

Enhance internal control frameworks to maintain a state of perpetual audit preparedness. Facilitate and assist with both internal and external audit procedures for sub-grantees.

Duties include monitoring and documenting progress, compiling reports on performance metrics, and maintaining accurate records to ensure accountability and transparency across all operations.

Develop and oversee a unified reporting framework to track donor deliverables and program milestones systematically.

Monitor advancements toward fulfilling grant and subgrant obligations, proactively identifying any potential delays or risks, and overseeing the implementation of necessary corrective measures.

Provide direction to teams and facilitate collaboration across various departments to ensure seamless project execution and alignment with organizational objectives.

Oversee and guide junior grants staff to enhance their performance and capabilities, simultaneously equipping program teams with comprehensive training on grants management, compliance policies, and established procedures.

Collaborate closely with finance teams to refine grant budget proposals, maintain precise expense tracking, and oversee expenditures in alignment with approved budgets to avert potential overspending.

Professional Qualification: Professional accounting qualification such as CPA(K) or ACCA is required; membership in good standing with ICPAK is preferred.

A minimum of five to seven years of progressive experience in grant management or compliance, preferably within the context of an international nongovernmental organization, is required.

Experience with prominent institutional donors is a critical requirement for this role.

Proven expertise in overseeing every aspect of sub-granting, from crafting and issuing Requests for Applications (RFA’s) to conducting thorough due diligence, performing detailed risk assessments, and implementing rigorous monitoring of sub-recipients, is required.

Demonstrates strong financial acumen with expertise in budget creation, ongoing financial oversight, and the preparation of financial reports, including the allocation of staff salaries and the implementation of cost-sharing strategies.

Demonstrates a strong capacity to proactively recognize compliance risks, perform thorough audits, and uphold strict adherence to both internal policies and donor-specified requirements.

Demonstrated proficiency in both written and verbal communication is essential for preparing clear reports and effectively instructing team members on compliance standards.

Technical Proficiencies: Demonstrates advanced proficiency in Microsoft Office Suite, with particular expertise in Excel, along with experience in specialized accounting or grant management software.
