JOB PURPOSE:
The M&E Associate plays a pivotal role in executing the Country Office M&E Strategy and M&E Action Plan at the field level, serving as a central coordinator for all monitoring and evaluation activities within the local office. This includes overseeing and managing data collection processes, facilitating discussions on monitoring findings with the field office and partners, and escalating key insights for corrective action. The Associate ensures collected data is processed for further analysis, distributed through appropriate channels, and leveraged to inform operational decisions and strategic adjustments. They are responsible for compiling and sharing monthly monitoring reports promptly. In addition, the M&E Associate maintains regular engagement with WFP participants and partners. Reporting directly to the Head of Field Office and receiving technical oversight from the Head of M&E, the Associate will fulfill the following responsibilities:

We will execute the Country Office’s Monitoring and Evaluation Strategy and Action Plan, ensuring alignment with organizational objectives and enhancing programmatic decision-making through systematic data collection, analysis, and reporting.
The Field Office is responsible for aligning all monitoring activities with corporate Monitoring and Evaluation (M&E) standards, which encompass standard operating procedures (SOPs), the Corporate Results Framework (CRF), additional corporate monitoring directives, as well as data protection and privacy policies. Regular coordination with the CO M&E team is maintained to receive the most current guidelines, updates, and assistance.
Consistently assess and document observed needs through ongoing coordination with the head of the field office and relevant technical units.
Establish and nurture strong collaborative relationships with WFP participants, local communities, partners, and third-party or outsourced monitoring entities, as applicable.
Ensure that gender, equity, disability, protection, human rights, and other inclusion considerations are systematically integrated into all Monitoring & Evaluation (M&E) activities at the Field Office (FO) level, as deemed appropriate.

Develop monthly monitoring plans in alignment with the CO’s guidance to uphold the minimum monitoring standards established for the respective office.
In collaboration with relevant partners, furnish details regarding activity sites to the CO so that sampling plans can be effectively informed.
Establish and prepare representative samples in alignment with the corporate risk-based sampling framework for the designated office.
Oversee the comprehensive collection of process and outcome monitoring data, encompassing distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance evaluation, surveys, and qualitative research methods such as Key Informant Interviews and Focus Group Discussions. Utilize standardized questionnaires and question guides provided by the CO to ensure consistency and accuracy in data gathering.
Facilitate the establishment of remote monitoring systems tailored to the requirements of the field office environment.
Develop questionnaires, question guides, and data analysis plans tailored to FO-specific information requirements.
Coordinate all monitoring and evaluation data collection activities at the field level in collaboration with local partners and stakeholders.
Monitor the progress of monitoring visits and coverage, prioritizing more frequent visits to key sites. Prepare and submit reports detailing the actual monitoring visits to the Country Office on a monthly basis.
Adhere to established ethical standards throughout all monitoring processes to maintain compliance and integrity.
Provide support in the coordination of technical assistance initiatives originating from the CO M&E team, evaluation teams, or other monitoring and evaluation-related missions.
Data analysis, reporting, and the application of evidence form the core responsibilities of this role. The position requires a strong ability to interpret complex datasets, generate insightful reports, and leverage evidence-based findings to inform decision-making. Proficiency in analytical tools and methodologies, along with meticulous attention to detail, is essential to ensure accuracy and clarity in all deliverables.
Ensure monitoring data is verified, cleaned, analyzed, interpreted, and visualized to align with the specific information requirements of various audiences at the field office level.
Ensure all datasets are timely submitted to the centralized databases administered by the CO.
Prepare back-to-office reports following field missions and implement an escalation protocol for issue reporting, designating responsible focal points to initiate corrective actions and systematically monitor their progress.
Organize and facilitate meetings with WFP and partner staff to examine monitoring results and establish agreed-upon action items.
Provide participants with up-to-date information regarding the outcomes derived from monitoring activities in a prompt manner.
Conducts thorough reviews and assessments of performance, processes, and outcomes to ensure alignment with organizational objectives and industry standards.
Facilitate the execution of data collection initiatives, as required, for reviews, research endeavors, and evaluations.

Ensure oversight of data collection activities conducted by WFP staff or external partners. Perform systematic quality verification of data at various stages within the monitoring process, maintaining adherence to timeliness, completeness, and high standards in monitoring data and reports.
Assist in strengthening monitoring capabilities among enumerators, TPMs, partners, and government stakeholders by delivering structured learning initiatives and facilitating information exchange.
Leveraging deep familiarity with the county context and its community needs, identify and propose enhancements to field monitoring processes and procedures to ensure the efficient and effective implementation of WFP programs.
Professional qualifications, essential skills, and relevant experiences required for consideration for this position include:
A bachelor’s degree in Social Sciences, Monitoring and Evaluation (M&E), Project Management, Community Development, Development Studies, or Statistics is required.
A minimum of five years of progressively responsible professional experience is required, with at least one year dedicated to information systems management. Additionally, candidates must possess hands-on experience in project monitoring and evaluation, as well as data collection, analysis, and report writing.
Proficiency in qualitative and quantitative methodologies, data analysis, reporting, and disseminating findings and recommendations is required, along with the ability to implement follow-up actions as needed.
Attention to detail and a commitment to accuracy are critical requirements for this role.
Proficient in English writing, speaking, and communication, both verbally and in written form.
To ensure meticulous documentation, candidates must maintain precise records while efficiently managing extensive workloads under tight deadlines, demonstrating both attention to detail and the ability to perform complex tasks with speed and accuracy.
Able to function autonomously with minimal oversight, demonstrating strong self-management and organizational skills.
