The primary purpose of this assignment involves achieving clearly defined goals, ensuring all tasks are completed with a high level of precision and efficiency. To develop quantitative baseline values for the identified Partnership Harmonized Indicators (Phis), primary data will be collected and analyzed using established qualitative collection methods, while also generating qualitative insights into the operational performance of the RA-PURE ecosystem in Kenya.

Conduct a thorough assessment of the preliminary PHI values derived from the initial desk review, validating them against empirical evidence gathered from Key Informant Interviews (Kids) and Focus Group Discussions (FGDs). Where discrepancies are identified, refine these values to ensure they precisely represent Kenya’s broader ago-energy landscape, making necessary adjustments to enhance accuracy and relevance.

Conduct a narrative analysis for each indicator value, elucidating its significance, context, and relevance to the program objectives. For instance, where an indicator measures the quantity of knowledge products, the analysis must identify the nature of those products, the contributors involved, and provide references or copies obtained from the organizations engaged by the consultant. Additionally, include links to publicly available or formally published materials, as appropriate.

The Partnership Harmonized Indicators comprise quantitative metrics derived from the Partnership’s system signals. These system signals, often referred to as ‘signals of change,’ serve as qualitative indicators to assess whether the Partnership is effectively driving progress and initiating observable shifts within the system.

The consultant’s primary responsibility involves executing a comprehensive baseline assessment of the Partnership’s Priority Health Indicators (Phis) and producing a detailed baseline assessment report. This report will serve as a solid benchmark for tracking advancements in the Phis over time. Close collaboration with the Power for Food Partnership’s country teams—particularly the Monitoring, Evaluation, and Learning (MEL) Advisors—will be essential to the consultant’s role.

The consultant will leverage supplementary, pertinent country-level documentation—such as the link mapping exercise report and the gap analysis report—to guide the assignment, with the baseline inception report serving as a foundational reference.

Methodology

The evaluation will employ a mixed-methods strategy, integrating Key Informant Interviews (Kids) and Focus Group Discussions (FGDs). The consultant will leverage existing findings from the inception phase, preliminary desk review of Public Health Information (PHI), LINK mapping exercises, and ecosystem gap analyses.

A baseline assessment is anticipated to encompass roughly 25 to 30 Key Informant Interviews with pertinent stakeholders throughout the RA-PURE ecosystem, supplemented by two Focus Group Discussions featuring selected system actors. The definitive sampling methodology, stakeholder classifications, and allocation of Kids and FGDs will be established during the inception phase in collaboration with the Kenya Power For Food Partnership team.

The baseline assessment incorporates a total of 11 Phis utilized by the Partnership.

Through collaborative multi-actor learning platforms, a suite of knowledge products has been co-created for RA-PURE.

Active learning platforms integrated with RA-PURE have seen a notable increase in availability. These platforms facilitate enhanced educational experiences by leveraging interactive tools and resources. Institutions utilizing RA-PURE benefit from seamless access to a growing array of dynamic learning solutions designed to improve engagement and knowledge retention.

Several collaborative initiatives implemented by various system stakeholders were designed to facilitate the early-stage expansion of RA-PURE methodologies.

Multiple system actors have collaborated to execute several joint initiatives, facilitating the broad-scale deployment of RA-PURE solutions while systematically addressing critical barriers to scalability.

Professionally The extent to which system actors have incorporated RA-PURE products or services into their operations.

Several awareness campaigns, demonstrations, and promotional initiatives will be executed by key stakeholders to encourage peers to align their services and products with the RA-PURE nexus framework.

The success of RA-PURE initiatives is measured by the growing number of farmers and agribusinesses embracing its innovations and practices, as well as their engagement with RA-PURE services. This includes participation in inclusive, evidence-based advocacy efforts that shape policies promoting the adoption of RA-PURE strategies. Additionally, the program recognizes and leverages the influence of individuals (referred to as champions) who proactively encourage others to align their practices with RA-PURE objectives.

The investments utilized to advance RA PURE initiatives encompass a diverse range of asset types and financial instruments, strategically selected to maximize impact and alignment with program objectives.

The extent to which policies, strategies, or regulatory frameworks incorporate RA-PURE nexus principles serves as a key performance indicator.

The consultant will commence with the assignment using the initial PHI values derived from the preliminary desk review. We will develop a comprehensive scope of work outlining specific tasks, milestones, and deliverables to ensure alignment with project objectives. This document will serve as a foundational framework for execution, detailing all required activities, timelines, and resource allocations. Key responsibilities include coordinating with stakeholders to gather input, refining project parameters, and documenting final deliverables, all while adhering to established quality standards and deadlines. Additionally, the role involves monitoring progress against benchmarks, addressing any deviations, and providing regular updates to maintain transparency and accountability throughout the project lifecycle.

The consultant will spearhead the execution of a baseline assessment in collaboration with the Kenya Power for Food Partnership team. The Power for Food Partnership outlines several critical processes for the consultant to undertake during the baseline assessment, which will culminate in four primary deliverables and outcomes outlined in the table below. These services and deliverables are further specified in the table. The provided timelines are provisional and will be finalized and mutually agreed upon with the chosen supplier during the inception phase.

Additionally, the consultant will oversee the data collection, analysis, and reporting processes for the baseline in collaboration with the Power for Food Partnership team, reporting primarily to the Kenya MEL and System Transformation Lead.
