JOB PURPOSE:

The M&E Associate plays a pivotal role in executing the Country Office’s M&E Strategy and Action Plan at the field level, ensuring robust monitoring and evaluation activities are effectively implemented. This position involves coordinating all M&E operations within the field office, including the execution and oversight of data collection processes, facilitating discussions on monitoring findings with the field office and partners, and escalating key insights for corrective action when necessary. Additionally, the role is responsible for ensuring data is accurately compiled, analyzed, and disseminated through appropriate channels to guide operational decisions and strategic adjustments. The Associate is tasked with producing and sharing monthly monitoring reports in a timely manner while maintaining frequent engagement with WFP participants and partners. Reporting directly to the Head of Field Office and receiving technical guidance from the Head of M&E, the M&E Associate will fulfill the following responsibilities:

Perform a diverse range of duties, which extend beyond the scope of a standard job description and encompass various essential tasks to ensure operational effectiveness and success in the role.

The Country Office Monitoring and Evaluation Strategy and corresponding Action Plan will be executed, ensuring alignment with established objectives and frameworks. This initiative involves developing and deploying comprehensive monitoring mechanisms to track progress, as well as evaluating outcomes against predefined benchmarks. Additionally, it includes the establishment of reporting systems to facilitate data-driven decision-making and continuous improvement in programmatic and operational effectiveness.

Ensure the Field Office adheres to corporate Monitoring and Evaluation (M&E) standards by implementing monitoring activities in accordance with standard operating procedures (SOPs), the Corporate Results Framework (CRF), additional corporate monitoring guidance, and data protection and privacy policies. Foster consistent collaboration with the CO M&E team to stay informed of the latest guidelines, updates, and support.

Under the guidance of the head of the field office and technical units, proactively assess and uncover evidence of needs on an ongoing basis.

Build and sustain productive collaborations with WFP’s stakeholders, including participants, communities, partners, and third-party or outsourced monitoring entities as needed.

Mainstream gender, equity, disability, protection, human rights, and other inclusion considerations into all monitoring and evaluation (M&E) activities at the field office (FO) level, as deemed appropriate.

We gather and compile accurate information from various sources, ensuring its integrity and relevance for analysis and reporting purposes. This role demands meticulous attention to detail, strong organizational skills, and proficiency in data management tools to efficiently process and validate datasets. Responsibilities include identifying credible sources, extracting key insights, and maintaining up-to-date records while adhering to strict confidentiality and compliance standards. The ideal candidate must demonstrate reliability, analytical thinking, and the ability to work independently or collaboratively in fast-paced environments.

Develop monthly monitoring plans in alignment with the CO’s directives to ensure adherence to the office’s established minimum monitoring standards.

In collaboration with partners, supply details regarding activity sites to the CO to support the development of sampling plans.

Formulate representative samples for each office utilizing the corporate risk-based sampling methodology.

Lead the collection of process and outcome monitoring data, encompassing distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance assessments, and surveys, in addition to qualitative methodologies such as Key Informant Interviews and Focus Group Discussions, utilizing questionnaires and question guides prepared by the CO.

Assist in establishing remote monitoring systems at the field office level, as applicable.

Support the creation of questionnaires, question guides, and data analysis plans tailored to the specific information requirements of the Field Office (FO).

Collaborate with local partners and stakeholders to oversee all monitoring and evaluation data collection activities conducted at the field level.

Monitor the progress of monitoring visits and coverage, prioritizing sites that require additional attention. Submit detailed reports on conducted visits to the Country Office on a monthly basis.

Adhere rigorously to established ethical standards throughout all monitoring operations to guarantee compliance and integrity.

Provide support in the coordination of technical assistance missions for the CO M&E team, evaluation teams, or other monitoring and evaluation-related initiatives.

Data analysis, reporting, and the application of evidence-based insights form the core responsibilities of this role. Candidates must excel in compiling, interpreting, and presenting data to inform decision-making processes. Proficiency in analytical tools, statistical methods, and evidence-driven evaluation is essential for success in this position.

Verify, cleanse, and analyze monitoring data, then interpret and visually present it to meet the specific information needs of various stakeholders at the field office level.

Verify that datasets are properly submitted to centralized databases overseen by the CO.

Prepare back-to-office reports following field missions and employ an escalation protocol to document issues, designate focal points for resolution, and monitor the progress of corrective actions.

Organize and facilitate discussions with WFP and partner personnel to assess monitoring results and establish mutually agreed-upon action plans.

Compile and disseminate key insights derived from monitoring activities to participants in a timely manner, ensuring they remain informed of relevant actions taken.

Conducts thorough assessments and analyses of performance metrics, ensuring alignment with organizational standards and objectives. Performs detailed examinations of data, processes, and outcomes to identify trends, discrepancies, or areas for enhancement. Facilitates informed decision-making by providing accurate insights and recommendations based on meticulous evaluations. Collaborates with cross-functional teams to validate findings and implement corrective actions as needed. Ensures compliance with established policies and procedures throughout all review processes.

You will assist, where applicable, in gathering data for reviews, research, and evaluations as needed.

Overseeing and administering operations, ensuring adherence to established protocols, and providing strategic direction to achieve organizational objectives are among the primary responsibilities. This role involves supervising teams, delegating tasks effectively, and maintaining alignment with company policies and industry standards. Additionally, it requires monitoring performance metrics, identifying areas for improvement, and implementing corrective measures to enhance efficiency and productivity. A strong understanding of leadership principles, exceptional communication skills, and the ability to make data-driven decisions are essential for success in this position.

Supervise field office enumerators and team project managers (TPMs), ensuring efficient operations and adherence to project protocols.

Assist the line manager in developing and monitoring comprehensive budgets for evidence generation initiatives at the field level.

Supply up-to-date data to assist in the formulation and tracking of carbon monoxide monitoring strategies and financial allocations at the request of the CO.

Supervise data collection activities conducted by WFP personnel or external partners to ensure adherence to standards. Perform periodic evaluations of data quality throughout the monitoring process, verifying that all collected information and generated reports are accurate, comprehensive, and delivered punctually.

Assist in enhancing monitoring capabilities for enumerators, TPMs, partners, and government stakeholders by delivering learning and development initiatives alongside information exchange.

Drawing on a deep understanding of the county’s context and community needs, recommend enhancements to field monitoring processes and procedures to ensure the efficient and effective execution of WFP programs.

Professional candidates must possess the following essential qualifications, competencies, and relevant experiences to qualify for this position:

A bachelor’s degree or higher in disciplines such as Social Sciences, Monitoring and Evaluation (M&E), Project Management, Community Development, Development Studies, or Statistics is required.

A proven track record of at least five years in progressively responsible roles, with a minimum of one year dedicated to overseeing Information Systems management, alongside expertise in project monitoring and evaluation, data collection and analysis, and report preparation.

Proficiency in both qualitative and quantitative methodologies, analysis, reporting, and dissemination of findings is required, along with the ability to follow up on recommendations.

Exceptional precision and meticulousness are critical for success in this role.

Proficient in written and verbal English communication, with strong command of grammar, syntax, and clarity in both spoken and written interactions.

Able to maintain meticulous records, execute detailed tasks, and efficiently process a high volume of work with precision and speed under strict time constraints.

Able to operate effectively with minimal oversight and demonstrate strong self-management skills.

Demonstrates exceptional courtesy and tact while collaborating seamlessly with individuals from diverse national and cultural backgrounds.

Experiences that will facilitate a smooth transition into this position include:

Possesses demonstrated proficiency in implementing WFP monitoring and evaluation systems and adhering to established standards.
