Develops and executes comprehensive financial strategies to optimize cash flow, reduce expenses, and enhance profitability. Oversees monthly, quarterly, and annual financial reporting, ensuring compliance with regulatory standards and internal policies. Manages budget preparation, tracking, and variance analysis to maintain fiscal discipline. Collaborates with cross-functional teams to align financial objectives with operational goals. Ensures accurate and timely processing of accounts payable and receivable, while strengthening internal controls to mitigate risks. Directs treasury operations, including cash management, investment strategies, and liquidity planning. Guides financial forecasting models to support long-term business sustainability and growth initiatives.

The primary duties and obligations encompass the following key areas:

Coordinate the strategic partnership between the World Food Program (WFP) and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), allocating 30% of your efforts to this vital collaboration.

Serve as the intermediary between the WFP and OCHA impact evaluation units.

Collaborate with OCHA and WFP Country teams, along with other United Nations agencies, to evaluate potential opportunities and assess the feasibility of impact evaluations.

Engage routinely with the WFP Anticipatory Action team under the WFP Climate and Resilience Service to determine key countries and design impact evaluations that align with the service’s strategic priorities.

Design impact evaluation frameworks for key countries in collaboration with both local and global headquarters teams to ensure alignment and comprehensive analysis.

Spearhead daily interactions with stakeholders at both country and regional office levels to ensure alignment and collaboration.

Craft comprehensive progress updates, donor reports, briefing notes, and presentations that highlight the status of partnerships.

Compile and document key insights, effective strategies, and outcomes from partnerships to facilitate continuous improvement and future reference.

Support collaborative planning initiatives, mobilize resources, and lead the development of partnership proposals.

Offer strategic insights and actionable recommendations to enhance alignment and collaboration among implementing partners.

Develop and oversee collaborative communication materials, success stories, and visibility products in alignment with partnership initiatives. Maintain uniform messaging that adheres to the REV communication guidelines.

Provide assistance in coordinating public events, field missions, and donor visits as needed.

Facilitate or participate in the execution of impact evaluations as part of the WFP/OCHA partnership, accounting for 70% of responsibilities.

Direct oversight of impact evaluations, specifically Randomized Control Trials, will be your responsibility.

Oversee or actively participate in securing Institutional Review Board (IRB) approvals, ensuring compliance with all regulatory standards and timelines throughout the procurement process.

Design and revise household survey questionnaires while providing leadership in their programming and ongoing support.

Assist in identifying and engaging data collection firms, ensuring their selection aligns with the requirements of impact evaluations while also addressing other monitoring and evaluation needs of the World Food Program (WFP).

Conduct or assist in data analysis efforts aligned with pre-established impact evaluation designs while ensuring timely completion to optimize opportunities for evidence utilization.

Spearhead daily interactions with field coordinators and key stakeholders across country and regional offices.

Engage in field missions as required to aid in the execution and oversight of impact evaluations.

Facilitate the training of enumerators to collect data effectively and offer expert technical support in implementing data quality checks and analysis, thereby guaranteeing the precision and dependability of the collected information.

To ensure strict adherence to the evaluation design and data collection protocols, diligently oversee the program implementation process.

Co-authors briefs, reports, and other evaluation-related documents in accordance with WFP’s established reporting standards and the organization’s rigorous evaluation quality assurance systems (ERAS).

Lead or facilitate the organization and execution of dissemination workshops, and conduct field visits as necessary to assist in impact evaluation activities.

At the conclusion of the contract, the appointed candidate will be expected to present the following deliverables as outlined in the agreement.

Facilitating productive collaborations with key stakeholders ensures the successful execution of the partnership’s strategic initiatives and operational plans.

Engaging in productive feasibility dialogues with key priority countries to jointly develop impact evaluations will be essential.

Design and oversee 3 to 4 impact evaluations with precision and strategic foresight to ensure accurate assessment and meaningful outcomes.

Clear and effective communication outputs are essential for impact evaluation, ensuring findings are presented in a compelling manner. These outputs must convey the significance of results, facilitate understanding among diverse stakeholders, and support informed decision-making. Strong written and verbal skills are required to tailor messaging for different audiences, from technical experts to policymakers and the public. Additionally, the ability to distill complex data into accessible insights is crucial for driving meaningful action based on evaluation findings.

Seeking a candidate with a minimum of three years of relevant professional experience in a similar role. The ideal applicant should hold a degree in a related field and demonstrate proficiency in industry-standard software and tools. Strong analytical, communication, and problem-solving skills are essential for success in this position. Prior experience managing projects, leading teams, or working in a fast-paced environment is highly desirable. Additional qualifications may include certifications or specialized training pertinent to the field.

Education:
