Job Purpose

Offers strategic direction in delivering legal services, advising on sound corporate governance practices, and ensuring the secure management of legal documents while supporting senior management on legal matters to uphold compliance with statutory and regulatory obligations, safeguarding KEYS interests in alignment with the Standards Act (Cap 496) of Kenya’s legal framework. This role facilitates domestic, regional, and international trade, promotes ease of doing business, and protects consumer health and safety, environmental integrity, and fair trade practices—consistent with Articles 42, 43(a, b, c & d), 46(a, b & c) of the Constitution of Kenya, the Standards Act (Cap 496), and Kenya Vision 2030, the African Union Agenda 2063, and the United Nations Sustainable Development Goals, thereby fostering a culture of excellence in quality assurance.

Kenya’s stance on legal aspects concerning Standardization, Metrology, and Conformity Assessment (YMCA) is clearly communicated, and negotiations are conducted on its behalf at regional and international forums to bolster market access for Kenyan products.

Oversee a comprehensive range of duties encompassing strategic planning, operational execution, and performance evaluation to ensure organizational objectives are met efficiently and effectively. Implement robust policies and procedures to maintain compliance with industry regulations while fostering a culture of accountability and continuous improvement. The incumbent will offer strategic direction in the development and analysis of the National Quality Infrastructure framework, with a focus on Standardization, Metrology, and Conformity Assessment (YMCA), to support KEYS in executing its mandate of facilitating trade, ensuring consumer health and safety, protecting the environment, minimizing technical trade barriers, and bolstering the competitiveness of Kenyan goods and services.

Offers strategic direction in evaluation and adapts to evolving operational conditions affecting legislation, legal policies, and regulatory frameworks to protect KEYS interests, maintain seamless integration within the broader government framework, and promote national, regional, and international trade facilitation.

Strategically leads the process of gazetteer for standards established by the National Standards Council (NSC), including the issuance of legal notices for mandatory standards and the appointment of gazetteer inspectors.

Offers strategic direction in the formulation and official publication of statutory instruments governing KEYS operations.

Delivers executive oversight in the oversight and administration of contracts, memoranda of understanding (Mouse), and collaborative legal instruments between KEYS and stakeholders across national, regional, and international platforms to ensure seamless execution.

Delivers strategic direction in managing litigation and arbitral proceedings on behalf of and against KEYS, ensuring robust legal representation in courts of law, tribunals, or other quasi-judicial forums to protect organizational interests.

Delivers high-level guidance in crafting and executing resilient business continuity strategies specifically focused on legal considerations, safeguarding the long-term viability of KEYS operations.

Delivers visionary leadership to develop, execute, implement, track, assess, and enhance KEYS’s Management Systems, guaranteeing operational excellence, sustained performance, and continuous customer satisfaction.

Ensures effective performance management and productivity enhancement within the directorate while maintaining accountability for its overall performance outcomes.

The Director is responsible for supervising the execution of the Risk Management Framework within the Directorate, ensuring risks are mitigated while leveraging opportunities for positive outcomes.

Provides strategic legal counsel to the National Standards Council, senior management, and staff, ensuring adherence to statutory and regulatory requirements through guidance on legal instruments, contracts, and corporate governance practices.

Drives and oversees joint initiatives between KEYS and external stakeholders, ensuring adherence to statutory regulations, legal obligations, and international commitments.

The incumbent is responsible for supervising the compilation of KEYS and directorate board papers, verifying their accuracy, and ensuring timely submission via the E-Board system for review and approval by the NSC.

Supervises the board’s orientation, professional development, and assessment initiatives to uphold robust corporate governance standards.

The role involves leading efforts to assess the efficiency and effectiveness of the legal department’s service delivery, ensuring adherence to legal and regulatory requirements while identifying and mitigating risks.
