The assignment aims to achieve several key objectives, including the development of strategic initiatives, the enhancement of operational efficiency, and the attainment of measurable outcomes aligned with organizational goals. Additionally, it seeks to foster collaboration among cross-functional teams, ensure compliance with regulatory standards, and optimize resource allocation to maximize productivity and profitability.
To establish baseline quantitative values for the identified Partnership Harmonized Indicators (Phis), conduct primary data collection and analysis using pre-defined qualitative methodologies, while also deriving qualitative insights into the operational dynamics of the RA-PURE ecosystem in Kenya.
Evaluate, confirm, and, when needed, adjust the initial PHI estimates derived from the preliminary desk review by cross-referencing them with field-derived data collected via Key Informant Interviews (Kids) and Focus Group Discussions (FGDs), updating the figures as necessary to ensure they precisely represent Kenya’s broader ago-energy landscape.
Conduct a detailed narrative analysis for each indicator value, clarifying its importance, background, and alignment with program objectives. For instance, when an indicator reflects the quantity of knowledge products, the analysis must identify the specific products, list their authors, incorporate references or copies sourced from collaborating organizations, and include links to publicly available or formally published materials where relevant.
The Partnership Harmonized Indicators represent quantitative metrics derived from the Partnership’s system signals. These system signals, often referred to as ‘signals of change,’ serve as qualitative indicators to assess whether the Partnership is driving meaningful progress and observing shifts within the system.

This position requires a thorough understanding of the project’s objectives and the ability to deliver results within defined parameters. The successful candidate will be responsible for managing all aspects of the assignment, ensuring alignment with organizational goals and maintaining high standards of quality and efficiency throughout the process.
The consultant’s primary responsibility involves executing the Partnership’s foundational evaluation of the Phis and submitting a thorough baseline assessment report. This baseline analysis establishes a solid benchmark, enabling accurate measurement of progress on the Phis. Collaboration with the Power for Food Partnership country teams, particularly the MEL Advisors, will be integral to the consultant’s role.
The consultant will analyze and incorporate supplementary, pertinent country-level documentation—such as the link mapping exercise report and gap analysis report—as well as other relevant materials, including the baseline inception report, to guide the assignment.
We employ a systematic approach to deliver high-quality solutions, emphasizing structured processes and evidence-based decision-making. This involves leveraging industry best practices, advanced tools, and collaborative techniques to ensure efficiency and accuracy. Rigorous research, data analysis, and continuous evaluation underpin our methodology, enabling us to meet client objectives with precision. Team members must demonstrate proficiency in relevant methodologies, adaptability to evolving challenges, and a commitment to methodological rigor.
The evaluation will employ a mixed-methods strategy, integrating Key Informant Interviews (Kids) and Focus Group Discussions (FGDs). Drawing from prior findings established during the inception phase, the consultant will further analyze preliminary public health intelligence desk reviews, LINK mapping exercises, and ecosystem gap assessments to inform the assessment.
The assessment will encompass roughly 25 to 30 Key Informant Interviews with pertinent stakeholders spanning the RA-PURE ecosystem, alongside two Focus Group Discussions involving key system actors. The final methodology for sampling, stakeholder segmentation, and the allocation of Key Informant Interviews and Focus Group Discussions will be determined during the inception phase, in collaboration with the Kenya Power For Food Partnership team.
For the baseline assessment, the Partnership relies on the following 11 Phis.
Co-creation through multi-actor learning platforms resulted in the development of multiple knowledge products within the RA-PURE initiative.
The count of active learning platforms integrated with RA-PURE has expanded significantly, reflecting a growing emphasis on collaborative and adaptive educational tools. This integration supports diverse learning environments by enabling seamless access to resources, real-time progress tracking, and interactive engagement features. Institutions leveraging this system benefit from streamlined course management, enhanced student outcomes, and data-driven insights to refine instructional strategies. Compatibility with various learning management systems ensures flexibility, while robust security protocols safeguard sensitive information. Continuous updates and scalability accommodate evolving educational needs, fostering innovation in teaching and learning methodologies.
Several collaborative initiatives undertaken by diverse system actors have been implemented to facilitate the early adoption and expansion of RA-PURE practices through pilot programs.
Multiple system actors collaborated to implement several joint initiatives aimed at overcoming critical obstacles to the large-scale deployment of RA-PURE solutions.
System actors must implement a specified quantity of RA-PURE products or services to ensure full integration and adoption across the operational framework.
Numerous awareness-raising, demonstration, and promotional initiatives must be executed by key stakeholders to encourage peers to align their services and products with the RA-PURE nexus framework.
To expand the adoption of RA-PURE innovations and practices among farmers and agribusinesses, we will measure the number of individuals and entities accessing RA-PURE services, as well as those engaging in evidence-based advocacy initiatives that shape policies promoting RA-PURE integration. This includes identifying and empowering key champions who proactively encourage others to align their practices with RA-PURE objectives.
Value and type of investments utilized to advance RA PURE initiatives encompass a diverse range of financial instruments and strategic funding approaches tailored to drive measurable impact and sustainable growth. These may include equity investments, debt financing, grants, and innovative blended finance solutions, carefully selected to align with the program’s objectives and risk tolerance. The selection process prioritizes investments that demonstrate strong potential for social return alongside financial viability, ensuring resources are deployed efficiently to maximize outcomes.
The extent to which policies, strategies, or regulatory frameworks incorporate RA-PURE nexus principles will be assessed, including the quantity implemented.
The preliminary PHI values derived from the initial desk review will provide the foundation for this assignment. The consultant will assess these preliminary values, gather supplementary field-based evidence via Key Informant Interviews (Kids) and Focus Group Discussions (FGDs), and leverage the findings to confirm, adjust, or revise the existing values as required. Additionally, the consultant will determine baseline values for indicators lacking preliminary data.
The evaluation may incorporate pertinent components of the Kenya MEL framework, in addition to the Partnership Harmonized Indicators (Phis), to offer supplementary contextual perspectives. While these insights will enhance the PHI analysis, they will not introduce additional baseline indicators; the precise focus areas will be determined and mutually agreed upon during the inception phase.
We meticulously outline the comprehensive scope of work and associated deliverables to ensure alignment with project objectives and expectations. This encompasses a thorough breakdown of tasks, milestones, and measurable outcomes that must be achieved within specified timelines. Additionally, it includes the identification of key stakeholders, resource allocation, and any prerequisites necessary for successful execution. Regular progress reviews and performance metrics will be employed to monitor advancements and address potential deviations promptly. All deliverables will be documented in accordance with established quality standards and submitted for final validation upon completion.
