As a consultant, your primary responsibility will be to provide expert advice and strategic guidance to clients, enabling them to address complex business challenges, optimize operations, and achieve sustainable growth. You will conduct in-depth analyses of organizational processes, financial performance, and market dynamics to identify key areas for improvement. The EAC and IOM are seeking a consultant skilled in research, analysis, and policy development concerning migrant return and reintegration to conduct an in-depth study on existing policies, practices, gaps, and opportunities within the EAC region. This study will inform the creation of a regional framework addressing the return and reintegration of stranded migrants in the EAC. The framework aims to establish unified standards, guiding principles, and coordinated methodologies that EAC Partner States will collectively adapt to govern return and sustainable reintegration. Its purpose is to bolster regional cooperation, improve policy alignment, and advance rights-based, safe, orderly, and dignified return and reintegration processes in accordance with relevant international, continental, and regional legal and policy frameworks.

We aim to achieve key goals by focusing on critical deliverables and measurable outcomes. Our priorities include enhancing operational efficiency, driving strategic initiatives, and fostering innovation. Additionally, we seek to strengthen team collaboration, streamline processes, and ensure alignment with organizational objectives. Success will be evaluated through performance metrics, stakeholder feedback, and continuous improvement efforts.

The consultancy aims to achieve the following key objectives:

Conduct a thorough assessment of the current practices, policies, legal provisions, and institutional frameworks that regulate the return and reintegration of stranded migrants across EAC Partner States, identifying discrepancies, redundancies, and potential areas for enhancement.

Conduct an exhaustive and inclusive research initiative to guide the formulation of the EAC Regional Framework addressing the return and reintegration of stranded migrants.

Conduct national consultations across each Partner State of the East African Community (EAC) and engage with key stakeholders.

Organize and chair a virtual meeting with representatives from partner states to review and approve the findings of the study report.

Upon securing approval of the Validation report by the Partner States, the successful candidate will be tasked with formulating a strategic outcome document—such as a policy framework or related policy instrument—aimed at addressing the intervention effectively.

Conduct an in-depth assessment of migration patterns, underlying factors, obstacles, and occurrences that influence return and reintegration processes across the East African Community Region.

We are seeking a detail-oriented professional to oversee project execution, ensuring adherence to timelines and quality standards. The role involves coordinating team efforts, managing stakeholder communications, and identifying opportunities for process improvement. Responsibilities include conducting regular progress assessments, mitigating potential risks, and delivering comprehensive reports to senior leadership. Additionally, the position requires proficiency in project management tools, strong analytical skills, and the ability to adapt to evolving priorities.

We are seeking a skilled professional to oversee and execute the defined scope of work, ensuring all objectives are met with precision and efficiency. The role requires meticulous attention to detail and the ability to manage complex tasks while adhering to established timelines and budgets. Responsibilities include coordinating with stakeholders, conducting thorough assessments, and implementing solutions tailored to project requirements. The Consultant will carry out the following responsibilities as part of this assignment:

Collaborate with the EAC Secretariat and the IOM Regional Office for East, Horn, and Southern Africa via a joint technical team responsible for overseeing and assisting throughout the consultancy process, which entails coordination with Partner States and the organization of consultative meetings.

Craft and deliver an Inception Report to both the EAC Secretariat and the IOM Regional Office, detailing the proposed methodology, work plan, timelines, and partner state engagement strategy.

To assess the existing legal policies and institutional frameworks at the national, regional, continental, and global levels governing the return and reintegration of stranded migrants within the EAC Partner States, the incumbent will identify gaps, overlaps, and opportunities for alignment or harmonization before preparing a comprehensive report.

Deliver dependable data and actionable insights to empower national authorities and international organizations in formulating robust, effective response strategies.

Gather and synthesize pertinent data to support both anticipatory and responsive strategies at regional and national levels.

Perform an in-depth situational analysis to assess prevailing migration trends, underlying drivers, and key challenges influencing the return and reintegration processes of stranded migrants across the East African Community (EAC) region.

We craft a comprehensive plan detailing the expected duration, key milestones, and structured payment intervals to ensure clarity and mutual alignment throughout the engagement.

The consultancy engagement will span a maximum of seven months, as agreed upon with the consultant, starting from the date the contract is signed. The anticipated overall timeframe for the consultancy is between June 2026 and January 2027, with the potential for an extension through an additional follow-up consultancy period thereafter. These proposed dates remain provisional and are subject to adjustment based on the evolving nature of the project.

Payment

Upon satisfactory fulfillment and endorsement of each stage, determinations will be rendered.

Deliverables

Upon contract execution, the Consultant will be responsible for delivering the following deliverables:

A comprehensive inception report outlining the consultancy’s methodology, proposed work plan, stakeholder engagement framework, and detailed implementation timelines will be developed.

A comprehensive situational analysis of prevailing migration patterns, underlying drivers, and key challenges impacting the return and reintegration of stranded migrants across the East African Community region is required. This analysis must incorporate reliable, actionable data to inform the formulation of effective response strategies.

Countries are tasked with defining their distinct functions—whether as countries of origin, transit, or destination—while establishing collaborative frameworks for both anticipatory and responsive regional coordination concerning return and reintegration initiatives. This includes the development and refinement of draft regional framework documents focused on return and reintegration policies.

National consultation meetings will be conducted across all eight Partner States, with detailed reports compiled following each session.

