Job Purpose
The position entails providing strategic leadership in the delivery of legal services, offering guidance on corporate governance best practices, and ensuring the secure management of legal documents. This role is designed to facilitate local, regional, and international trade while enhancing the ease of doing business and upholding consumer health and safety, environmental protection, and fair trade practices in accordance with Articles 42, 43(a, b, c & d), 46(a, b & c) of the Constitution of Kenya, the Standards Act (Cap 496), and Kenya’s vision for 2030, the African Union Agenda 2063, and the United Nations Sustainable Development Goals.
The incumbent is responsible for representing Kenya’s stance in all legal aspects concerning Standardization, Metrology, and Conformity Assessment (YMCA), engaging in negotiations at regional and global forums to bolster market access for Kenyan goods.

Demonstrates strategic leadership while overseeing the development and execution of KEYS Legal policies, strategies, and procedures, ensuring accountability throughout the process.
The incumbent will offer strategic direction in developing and interpreting the National Quality Infrastructure framework, specifically in Standardization, Metrology, and Conformity Assessment (YMCA), ensuring KEYS fulfills its mandate to facilitate trade while safeguarding consumer health and safety, protecting the environment, minimizing technical barriers to trade, and boosting the competitiveness of Kenyan goods and services.
Delivers strategic direction in evaluation and adapts to shifts in the operational landscape affecting applicable laws, legal policies, and regulatory structures to protect KEYS’ interests, maintain a high degree of alignment within the government’s broader agenda, and advance national, regional, and international trade facilitation.
Provides strategic leadership in the gazetting of standards by the National Standards Council (NSC) and in the drafting and publication of legal notices for mandatory standards, including those issued by the gazetteer inspector.
Provides strategic direction in the development and publication of statutory instruments that govern KEYS operations.
Delivers executive oversight in administering contracts, memoranda of understanding (Mouse), and collaborative legal instruments between KEYS and stakeholders across national, regional, and international levels to ensure seamless execution.
Experienced leadership is required to oversee litigation and arbitral proceedings involving KEYS, ensuring robust defense in judicial, tribunal, or quasi-judicial settings to protect organizational interests.
Delivers executive direction in formulating and executing business continuity strategies concerning legal issues to safeguard the ongoing functionality of KEYS operations.
Strategically leads the development, execution, deployment, assessment, and enhancement of the Management Systems adopted by KEYS to uphold operational efficiency, effectiveness, and long-term customer satisfaction.
Ensures effective performance management and productivity enhancement across the directorate while maintaining full responsibility and accountability for the directorate’s overall performance outcomes.
Ensures the effective deployment of the Risk Management Framework throughout the Directorate, mitigating adverse risk impacts while leveraging potential opportunities.
The directorate’s resources—both human and physical—are identified and provided under this role to ensure strategic objectives are met effectively.

Provides strategic legal counsel to the National Standards Council, senior management, and staff, ensuring adherence to statutory and regulatory requirements through the development, review, and oversight of legal instruments, contracts, and corporate governance frameworks.
Facilitates and oversees collaborative efforts between KEYS and external stakeholders, ensuring adherence to statutory, regulatory mandates, and international obligations.
The preparation of KEYS and directorate board papers is managed, ensuring their submission to the E-Board for review and final approval by the NSC.
The position involves managing the board’s induction and training processes, as well as coordinating board evaluations, to uphold strong corporate governance standards.
Delivers strategic direction to oversee the efficiency and effectiveness of the legal department’s service delivery, ensuring adherence to legal and regulatory requirements while proactively identifying and mitigating risks.

The position entails supervising the timely preparation and submission of responses to Parliamentary questions concerning the Legal mandate and operational activities of KEYS.
Responsible for managing the development and evaluation of the National Standards Council’s charter and related governance documents, ensuring alignment with regulatory and organizational requirements.

A recognized institution must offer a management course that spans a minimum duration of four weeks.
