JOB PURPOSE:

The M&E Associate plays a pivotal role in executing the Country Office’s M&E Strategy and Action Plan at the field level. This position oversees the coordination of all monitoring and evaluation activities within the field office, including the execution and management of data collection processes. The role ensures monitoring findings are reviewed with the field office and partners, escalated for corrective action, and submitted for advanced analysis. Key responsibilities also involve disseminating data through appropriate channels to support operational decision-making and strategic adjustments. Additionally, the M&E Associate is responsible for preparing and sharing monthly monitoring reports in a timely manner. Regular engagement with WFP participants and partners is a core component of this role. Reporting directly to the Head of Field Office and receiving technical guidance from the Head of M&E, the M&E Associate will fulfill the following duties:

Oversee a comprehensive range of duties—though not exhaustive—encompassing critical operational and strategic tasks essential to the role. This position demands meticulous attention to detail, ensuring all responsibilities are executed with precision and alignment to organizational objectives. The individual will be tasked with managing key functions, adhering to established protocols while maintaining flexibility to adapt to evolving priorities. Collaboration with cross-functional teams will be integral to achieving departmental and company-wide goals, fostering an environment of accountability and continuous improvement.

The development and execution of the Country Office Monitoring & Evaluation Strategy and corresponding Action Plan are essential responsibilities of this role.

Ensure the Field Office complies with corporate Monitoring and Evaluation (M&E) standards, including adherence to standard operating procedures (SOPs), the Corporate Results Framework (CRF), and other corporate monitoring guidance, as well as data protection and privacy policies. Maintain regular and close communication with the Country Office M&E team to stay informed of the latest guidelines, updates, and support available.

Regularly collaborate with the head of the field office and technical units to detect and assess evidence of needs.

Develop and sustain productive collaborations with WFP’s stakeholders, including participants, communities, partners, and external or third-party monitoring entities, as required.

Mainstream gender, equity, disability, protection, human rights, and other inclusion considerations throughout all Monitoring and Evaluation (M&E) activities at the Field Office (FO) level, as applicable.

Proficient in gathering, processing, and verifying accurate information from diverse sources, this role involves sourcing data through research, surveys, and digital platforms. Responsibilities include meticulously recording and organizing data, ensuring its integrity, and maintaining confidentiality where necessary. Proficiency in data management tools and attention to detail are essential, along with the ability to analyze trends and discrepancies. Strong communication skills are required to collaborate with teams and present findings clearly.

Develop monthly monitoring plans under the overall supervision of the CO to ensure compliance with the minimum monitoring standards established for each office.

In collaboration with relevant stakeholders, supply details regarding activity locations to the Commanding Officer to assist in the development of sampling strategies.

Craft samples for the designated office by leveraging the corporate risk-based sampling framework.

Lead the oversight of data collection initiatives focused on process and outcome monitoring, encompassing distribution tracking, activity implementation assessments, post-distribution evaluations, retail performance evaluations, surveys, and qualitative research techniques—such as Key Informant Interviews and Focus Group Discussions—through the use of questionnaires and standardized question guides provided by the CO.

Provide assistance in establishing remote monitoring systems tailored to the requirements of field offices.

We assist in developing questionnaires, question guides, and data analysis plans tailored to the unique data requirements of specific FO initiatives.

Coordinate all monitoring and evaluation (M&E) data collection activities at the field level, collaborating closely with local partners and stakeholders to ensure seamless implementation.

Monitor visits regularly, prioritizing key sites for increased frequency. Provide monthly reports documenting actual monitoring visits to the Country Office.

Adhere rigorously to established ethical standards throughout all monitoring processes to maintain integrity and compliance.

Provide support in the coordination of technical assistance initiatives for missions originating from the CO M&E team, evaluation teams, or other Monitoring and Evaluation (M&E)-related assignments.

The role involves conducting comprehensive data analysis, preparing detailed reports, and leveraging evidence to drive informed decision-making.

Verify, cleanse, and analyze monitoring data to ensure accuracy, then interpret and present findings in a clear, actionable format tailored to the specific requirements of various stakeholders at the field office level.

Verify that datasets are properly submitted to the centralized databases administered by the CO.

Prepare back-to-office reports following field missions and implement an escalation framework to document issues, designate accountability points to address them, and monitor progress on corrective actions.

Facilitate collaborative sessions with WFP and partner personnel to assess monitoring outcomes and establish aligned action plans.

Provide participants with prompt updates regarding the outcomes of actions implemented following monitoring results.

Conducts thorough reviews and assessments of projects, processes, or performance metrics to ensure alignment with organizational objectives and industry standards. Collaborates with cross-functional teams to gather insights and identify areas for improvement, applying analytical methodologies to evaluate efficiency, effectiveness, and compliance with established guidelines. Develops actionable recommendations based on findings to enhance productivity, quality, or strategic outcomes, and presents conclusions in clear, concise reports for leadership review and decision-making.

Provide assistance, as needed, with data collection activities associated with reviews, research, and evaluations.

Oversee the planning, coordination, and execution of all operational activities to ensure alignment with organizational objectives. Direct and guide teams to achieve performance targets while fostering a collaborative and productive work environment. Implement policies and procedures to maintain compliance with industry standards and regulatory requirements. Evaluate team performance through regular assessments, providing constructive feedback and identifying opportunities for professional growth. Facilitate resource allocation to optimize efficiency and productivity across departments.

Oversee field office enumerators and Team Project Managers, ensuring efficient coordination and supervision of field operations.

Assist the line manager with the preparation and monitoring of comprehensive budgets specifically allocated for evidence generation initiatives at the field level.

Deliver accurate and up-to-date information to assist in the development and management of CO monitoring plans and budgets as required.

Supervise data collection activities carried out by WFP personnel or external partners to maintain oversight and accountability. Perform consistent evaluations of data integrity throughout each phase of the monitoring process, verifying that all monitoring data and reports meet established standards for timeliness, completeness, and accuracy.

Facilitate the enhancement of monitoring capabilities among enumerators, TPMs, partners, and government stakeholders by delivering targeted learning and development programs alongside effective information dissemination.

Drawing on an in-depth understanding of local conditions and community requirements, propose enhancements to field monitoring protocols and workflows to bolster the efficiency and effectiveness of WFP program execution.

Professional qualifications, essential skills, and relevant experiences necessary for consideration in this position include:

A relevant academic qualification in Social Sciences, Monitoring and Evaluation (M&E), Project Management, Community Development, Development Studies, or Statistics is required.

A strong candidate will possess at least five years of progressively responsible professional experience, with a minimum of one year dedicated to managing information systems, overseeing projects, conducting monitoring and evaluation, as well as performing data collection, analysis, and report writing.

Proficiency in qualitative and quantitative methodologies, analysis, reporting, dissemination, and follow-up of findings and recommendations is required.

Meticulous attention to detail and a commitment to precision are critical requirements for this role.

Proficient in clear and accurate written English communication, with strong oral and written articulation skills.

Able to maintain meticulous records, execute intricate tasks with precision, and manage a substantial workload efficiently while adhering to strict time constraints.

Must be capable of performing duties autonomously with minimal oversight.