A comprehensive Draft Study Report will be developed, detailing the policy, legal, regulatory, and institutional frameworks governing return and reintegration across the EAC Partner States, based on thorough assessments of existing practices and structures.

A virtual Regional Validation Meeting will be convened to review the draft study, followed by the issuance of a formally approved validation report.

The final outcome report of the study will integrate feedback and recommendations gathered during the regional validation meeting and national consultations, ensuring the proposed intervention is addressed comprehensively.

Responsibilities include overseeing assigned teams and ensuring accurate reporting of operations, while providing direct supervision to maintain productivity and adherence to established protocols. The role demands meticulous attention to detail in data compilation and performance tracking, coupled with leadership to guide staff toward achieving departmental objectives.

The Consultant will be assigned to a specific organizational department or unit, where their expertise will directly support the unit’s objectives and initiatives. This role requires seamless integration into the team, ensuring alignment with departmental goals and fostering collaborative efforts to enhance operational efficiency and effectiveness. The consultant’s contributions will be vital in driving strategic outcomes and addressing key challenges within the designated unit.

The Consultant will work under the supervision of the designated department within the EAC Secretariat, collaborating closely with the IOM Regional Office for East, Horn, and Southern Africa. Progress reports will be submitted routinely in alignment with the approved work plan.

The Consultant will maintain ongoing communication with the EAC Secretariat and the IOM Regional Office for East, Horn, and Southern Africa via a Joint Technical Team, which will oversee and assist throughout the consultancy process. Additionally, the Consultant will coordinate with Partner States and help organize consultative meetings as required.

Upon submission of the deliverables, the EAC Secretariat and IOM may provide comments or request revisions as necessary. Final approval from both the EAC Secretariat and IOM will be required before the deliverables can be accepted.

The deliverables and reporting must be completed in English, with all information submitted electronically in both Word and PDF formats. Each deliverable should be provided in both electronic and hard copy versions, adhering to the specifications outlined by the EAC Secretariat. The consultant assumes full responsibility for ensuring the precision and credibility of the data supplied, as well as the sources referenced. Should translations into additional languages be necessary, IOM will undertake the translation of the outputs accordingly.

The consultant is not responsible for managerial, supervisory, or representative duties.

All materials and information furnished to the consultant must be treated as confidential and may not be employed for purposes other than those specified or disclosed to external parties without prior written authorization from the IOM and the EAC Secretariat.

The activities outlined herein are subject to potential adjustments, contingent upon IOM’s approval and in collaboration with the EAC Secretariat, aligning with evolving project needs. Should IOM deem necessary, the consultant may be tasked with providing supplementary consultancy services that fall within their demonstrated skills and professional background, as specified in the attached EAC Terms of Reference.

Bachelor’s degree in Computer Science, Engineering, or a related field required; equivalent practical experience may be considered. Minimum of five years of professional experience in software development, with at least three years in a leadership or senior role. Proficiency in multiple programming languages, including but not limited to Java, Python, and JavaScript. Strong problem-solving skills and the ability to design, implement, and maintain scalable software solutions. Experience with cloud platforms such as AWS, Azure, or Google Cloud is preferred. Familiarity with DevOps practices, CI/CD pipelines, and Agile methodologies is a plus. Exceptional communication and collaboration skills to work effectively in cross-functional teams. Ability to mentor junior developers and drive technical decisions.

Bachelor’s degree in a relevant field, such as business administration, finance, or accounting, is mandatory. A minimum of five years of progressive experience in financial management, reporting, or analysis is required. Proficiency in advanced Excel and financial software, such as QuickBooks or SAP, is essential. Strong analytical skills and meticulous attention to detail are critical for success. Excellent communication abilities, both written and verbal, are necessary to convey complex financial information clearly. Experience with budgeting, forecasting, and strategic planning is highly preferred. Knowledge of regulatory compliance and internal controls is also required.

The ideal Consultant is expected to demonstrate the following qualifications and competencies:

A Bachelor’s degree, supplemented by an advanced degree at the master’s level or above, in International Relations, Migration Studies, Law, Social Sciences, Business Studies, Public Policy, Public Administration, or a closely related discipline, is mandatory.

With experience in [specific field or role], you will possess a proven track record of success in [key responsibilities or tasks]. Engagement with Partner States, regional entities, and key stakeholders—including governmental and non-governmental organizations—is essential. Prior involvement with the East African Community (EAC) or regional governments would be particularly beneficial.

Analytical, research, and report-writing capabilities are essential, supported by a proven track record in consultancy or expert roles addressing comparable subjects.

The individual must possess a strong track record in overseeing the technical facets of the Consultancy. They should exhibit a proven ability to thrive in diverse cultural settings while fostering collaborative and productive relationships.

Language:

Fluency in written and spoken English is mandatory, with proficiency in Kiswahili or French considered advantageous.

Language proficiency will be rigorously assessed as part of the selection process, potentially through written and/or oral evaluations.

Ensure adherence to ethical standards alongside other pertinent considerations to maintain organizational integrity and stakeholder trust throughout all operations and decision-making processes.

The Consultant must uphold the most rigorous ethical standards throughout the assignment. This encompasses safeguarding confidentiality, maintaining impartiality, securing informed consent when required, honoring the cultural sensitivities of the EAC Partner States, and executing all research and consultations in strict compliance with globally recognized ethical research guidelines.
