Requirements

A minimum of twelve years of progressive experience in the field is required, including at least three years serving in the capacity of Principal Digital Health Officer or a role of equivalent seniority.

A bachelor’s degree in Health Informatics, Health Information Systems, Health Records and Information Science, Information and Communication Technology (ICT), Epidemiology, Health Economics and Policy, Statistics, Biostatistics, Health Systems, Data Science and Analytics, or Computer Science is required.

A master’s degree is required in one of the following fields: Health Informatics, Health Information Systems, Health Records and Information Science, ICT, Epidemiology, Health Economics and Policy, Statistics, Biostatistics, Health Systems, Data Science and Analytics, or Computer Science.

Successfully obtaining and maintaining registration with an appropriate and accredited regulatory body, as mandated by the applicable jurisdiction.

A minimum four-week Leadership certification course from an accredited institution is required.

Experienced with computer applications, including software, programs, and digital tools, ensuring seamless integration into workflows.

Achieved results consistently demonstrate a high level of competence and effectiveness, as evidenced by performance metrics and tangible outcomes.

Key Responsibilities

We are tasked with creating, executing, and evaluating thorough policies, strategies, frameworks, directives, legislative measures, and regulatory provisions specifically for aggregate health information systems.

Developing indicator manuals and establishing well-defined, quantifiable objectives in partnership with national programs and projects.

We will establish standardized reporting formats and ensure data elements comply with specified reporting requirements.

Performing periodic assessments of consolidated data and individual patient reporting formats to pinpoint opportunities for enhancement.

Crafting sophisticated, unified visualization dashboards and GIS-enabled modalities to enable real-time monitoring.

Utilizing comprehensive health information systems, automate the collection, aggregation, and reporting of data to streamline operational processes.

Ensuring data relevance and maintaining strict system compliance with established health data standards and applicable regulatory frameworks is essential.

Develop, manage, and maintain automated systems for generating and visualizing indicator reports to ensure timely data dissemination and comprehensive mapping capabilities.

Develop and execute extensive data recovery methodologies, establish robust backup protocols, and create proactive breach mitigation strategies to ensure the protection and resilience of critical information assets.

Crafting both qualitative and quantitative surveys to accurately assess stakeholder information requirements represents a core responsibility of this role.

Craft compelling, evidence-based stories supported by succinct charts and dynamic visualizations to convey key insights effectively.

Developing clear, measurable goals to oversee health information systems ensures the enhancement of data integrity and accuracy. This involves establishing specific benchmarks and performance indicators to evaluate system efficiency and identify areas for improvement. By systematically assessing data collection, storage, and reporting processes, opportunities to refine workflows and strengthen data-driven decision-making can be identified.

We compile and disseminate reports that highlight critical performance metrics and policy advancements, ensuring stakeholders receive actionable insights for decision-making.

Designing reports to inform program development and establishing early warning systems are key responsibilities.

We collaborate with stakeholders and program teams to pinpoint the critical indicators that necessitate ongoing monitoring.

Planning, testing, and integrating innovative technologies into current health information systems are key responsibilities. This role involves evaluating new solutions, conducting thorough assessments, and seamlessly incorporating them into established infrastructure.

Formulating approaches to guarantee that health data is accessible and usable for all end users represents a key responsibility of this role.

Certified compliance with all applicable regulatory standards and industry-specific requirements is mandatory for this position. Candidates must possess and provide valid compliance certificates as evidence of meeting these obligations. Failure to present such documentation will result in disqualification from consideration.

You must submit a Certificate of Good Conduct obtained from the Directorate of Criminal Investigation (DCI). This document is a mandatory requirement for consideration in this role. It verifies that you have no criminal record, ensuring compliance with ethical and legal standards. Ensure the certificate remains valid throughout the application process.

Applicants must submit a valid compliance certificate issued by the Higher Education Loans Board (HELD) as part of the application requirements.

We require a valid Tax Compliance Certificate issued by the Kenya Revenue Authority (KRA) to ensure adherence to all applicable tax obligations.

The existing Self Declaration form, as issued by the Ethics and Anti-Corruption Commission (EACH), remains in use.

Holding a valid Certificate from the Credit Reference Bureau (CRB) is a mandatory requirement for consideration in this role.

What We Offer

The Assistant Director will report to the Deputy Director of Digital Health and Informatics.

The position entails providing assistance to the Deputy Director in overseeing and executing digital health and informatics projects across the agency.
