Under the guidance of the Data Analytics Team Lead, the Program Policy Officer (Data Analyst) – NOA will undertake the following key responsibilities and produce the specified deliverables:
Enhancing targeting precision and providing critical decision-making support,
Develop and implement a data-driven framework aimed at improving the identification and prioritization of vulnerable individuals for support.
Design and implement analytical tools to monitor, identify, and document individuals slated for assistance who are subsequently removed from the monthly delivery cycle, ensuring continuous tracking and reporting of such cases.
Enhance the capabilities of anomaly detection and assurance systems to operate with greater efficiency and precision.
Lead data-informed assurance by monitoring corporate systems such as SCOPE, COMET, and WINGS to detect and highlight anomalies, thereby ensuring the precise reconciliation of transfers and program data.
Develop and oversee in-kind reconciliation processes across multiple platforms, including COMET, SCOPE, and LESS, ensuring consistency and accuracy in financial tracking.
Monitor anomalies in Payment Lists via the Redemption and Enrollments Dashboard to support Area Offices, while ensuring adherence to corporate procedures.
Oversee the deduplication processes to ensure prompt suspension of biometric duplicates and maintain compliance reporting to senior management. Implement and enforce robust business rules aimed at preventing the introduction of new duplicates throughout all delivery systems.
Drive the efficient and precise execution of delivery cycles to ensure consistency and punctuality in the fulfillment process.
Design and manage a dynamic visualization tool that provides an up-to-date view of delivery cycle progress, showcasing completed cycles, critical milestones, and the operational status of delivery processes as managed by the respective Area Offices.
Create and oversee dashboards and analytical tools designed to track program performance and beneficiary trends, converting intricate datasets into straightforward, practical insights for program teams and regional offices.
Develop and implement reporting mechanisms and automated processes to identify, analyze, and communicate operational insights, enabling data-driven enhancements.
In partnership with Program, Supply Chain, and Cooperating Partner Management teams, you will prepare monthly reports, specifically transfer and programmatic reconciliation reports, for final approval by the Country Director, Deputy Country Directors, Head of Programs, and Head of Supply Chain.
Collaborate with Activity Units to assess reporting requirements and create automated reports, dashboards, and data visualization tools that succinctly present findings and enable informed, evidence-based decision-making.
Capacity building and enhanced data literacy initiatives are being implemented at Country Office (CO) and Area of Operations (AO) levels to foster organizational growth and proficiency in data management.
Collaborate closely with the Chief Operations (CO) and Administrative Operations (AO) teams to identify and assess their data requirements, ensuring alignment with organizational objectives. Work jointly to gather pertinent insights, address any data-related inquiries, and develop tailored solutions that enhance decision-making processes and operational efficiency. Maintain clear communication channels to facilitate seamless coordination and support their evolving data needs.
Dynamic analytical solutions drive informed operational decisions, empowering strategic actions through data-driven insights.
Guide members of the CO and AO teams through the processes of data extraction, utilization, and analysis, empowering them to enhance their skills and operate more independently in data-driven initiatives.
Ensure strict adherence to WFP’s data governance, privacy, and security policies, protecting sensitive information while upholding the highest ethical standards in data utilization.
Stay abreast of advancements in data analytics tools, systems, and methodologies through ongoing education, fostering innovation and enhancing delivery solutions.
Offer prompt and precise assistance with ad hoc data analysis and extraction requests from IDM & Delivery, Program, and other departments, while fulfilling additional duties related to IDM & Delivery and data analytics to support operational objectives.
Qualifications, education, and professional competencies required include a bachelor’s degree in a relevant field—such as business administration, finance, or accounting—along with a minimum of five years of progressive experience in financial analysis, budgeting, or related roles. Proficiency in advanced Excel, financial modeling, and ERP systems is essential, alongside strong analytical, problem-solving, and communication skills. Candidates must demonstrate expertise in financial reporting, regulatory compliance, and strategic planning, with the ability to interpret complex data and provide actionable insights. Exceptional organizational, time-management, and teamwork capabilities are also required to meet deadlines and collaborate effectively across departments.
Education: Applicants must possess a bachelor’s degree in a relevant field or an equivalent combination of education and experience. A master’s degree is preferred but not mandatory. Relevant certifications or specialized training may also be advantageous.
A master’s degree or higher in data science, computer science, information systems, mathematics, statistics, or a related scientific or analytical field is required. Alternatively, a bachelor’s degree with additional years of professional experience in a relevant domain, along with supplementary training or coursework, may be considered equivalent.
Experienced professionals in the field are sought after for this role, as demonstrated proficiency in prior work is essential. Applicants must possess a minimum of three years in a relevant position to be considered eligible. The successful candidate will have a proven track record of delivering results in a fast-paced environment, showcasing adaptability and problem-solving skills. Familiarity with industry-specific tools and software is required, along with the ability to collaborate effectively within cross-functional teams. A minimum of one (1) year of pertinent experience is required, coupled with an advanced university degree, or alternatively, a first university degree along with at least three (3) years of relevant experience in data analytics, reconciliation, identity management, operational dashboards, or closely related fields.
Languages:
Proficient in both English and Somali, with strong command and fluency in written and spoken communication in both languages.
