To set quantitative baseline values for the identified Partnership Harmonized Indicators (Phis), primary data will be gathered and analyzed using agreed-upon qualitative collection methods, while also deriving qualitative insights into the operational performance of the RA-PURE ecosystem in Kenya.

Evaluate, verify, and, when needed, adjust the preliminary PHI values derived from the initial desk review by cross-referencing them with empirical data gathered through Key Informant Interviews (Kids) and Focus Group Discussions (FGDs). Subsequently, revise the values as required to ensure they precisely represent the wider ago-energy landscape in Kenya.

Craft a detailed narrative analysis for every indicator value, elucidating its importance, context, and alignment with program objectives. For instance, when an indicator reflects the quantity of knowledge products generated, the analysis must identify the specific products in question, their authors, and include any references or copies procured from collaborating organizations. Additionally, where relevant, incorporate links to publicly available or formally published materials.

The Partnership Harmonized Indicators comprise quantitative metrics derived from the Partnership’s system signals. These system signals—commonly referred to as ‘signals of change’—serve as qualitative indicators that assess whether the Partnership is driving meaningful progress and beginning to detect shifts within the system.

Kenya is seeking a dynamic and experienced professional to fill the position with Country Manager. The ideal candidate will possess a minimum of 10 years of progressive leadership experience within the industry, complemented by a proven track record in strategic planning, operational execution, and team management. Fluency in both English and Swahili is essential, along with strong interpersonal and communication skills. The role requires extensive travel across Kenya, with occasional regional assignments. Responsibilities include driving business growth, fostering client relationships, ensuring compliance with local regulations, and leading a high-performing team. A bachelor’s degree in business administration, finance, or a related field is required, while an MBA or advanced degree is highly desirable.

We are currently seeking a qualified professional to undertake an Assignment Overview and execute the necessary Scope of Work. This role demands a thorough understanding of project parameters, meticulous planning, and effective execution to achieve specified objectives. The successful candidate will be responsible for delineating clear project boundaries, identifying key deliverables, and ensuring alignment with organizational goals. Additionally, they will manage resources, mitigate risks, and maintain transparent communication throughout the assignment’s lifecycle. The consultant’s primary responsibility involves executing the Partnership’s baseline assessment of the Phis and producing a thorough baseline assessment report. This initial study establishes a solid benchmark, enabling accurate measurement of advancements in the Phis. Close collaboration with the Power for Food Partnership country teams—particularly the MEL Advisors—will be essential to the consultant’s role.

The consultant is required to examine and leverage supplementary, pertinent existing documentation at the country level—such as the link mapping exercise report and the gap analysis report—to inform the assignment, with the baseline inception report included among the supporting materials.

Development of innovative research strategies, data collection, and analytical frameworks to address complex challenges, along with rigorous validation processes to ensure accuracy and reliability.

The evaluation will employ a mixed-methods strategy, integrating Key Informant Interviews (Kids) and Focus Group Discussions (FGDs). The consultant will leverage prior findings from the inception phase, an initial PHI desk review, the LINK mapping exercise, and an ecosystem gap analysis.

A baseline assessment will comprise roughly 25–30 Key Informant Interviews with key stakeholders within the RA-PURE ecosystem, alongside two Focus Group Discussions featuring selected system participants. The final sampling methodology, stakeholder classifications, and allocation of Kids and FGDs will be determined collaboratively during the inception phase in coordination with the Kenya Power For Food Partnership team.

The Partnership employs the following 11 priority health indicators (Phis) to conduct its foundational evaluation.

Through multi-actor learning platforms, a range of knowledge products have been co-created as part of the RA-PURE initiative, contributing to collaborative knowledge-sharing efforts.

A variety of active learning platforms are currently integrated with RA-PURE, providing diverse capabilities for enhanced educational experiences.

Through collaborative efforts among various system stakeholders, a specified quantity of joint initiatives, including pilot programs, has been established to facilitate the initial expansion of RA-PURE methodologies.

Multiple system stakeholders have collaborated on numerous joint initiatives to tackle critical obstacles hindering the widespread adoption of RA-PURE solutions.

System actors are required to adopt a specified number of RA-PURE products or services as part of their engagement.

System actors have carried out numerous awareness-raising, demonstration, and promotional initiatives aimed at encouraging peers to align their services and products with the RA-PURE nexus.

The adoption of RA-PURE innovations and practices by farmers and agribusinesses, along with engagement in RA-PURE services, is further amplified through inclusive, evidence-based advocacy initiatives that shape policies supporting RA-PURE integration. Additionally, the role of dedicated individuals—referred to as champions—is critical, as they proactively promote and encourage others to align their practices with RA-PURE objectives.

We utilize a diverse range of investment instruments to advance RA PURE initiatives, ensuring strategic capital allocation for maximum impact and sustainable growth.

The extent to which policies, strategies, or regulatory frameworks incorporate RA-PURE nexus principles must be quantified.

The preliminary PHI values derived from the initial desk review will form the foundation for this assignment. The consultant will evaluate these preliminary values, gather further empirical evidence via Key Informant Interviews (Kids) and Focus Group Discussions (FGDs), and leverage the findings to confirm, adjust, or enhance the existing values as required. Additionally, the consultant will define baseline values for any indicators that currently lack preliminary data.

The evaluation may incorporate pertinent components of the Kenya MEL framework, alongside the Partnership Harmonized Indicators (Phis), to offer supplementary contextual perspectives. While these insights will enhance the PHI analysis, they will not introduce new baseline indicators; the precise areas of focus will be determined and finalized during the inception phase.

We are seeking a highly skilled professional to execute a comprehensive scope of work with precise deliverables. The role requires meticulous attention to detail, ensuring all projects are completed on schedule and meet specified quality standards. The services and deliverables are also summarized in the table below. The indicated timelines serve as provisional guidelines and will be formally established and agreed upon with the chosen supplier during the inception phase.

The consultant will offer feedback and assist in adapting these tools and methods to align with the Kenyan RA-PURE ecosystem while remaining consistent with the broader Partnership framework. Additionally, the consultant will oversee the data collection, analysis, and reporting processes for the baseline study in collaboration with the Power for Food Partnership team. The primary liaison for this role will be the Kenya MEL and System Transformation Lead.

Proven ability to engage and facilitate collaboration among varied stakeholders, including agricultural producers, private enterprises, financial organizations, and partner entities, while adeptly capturing and integrating diverse perspectives.

Demonstrated expertise in project coordination, encompassing the ability to oversee and manage timelines effectively, foster seamless collaboration with country teams, and ensure successful delivery in alignment with program realities.

Proficient in conducting thorough analysis and composing detailed reports in English, with a demonstrated capacity to synthesize insights from diverse data sources for comprehensive conclusions.
